Orange signs and devices mark temporary traffic control. Read the first warning, then follow the arrows, cones, drums, barriers, temporary stripes and flaggers as one connected route until you pass the END ROAD WORK sign or the final temporary-control device. When old and new pavement markings conflict, the clearly delineated temporary path—not the obsolete stripe—controls where you drive.
What a construction work zone includes
In U.S. practice, the Federal Highway Administration’s Manual on Uniform Traffic Control Devices (MUTCD), particularly Part 6, provides the framework for temporary traffic control in construction, maintenance, utility and similar work. It applies to major freeway projects as well as short-duration street maintenance.

A work zone is more than the pavement occupied by workers. FHWA defines it as the connected area beginning at the first warning sign or rotating or strobe lights on a vehicle and continuing to the END ROAD WORK sign or the last temporary traffic-control device. Cones, drums, barriers, arrow panels, flaggers and temporary signals are therefore part of the same route as the signs.

1. Advance-warning signs tell you what is coming
Signs such as ROAD WORK AHEAD announce that temporary traffic control is ahead. The sign may be followed by a distance plaque or another message identifying when the change begins. ONE LANE ROAD, RIGHT LANE CLOSED, ROAD CLOSED and DETOUR describe the restriction or alternate route you must prepare for.
2. Transition signs and arrows show the move
As you approach the activity, follow the lane-closure sign, flashing arrow panel, portable changeable message sign or other device that gives the current direction. An arrow panel may indicate a merge or a lane shift; it does not authorize crossing a barrier or driving through a closed lane.
3. Channelizing devices define the usable path
Cones, drums, vertical panels, barricades and barriers form the physical edge of the route. Keep your vehicle inside that channel, even if the pavement outside it appears drivable. A flagger, temporary signal or uniformed traffic-control officer can override a general expectation about which lane should move.

What the colors mean
The MUTCD assigns colors by function. In the standard’s wording, “Orange—temporary traffic control.” Color helps you identify the type of instruction, but the complete message comes from the sign, its placement and the devices beside it.
| Color | General function | What a driver should do |
|---|---|---|
| Orange | Temporary traffic control | Expect a changed route, reduced speed, lane closure, detour or worker activity; follow the temporary instructions. |
| Yellow | Warning | Prepare for a hazard, opposing traffic, a change in alignment or another condition requiring caution. |
| White | Regulation | Use it for lane lines and other controls governing traffic moving in the same direction or complying with a rule. |
| Red | Stop or prohibition | Stop or do not proceed when the sign, signal, barricade or officer requires it. |
Temporary traffic-control signs are commonly orange, but a work zone can also contain normal regulatory, warning and guide signs. For example, a temporary speed-limit sign still sets a legal speed, while a yellow warning sign may identify a change in roadway alignment. Read the words, symbols and arrows instead of relying on color alone.

How to interpret temporary lane markings
Temporary pavement markings are installed when permanent stripes have been removed, covered or made unreliable during the work. Their purpose is to provide a clearly defined path through the temporary traffic-control zone. They can establish shifted lanes, a temporary centerline or the edge of a detour.
Yellow versus white
Yellow lines separate traffic moving in opposite directions. White lines separate lanes moving in the same direction. In a lane shift, a temporary solid white line can mark the current boundary between two same-direction lanes while orange devices guide both lanes around the work area.

A yellow centerline remains relevant when it clearly separates opposing flows, but a temporary traffic-control plan can relocate the centerline. The line that is visible, current and reinforced by cones, drums or barriers establishes the active route.
Solid and broken lines in a work zone
A solid line generally marks a boundary you should not cross except where the signs and traffic-control plan direct a merge. A broken line can permit a lane change when it is safe and legal, but it does not cancel a closure sign, taper or barrier. If a temporary line and an old stripe point in different directions, use the temporary line that is clearly delineated by the current devices.
What a taper and arrow panel require you to do
A taper is the diagonal transition that moves traffic out of a closed lane and into the open path. Treat it as a no-cutting area. Merge according to the signs, arrow panel and channelizing devices, leaving room for vehicles already in the open lane. Do not drive along the diagonal line of cones to reach the front of a queue, and do not stop in a live lane to make a late decision.

The exact taper length and warning distance depend on the approved traffic-control plan, roadway type, speed, sight distance, traffic and site conditions. There is no single taper measurement that applies to every work zone. The field layout and posted instructions take priority over a generic expectation.

A flashing arrow panel may direct traffic to merge left or right. A sequential arrow or chevron display emphasizes the direction of the shift. Follow the indicated open lane, but continue checking the physical devices: an arrow panel is a supplement to the channel, not permission to pass through it.
Driver procedure from first sign to last device
- Reduce speed. Obey the posted work-zone speed and adjust further when visibility, weather, congestion or workers require it.
- Look beyond the nearest sign. Scan for the next merge, lane shift, flagger, temporary signal, stopped traffic or opposing flow so you can position early.
- Identify the active channel. Match the current lane markings with cones, drums, barriers and the arrow panel. Treat that combination as one route.
- Choose your lane before the taper. Use the open lane indicated by the sign. Check mirrors and blind spots, signal, and merge smoothly without forcing another driver onto a device or shoulder.
- Hold a steady path. Do not weave between lanes, drive on a shoulder, cross a barrier or use a closed lane to bypass a queue.
- Obey people and signals. A flagger’s paddle or hand signal, a temporary traffic signal, a police officer or another uniformed traffic-control officer controls your movement.
- Continue through the full zone. Keep following temporary markings and devices until the END ROAD WORK sign or the final temporary-control device, not merely until workers or machinery are no longer visible.
When old and new stripes conflict
Road work can leave ghost stripes, blacked-out markings, paint overspray or a former lane line visible beside a new one. Steering toward the most familiar-looking stripe can put you into the work area or opposing traffic.
Use this priority sequence:
- Follow a flagger, police officer or temporary signal.
- Follow a barricade, barrier or continuous line of channelizing devices.
- Follow the current arrow panel and temporary signs.
- Follow the temporary pavement marking that forms a continuous, clearly defined lane.
- Treat an old, crossed-out, discontinuous or device-conflicting stripe as inactive.
If you cannot tell which line is current, slow down without stopping in a live lane, maintain your position inside the channel and look for the next sign or device. Do not make a sharp correction based on a single faded stripe.
How to compare two possible paths
Drivers sometimes see two apparent lanes during a shift or detour. Evaluate each path using the same five checks:

