Before you submit, reconcile every scope boundary, test your schedule and resources, price bonds, insurance, labor and safety obligations, and state assumptions and exclusions clearly. Federal acquisition rules provide useful examples of how these risks can be allocated, but the solicitation, subcontract, incorporated prime-contract terms, owner standards, governing law and project location control your actual obligations.
1. Establish exactly what your bid is based on
Create a bid-basis register before estimating. Record the invitation or request for proposal, drawing numbers and revisions, specifications, addenda, bulletins, owner standards, schedule, geotechnical information, existing-condition surveys, site rules and every clarification issued by the owner or general contractor. Include the date downloaded or received so your team can prove which version was priced.

Confirm the administrative requirements at the same time. Note the submission deadline and time zone, required forms, bid-validity period, requested alternates, unit-price schedules, allowance rules, tax and freight instructions, mandatory site visits, pre-bid meetings and question deadlines. A technically complete estimate can still be rejected if it omits a required form or prices an obsolete revision.
Federal acquisition guidance in FAR Part 36 describes the time a bidder may need to inspect the site, obtain subcontract bids, examine available project data and prepare an estimate from plans and specifications. That is a reminder to allow real preparation time, not a universal deadline for private industrial work. If the issue set is incomplete or the schedule leaves no practical time for review, raise the problem in writing before the bid closes.

2. Convert the documents into a scope and interface matrix
Large industrial packages fail at interfaces more often than at obvious work items. Build a matrix by system, location and responsible party. For each line, mark included, excluded, by others or clarification required. Tie every entry to a drawing, specification section, addendum or written answer.
| Scope area to test | Questions your estimate must answer |
|---|---|
| Demolition and temporary work | Who isolates equipment, removes existing services, supports retained structures, provides temporary protection and disposes of waste? |
| Foundations and supports | Are embeds, anchor bolts, housekeeping pads, steel supports and grouting included, and who verifies dimensions before fabrication? |
| Equipment setting and rigging | Who supplies the crane, rigging crew, engineered lift plan, unloading, storage and final alignment? |
| Piping, electrical and instrumentation | Where are battery limits, tie-in points, terminations, testing boundaries and controls ownership defined? |
| Insulation, fireproofing and coatings | Which surfaces, thicknesses, repairs, access systems and inspection records belong to your package? |
| Testing, commissioning and startup | Are flushing, pressure tests, loop checks, energization support, operator training and call-back labor priced? |
| Permits and records | Who obtains permits, pays fees, produces redlines, turnover records, certificates and operation-and-maintenance data? |
| Site logistics | Who provides laydown, temporary utilities, fencing, access roads, waste containers, security and protection of completed work? |
Check every physical interface: penetrations, sleeves, firestopping, supports, cable paths, controls networks, insulation termination, painting touch-up and commissioning handoffs. On an operating facility, identify outage windows, isolation boundaries and the party authorized to return equipment to service. A scope that is silent on an interface is not necessarily free work; it is an unresolved commercial risk that belongs in a clarification or qualification.
Industry guidance from ConsensusDocs encourages subcontract bids to identify scope, alternates, unit prices, addenda and bulletins. That guidance is useful for making a proposal readable, but it is not a statute and does not replace the bid instructions or governing law.
3. Validate site conditions and the execution plan
Review all available site data, then inspect the site when permitted. Record access routes, security checkpoints, badging, orientation, congestion, elevation changes, weather exposure, existing utilities, lifting paths, storage limits, hot-work restrictions, hazardous areas and neighboring operations. Photograph or map conditions where the rules allow it, and keep the observations with the estimate.
Build a schedule logic rather than accepting a milestone date at face value. Test fabrication and procurement lead times, submittal reviews, long-lead materials, crew mobilization, predecessor work, inspections, testing, punch work and commissioning support. Identify work windows, shift requirements, overtime assumptions, outage periods and seasonal productivity effects. Ask who controls the schedule updates and what notice is required when access or predecessor work changes.

