What Construction Management Teams Do on a Large Sportsplex Project

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A construction management team turns an owner’s sportsplex brief into a coordinated, buildable, tested and operable facility. It aligns requirements, design disciplines, procurement, cost, schedule, risk, construction information, inspections, commissioning and handover. The team may advise and monitor the owner or may lead construction delivery; the contract and delivery method—not the job title alone—determine its authority.

A useful real-world example is the District of Columbia Department of General Services’ October 2025 solicitation for an owner-side construction manager on the planned Complex at RFK Sportsplex in Washington, D.C. The proposed facility includes gymnastics, indoor track, boxing, pole-vaulting and e-sports. That solicitation illustrates a possible scope, but it does not establish a universal staffing model or confirm that the project’s procurement or schedule remains unchanged.

Start by identifying the delivery structure

Before assigning a duty to a construction manager, establish who holds each contract and who has authority to direct the work. An owner-side construction manager normally coordinates and informs delivery for the client. A construction manager leading the construction team may have direct responsibility for coordinating trade contractors and suppliers. A design-builder combines design and construction responsibility under one contract. These arrangements can look similar in meetings while creating very different lines of accountability.

In the RFK Sportsplex example, D.C. DGS planned to appoint an owner-side CM to oversee and support a separately contracted design-builder. In that arrangement, the CM can manage project controls, review information, report risks and monitor performance, while the design-builder remains responsible for delivering the contracted design and construction work.

Delivery question Traditional procurement Design-build
When the contractor joins The design is substantially complete before a contractor is appointed. The contractor joins earlier and can contribute during design.
Contract grouping Design and construction are procured separately. Design and construction are combined under one contract.
Design coordination The design team develops the completed design before construction procurement; coordination duties remain defined by the project contracts. The design and construction sides are grouped in one delivery team, with accountability defined by that contract.
Construction means, methods and safety duties Assigned by the separate contracts and applicable law. Assigned by the design-build contract and applicable law.
Owner-side CM authority Set by the owner’s professional-services agreement and related contracts. Set by the owner’s agreement and the design-build contract.
Commissioning and handover Responsibilities are allocated among the owner, design team, contractor and commissioning specialists. Responsibilities are allocated among the owner, design-builder and commissioning specialists.

FIBA venue guidance distinguishes traditional procurement from design-build, and FIFA’s Football Stadiums Guidelines describes the design-build team as combining design and construction responsibility. Neither source creates a universal rule for every sportsplex. Read the contract, delegation schedule and project manual before describing a CM as the employer, builder, designer or safety manager.

Responsibilities across the project lifecycle

1. Define the brief and assemble the team

The owner’s team starts by translating a vision for the venue into requirements that can be designed, priced, procured and operated. It represents the owner and future users, makes decisions, appoints project participants and sets expectations for quality, performance, budget and schedule.

Future operations expertise belongs in this phase, not only at opening. Venue guidance recommends involving operations personnel early so that maintainability, staffing, access, security, event changeovers and day-to-day use influence the requirements and design. For a sportsplex, the brief may need to reconcile several activities that have different spatial, acoustic, safety and scheduling needs.

The CM’s contribution at this point is to make the brief actionable: identify decisions that require owner approval, map the participants, establish reporting lines and create a baseline against which later changes can be assessed. The CM does not replace the owner’s decisions or the designers’ professional responsibilities.

2. Plan procurement, cost, schedule and risk

Large facilities create dependencies between design packages, permits, long-lead equipment, site work, structure, specialist systems, testing and occupancy. An owner-side CM can maintain a master schedule covering design, permitting, construction, commissioning and closeout. The schedule should show interfaces and decision dates, not merely a final completion date.

Project controls also include tracking the overall budget and contingency, reviewing procurement and contract proposals, maintaining a risk register and advising the owner about decisions that could affect cost, time or performance. In the RFK solicitation, these are specified services; they are not automatic duties of every person called a construction manager.