| Check | Question | Why it matters |
|---|---|---|
| Posted instruction | Which sign, arrow panel or signal gives the current direction? | The temporary instruction controls over a driver’s usual route expectation. |
| Physical separation | Is the path bounded by cones, drums, panels or barriers? | The devices show which pavement is intentionally open. |
| Line color and pattern | Does a current yellow or white line define the route? | Color identifies opposing versus same-direction separation; pattern shows the boundary’s intended use. |
| Taper or arrow | Does a diagonal taper move traffic into that lane? | A taper is the transition point; cutting across it is unsafe. |
| End of control | Has the route reached the END ROAD WORK sign or final device? | Temporary rules continue until the work zone is formally ended. |
Site-specific speed limits, lane assignments and distances always take precedence over generic expectations about how a work zone “usually” works.

Right-lane closure
A RIGHT LANE CLOSED sign warns that the right lane will end. Move left when directed, yield to traffic already in the open lane and complete the merge before the taper closes the lane. If traffic is heavy, maintain a safe gap rather than accelerating to the front of the taper.
One-lane, two-way operation
ONE LANE ROAD means traffic in both directions must share one lane or alternate through a narrowed section. Expect a flagger, temporary signal or opposing vehicles. Do not enter until the control permits your movement, even if the lane ahead appears empty.
Detour
A DETOUR directs you away from the normal roadway. Follow each succeeding detour sign and turn marker; do not assume the first turn is the entire route. A detour remains in effect until signs return you to the normal path or identify its end.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesRoad closed
ROAD CLOSED prohibits entry at the closure. A nearby shoulder, driveway or gap between devices is not an alternate entrance unless a sign specifically directs it. Use the signed detour or turn around only where permitted and safe.

Flagger ahead
A flagger warning means a person will control the approach. Slow down, make eye contact when possible and be prepared to stop before the worker. Follow the displayed paddle or hand signal rather than attempting to interpret the movement of vehicles ahead.
Why work-zone conditions change quickly
Temporary control can be rearranged between visits or even during one trip as crews move equipment, open a completed segment or switch traffic to another phase. A route that was open yesterday may be closed today. Night work may use vehicle-mounted rotating or strobe lights, portable lighting and different channelizing devices, while rain, glare or dust can reduce the visibility of markings.
Because the MUTCD supplies a national framework rather than one identical layout for every project, state and local agencies may select different signs, speed limits, lane widths and distances within the applicable standard. Follow the signs actually posted at the site.
Frequent mistakes and safer alternatives
- Waiting until the taper: Decide only after the lane has nearly disappeared. Safer alternative: read the advance warning and merge when the plan directs.
- Following a familiar old stripe: Drive toward a ghost line because it looks straighter. Safer alternative: use the temporary line reinforced by current devices.
- Cutting through the diagonal: Cross the taper to gain a position. Safer alternative: remain in the formed lane and merge cooperatively.
- Stopping beside workers: Halt in a live lane to check a map or make a turn. Safer alternative: continue through the controlled route and stop only at a legal, safe location.
- Assuming the zone is over: Accelerate as soon as equipment disappears. Safer alternative: continue until the end sign or last temporary device.
- Ignoring a human controller: Follow the arrow panel while a flagger holds traffic. Safer alternative: obey the flagger, officer or temporary signal controlling that moment.
The standard behind the signs
The current MUTCD is the 11th Edition, dated December 2023. Its Part 6 addresses temporary traffic control, including the signs, markings, devices and procedures used to guide road users through work areas. FHWA also reports that the Work Zone Safety and Mobility Rule was published on November 1, 2024, and became effective December 2, 2024. Those national standards support consistent practice, while the approved plan for a particular road determines the exact field arrangement.
For a detailed standards reference, consult the MUTCD 11th Edition and your state’s driver handbook or transportation-agency work-zone guidance. Consumer-facing rules can differ by jurisdiction, so local posted instructions remain controlling for the trip you are making.
Quick Recap
Quick decisions behind the wheel
- Orange sign: temporary traffic control is ahead; read the message and prepare.
- Yellow line: opposing directions are separated unless the temporary layout clearly relocates that separation.
- White line: same-direction lanes are separated; a temporary solid white line may define a shifted lane.
- Diagonal taper: merge into the indicated open path; do not cut across it.
- Old stripe versus new route: follow the current temporary marking and channelizing devices.
- No workers in sight: remain under temporary control until the end sign or final device.