FAR Subpart 36.5 illustrates clauses dealing with site investigation, differing site conditions, physical data, drawings and specifications in defined federal contracts. The practical lesson is to read the actual risk-allocation language. Do not assume that a site visit transfers all subsurface or existing-condition risk to you, and do not assume that a differing-condition remedy exists unless the subcontract contains an applicable clause.
Write assumptions that can be tested
- State the number and duration of planned shifts, crew size and productive work hours.
- Identify assumed access, laydown area, crane availability, temporary power, water and lighting.
- List the information you relied on for underground services, structural capacity and existing equipment condition.
- State the number of mobilizations, shutdowns, tie-ins, tests and commissioning visits included.
- Define what happens if the owner changes sequence, restricts access or requires night or weekend work.
4. Read the subcontract and every flow-down before fixing your price
Request the proposed subcontract, all exhibits and every incorporated prime-contract clause before your price becomes firm. A flow-down can impose obligations that are absent from the commercial summary. Mark the order of precedence among the subcontract, drawings, specifications, your proposal and later bulletins; a conflict clause can determine whether your exclusion survives.
| Contract subject | What to verify before bidding |
|---|---|
| Changes and differing conditions | Written authorization, notice deadlines, pricing method, daily records and entitlement for owner-directed work or concealed conditions. |
| Delay, disruption and schedule | Notice period, concurrency treatment, acceleration, overtime, shift work, suspension rights and any liquidated-damages pass-through. |
| Payment | Application format, backup, stored-material rules, retainage, disputed amounts, pay-when-paid or pay-if-paid wording and payment timing. |
| Insurance | Policy types and limits, endorsements, additional-insured wording, primary/noncontributory requirements and evidence deadlines. |
| Bonds | Bid guarantee, performance and payment bond forms, obligee, penal sum, surety consent and delivery timing. |
| Liability and disputes | Indemnity triggers, limitation of liability, warranty duration, termination rights, forum, arbitration and attorney-fee provisions. |
Preserve every written question and answer. If a clarification changes scope or sequence, incorporate it into the estimate and identify it in the proposal. Oral assurances from a meeting are difficult to price or enforce unless the contract process recognizes them.
FAR 52.232-27 contains prompt-payment and interest provisions for specified federal construction contracts and requires flow-down to lower tiers in the circumstances stated there. That clause does not automatically govern a private industrial project; applicability depends on the prime contract and incorporation. Treat the payment language in your actual subcontract as the controlling text.
5. Confirm bonds, insurance and capacity early
Ask for bond and insurance requirements before investing in a detailed estimate. A bid guarantee can affect eligibility, while performance and payment bonds consume surety capacity and add premium, underwriting information and execution time. FAR Part 28 describes federal uses of bid guarantees and bonds, and agency supplements such as DFARS and Department of Energy provisions contain their own thresholds and forms. Those federal requirements are examples, not universal private-sector rules.

- Verify additional-insured, waiver-of-subrogation, primary/noncontributory and per-project aggregate wording.
Do not state that a bond is mandatory merely because the project is large. The requirement may arise from the solicitation, owner policy, lender condition, statute or negotiated subcontract—or may not apply at all.

6. Price labor, wage and reporting obligations
Labor cost includes more than base wages. Check worker classifications, prevailing or project wage schedules, apprentices and trainees, overtime, travel, per diem, shift differentials, payroll systems, certified records, site orientation, badging, drug testing where lawful and required reporting. Include supervision, foremen, safety personnel, quality staff, timekeeping and demobilization.
For specified US federal construction contracts covered by the applicable regulations, FAR 22.407 prescribes wage and labor-standard clauses, and FAR 52.222-11 addresses their inclusion in covered construction subcontracts. The coverage, threshold and clauses are context-specific. A private industrial job, a state-funded project and a federal contract may have materially different wage and recordkeeping duties; identify the governing regime instead of applying a federal rule by analogy.
Build a labor compliance file
- Keep the wage determination or project labor requirement used for pricing, with its effective date.
- Map each trade classification to the work actually performed.
- List required payroll, certified payroll, apprenticeship, training and reporting formats.
- Allow for reclassification corrections, back-pay exposure and record retention if the contract requires them.
- Identify who reviews lower-tier subcontractor compliance.
7. Plan safety and quality as production work
Read the owner or general contractor safety plan and quality requirements before pricing. Identify permit-to-work, hazard communication, confined-space, lockout/tagout, hot-work, lifting, excavation, fall-protection, emergency-response and environmental procedures. Price the supervisors, competent persons, training, gas testing, rescue arrangements, personal protective equipment, inspection tools and documentation needed to comply.
On a shared worksite, obtain the host’s hazard information and communicate hazards created by your activities. OSHA guidance recommends coordination between host employers and contractors, while OSHA’s multi-employer policy explains that more than one employer may be citable for a hazardous condition depending on who created it, exposed workers, controlled the area or had responsibility to correct it. Contract status alone does not remove your duties to protect your employees and others affected by your work.