A useful risk entry identifies the event, its likely effect, an owner, a mitigation and a decision date. Examples include an unresolved design interface, a delayed approval, a long-lead item, an inspection finding or a commissioning dependency. The CM’s value is making the exposure visible early enough for the owner and delivery team to act.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

3. Coordinate design and specialist input

A sportsplex is more than a conventional building shell. FIFA venue guidance identifies architecture, structural, mechanical, electrical and plumbing, civil and planning disciplines, along with venue-specific expertise such as accessibility, acoustics, crowd movement, fire engineering, information technology, security, sustainability and transport. The exact mix depends on the facility program and design.

The CM coordinates the flow of design information and checks whether the required disciplines are engaged at the right time. It can organize design reviews, track open decisions, record interfaces and escalate conflicts to the owner or design lead. It should not silently redesign the building or assume the design professional’s certification duties.

For a facility combining gymnastics, indoor track, boxing, pole-vaulting and e-sports, the team must understand how spaces, equipment, spectators, athletes, staff, deliveries and emergency routes interact. The owner’s operational representatives help define those interactions; designers turn them into coordinated systems; and the CM keeps unresolved interfaces from disappearing between disciplines.

4. Coordinate construction and control information

During construction, the CM monitors progress against the approved schedule and budget, coordinates project meetings and maintains a reliable information trail. Typical control items include requests for information, shop drawings, submittals, proposed changes, payment applications, inspection findings, field reports and photographic records.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The practical objective is traceability. A question should have an identified asker, responsible responder, due date, decision and effect on the work. A submittal should be linked to the relevant specification or drawing and reviewed by the authorized design professional. A proposed change should show its scope, cost, schedule effect and approval status before it is treated as part of the work.

The CM also observes work, follows inspection findings and flags field issues or delays for resolution. In the RFK scope, the CM is expected to proactively identify risks, facilitate resolution of field issues and ensure that construction activities, change orders, inspections and commissioning efforts are executed in accordance with department objectives and regulatory requirements.

5. Review safety without taking the builder’s safety role

Safety responsibility must be described from the contracts rather than inferred from the word CM. In the RFK example, the owner-side CM reviews the design-builder’s safety program and monitors contractual safety compliance while cooperating with regulators. That is oversight and reporting; it does not mean the CM assumes the design-builder’s responsibility for construction means and methods, site supervision or statutory duties.

The owner, CM, design-builder, trade contractors and regulators may each have defined obligations. A sound project record distinguishes an observed unsafe condition, the notice given, the responsible contractor’s corrective action and the follow-up verification. If the contract gives the CM authority to stop work or issue directions, that authority should be stated expressly rather than presumed.

6. Manage changes, payments and quality decisions

Sportsplex projects evolve as design information is completed, authorities comment, equipment is selected and users clarify requirements. The CM reviews proposed changes for scope, cost, schedule, design impact and contractual entitlement, then routes them to the person authorized to approve them.

Payment applications require the same discipline. The CM can compare claimed progress with field observations, approved schedules of values, inspection records, stored-material evidence and unresolved defects before advising the owner. This review supports an informed payment decision; it does not turn the CM into the contractor or design professional.

Quality control combines the contractor’s own inspection and testing with the owner’s observations, designers’ reviews and independent inspection or commissioning scopes. The CM tracks findings to closure and makes sure that a reported correction is supported by the required evidence.

7. Commission, close out and hand over the venue

Commissioning is the transition from a constructed facility to a functioning one. The CM coordinates the design-builder, architect and engineers, owner staff and commissioning contractor for startup and testing of HVAC and other building systems. It tracks prerequisites, test results, deficiencies, retesting and acceptance decisions.

Closeout also includes occupancy planning, punch lists, record drawings, warranties, operation and maintenance materials, demonstrations, staff training, final records and warranty procedures. These deliverables are operational tools, not paperwork to be assembled after the building is occupied.

FIFA guidance describes the project director’s remit through commissioning and test events and recognizes the operations team’s eventual transition into responsibility. The CM helps make that transition deliberate: the people who will run the facility receive the information, training, access credentials, demonstrations and unresolved-item register they need before taking over.

How the CM’s control system works day to day

Master schedule and reporting

The master schedule connects design decisions, permits, procurement, construction activities, commissioning and closeout. Regular reporting should identify the current forecast, completed work, near-term decisions, emerging risks, approved changes and items requiring owner action. A report that only states that the project is on schedule gives the owner little ability to intervene.

Information management

Project information management covers schedules, RFIs, changes, field reports, inspections, submittals and closeout records. The CM establishes who may issue, review, approve and distribute each record and preserves the decision history. A controlled record prevents a superseded drawing or informal instruction from becoming the basis for work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Meetings and escalation

Meetings are useful when each agenda item has an owner and a required decision. Design coordination meetings resolve interfaces; construction meetings address progress, constraints, safety observations and quality; owner meetings address budget, risk and approvals; commissioning meetings track system readiness and test evidence. Escalation should move an unresolved issue to the person with authority rather than allowing it to remain in minutes indefinitely.

Field records

Daily notes, photographs, inspection records and correspondence create a contemporaneous account of what was observed, when it occurred and what action followed. These records support payment review, change evaluation, dispute avoidance, warranty administration and final documentation.

Sportsplex-specific coordination questions

The programming of a venue determines which specialist concerns deserve early attention. The team should ask how athletic equipment is installed, removed and maintained; how athletes, spectators, staff and deliveries move; how events are separated or run simultaneously; how acoustics affect adjoining uses; how technology and e-sports infrastructure are supported; and how emergency, accessibility and security requirements interact.

These are not a fixed checklist for every project. A facility’s final design may require some disciplines listed in venue guidance and not others. The CM’s responsibility is to expose the needed expertise and interfaces early enough for the owner and design team to make informed decisions.

Milestone checklist for the owner

Brief and procurement

  • Are user and operations requirements documented and approved?
  • Is the delivery method clear, including which party holds design and construction responsibility?
  • Does each major decision have an owner and a required date?

Design and preconstruction

  • Are the necessary architectural, engineering and venue-specialist disciplines engaged?
  • Are design interfaces, permitting actions, long-lead items and procurement packages visible in the master schedule?
  • Does the risk register identify mitigation owners and escalation dates?

Construction

  • Are RFIs, submittals, shop drawings, changes, payment applications and inspection findings tracked to closure?
  • Are safety observations reported to the party responsible under the contract?
  • Do field records support progress, quality and change decisions?

Commissioning and handover

  • Are systems ready for startup and testing, with prerequisites documented?
  • Are punch-list items, retesting and acceptance decisions assigned and recorded?
  • Have operators received demonstrations, training, record drawings, warranties and operation and maintenance materials?

Common boundary mistakes and how to avoid them

Treating the CM title as a source of authority

A CM may be an adviser, an owner’s representative or the manager of construction delivery. Avoid ambiguity by matching every instruction and approval to the governing contract.

Assuming the CM owns site safety

Oversight of a contractor’s safety program is different from carrying the contractor’s means-and-methods and site-safety obligations. State the distinction in the project procedures and reports.

Bringing operations in after design

Late operational input can expose problems with maintenance access, staffing, training or event use. Include operations representatives while requirements and design decisions are still changeable.

Leaving commissioning until the end

Testing depends on installed systems, controls, power, access, documentation and trained personnel. Track commissioning prerequisites during construction instead of treating it as a final inspection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Allowing informal changes to bypass controls

An unrecorded field instruction can affect cost, schedule, design intent and warranties. Route changes through the documented review and approval process before they become embedded work.

How is a construction manager different from a general contractor?

A general contractor or design-builder performs construction delivery under its contract and is responsible for the work assigned to it. An owner-side construction manager coordinates and monitors on the client’s behalf, manages reporting and project controls within its agreement and advises the owner. Some projects use a construction manager to lead trade contractors directly. Because the same title can describe different arrangements, compare the contracts, reporting line, decision rights and responsibility for means and methods rather than relying on terminology.

What the owner should expect at the end

A successful CM function leaves the owner with more than a completed structure. It leaves a traceable decision record, an accepted and tested set of systems, resolved or clearly assigned defects, reliable record information, warranty and maintenance documentation, trained staff and a defined transition into operations. The exact deliverables and authority come from the project agreements, but commissioning, training, punch-list completion, records, warranties and handover should be planned as core delivery work from the beginning.