If the owner requires a digital system or named forms, include the labor and software time to produce them.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.8. Assemble a transparent, qualified proposal
Use the required form and make the commercial position easy to audit. Identify the exact drawings, specifications, addenda and bulletins priced. Separate the base scope from alternates, unit rates, allowances and provisional quantities. State exclusions and assumptions in plain language, including access, outage duration, temporary facilities, taxes, freight, escalation, currency, bonds and insurance.
- Reconcile the total on the bid form, proposal letter, schedule of values and any electronic portal.
- Attach the scope matrix or a concise inclusion/exclusion schedule for high-risk interfaces.
- List clarification requests that remain unanswered and explain the pricing treatment for each.
- State bid validity and the date through which labor, material, freight and escalation assumptions remain open.
- Confirm that alternates and unit rates use the requested units and include or exclude overhead, markup and testing consistently.
- Obtain internal approval from estimating, operations, safety, quality, insurance and surety stakeholders before submission.
Keep a controlled copy of the submitted bid and all subsequent correspondence. If the client asks for a “clean” price after receiving qualifications, do not delete a material assumption without recording the resulting risk and price change.
9. Compare bid options on a common basis
If you are comparing your own execution options or reviewing competing trade proposals, normalize them first. A lower headline amount may omit testing, access, night work, bonds or commissioning support.

|---|---|
| Scope completeness | Do both prices cover the same systems, locations, temporary work and interfaces? |
| Technical compliance | Are materials, standards, qualifications, inspection and documentation equivalent? |
| Quantities and allowances | Are quantities measured from the same revision, and are unit rates usable if quantities change? |
| Site and schedule | Do both assume the same access, outages, shifts, sequence, mobilizations and productivity? |
| Labor and safety | Are supervision, training, permits, equipment and reporting included to the same standard? |
| Commercial risk | Are bonds, insurance, retainage, payment timing, notice and change terms comparable? |
| Capacity | Can each bidder staff, fabricate, finance and supervise the work through commissioning? |
Use one scope matrix and one list of clarifications for every option. There is no universal scoring system established by the cited guidance; the matrix is a practical control for making unlike assumptions visible.

10. Common pre-bid failure modes and their fixes
Pricing an old revision
Symptom: quantities or equipment tags do not match the latest issue. Fix: freeze the document register, perform a revision comparison and ask whether late changes require a formal addendum.
Assuming another trade owns the interface
Symptom: no one has priced supports, penetrations, terminations, firestopping or controls integration. Fix: assign an accountable party for every interface and qualify unresolved items.
Ignoring access and outage productivity
Symptom: the estimate uses shop production rates on a congested, operating site. Fix: model work windows, permits, escorts, staging, re-handling and standby time explicitly.
Recommended Free Tools
Accepting flow-down language unread
Symptom: the proposal allows changes, but the subcontract imposes short notice deadlines or broad schedule liability. Fix: review the incorporated prime terms and price or negotiate the exposure before signing.
Leaving compliance to project start
Symptom: crews cannot mobilize because badges, training, insurance certificates, bonds or payroll systems are incomplete. Fix: create a pre-mobilization deliverables list and assign dates and owners during estimating.
11. Final release checklist
- Document register is complete, current and tied to the submitted price.
- Scope matrix identifies inclusions, exclusions, by-others work and open interfaces.
- Site observations, access limits, outages, laydown and temporary facilities are documented.
- Schedule logic covers procurement, fabrication, installation, testing, punch and commissioning.
- Subcontract, exhibits and flow-down clauses have been reviewed by the appropriate commercial and legal contacts.
- Change, delay, differing-condition and payment notice procedures are understood and priced.
- Bond and insurance requirements are confirmed with the surety and broker.
- Labor classifications, wage rules, training, payroll and reporting obligations are included.
- Safety, quality, inspection and turnover resources are in the estimate.
- Alternates, unit rates, allowances, validity period and qualifications are unambiguous.
- All unresolved questions are written, submitted before the deadline and retained with the bid file.
The bid is ready when another estimator can trace the number back to an issued requirement, a measured quantity, a documented productivity assumption or an expressly stated qualification. That traceability is what lets you compete without silently accepting risks the price cannot carry.
