Road cracks, ruts, and potholes usually develop when traffic repeatedly loads a pavement whose asphalt, aggregate, drainage, or soil support has been weakened by water, temperature, construction deficiencies, or age. The visible defect is often only the symptom: the initiating weakness may be in the surface mix, the granular base or subbase, or the subgrade soil below it. In cold regions, freeze-thaw action can add heaving, thaw-related voids, and rapid loss of support.

Road pavement is a layered system, not just a surface

A road normally distributes wheel loads through several layers. Asphalt or concrete forms the wearing surface; beneath it are one or more base and subbase layers; the subgrade is the prepared native soil. Each layer must provide enough strength, stiffness, drainage, and uniform support for the layers above it.

That is why a defect seen at the surface does not identify its source by itself. A crack can begin with fatigue in the asphalt, but excessive strain may be caused by a wet or weak subgrade. A rut can be plastic deformation in the asphalt or a broad depression caused by deeper movement in the granular layers and soil. A pothole may be the final result of water entering through a small crack, weakening support, and allowing traffic to break away the surface.

FHWA guidance describes pavement deterioration as cumulative. Repeated wheel loads and environmental exposure interact over time; heavy truck traffic can accelerate the process, while water and freeze-thaw cycles often turn a developing weakness into a visible failure.

How traffic, water, climate, materials, and construction combine

Traffic creates repeated strain

Every axle applies a load and then removes it. One pass may cause only a tiny amount of strain, but millions of cycles can produce fatigue cracking or permanent deformation. Heavy trucks impose much greater cumulative loading than passenger cars, especially where traffic is concentrated in the same wheel paths. Traffic also acts on defects that already exist: a vehicle crossing an unsupported, water-filled area can turn a crack or depression into a pothole.

Water removes strength and support

Water can enter through cracks, joints, pavement edges, shoulders, ditches, or groundwater. In unbound aggregate and soil, excess moisture can reduce strength and stiffness, allow fines to migrate, and contaminate a clean granular layer with subgrade material. Saturated or poorly drained areas can therefore deform under loads that a dry, well-supported pavement would withstand.

Drainage problems may be obvious, such as standing water or a clogged ditch, but they can also be hidden below the surface. A pavement can look intact while water remains in the base or subgrade, creating localized weak spots that later appear as cracks, rutting, or potholes.

Temperature changes alter pavement behavior

Cold temperatures can make asphalt contract and become less flexible. Repeated cooling can produce transverse cracks, particularly when the binder has hardened or the mix undergoes permanent shrinkage. In freezing conditions, water in the pavement or soil can form ice lenses that lift the pavement. When the ice melts, the resulting thaw water and voids leave the surface poorly supported. Traffic then causes rapid breakup.

Freeze-thaw is important in climates where water can freeze, but it is not required for every pothole. In warm climates, water infiltration, pumping, poor compaction, and repeated traffic can produce similar loss-of-support failures.

Construction determines the starting condition

Insufficient layer thickness, inadequate compaction, an improperly prepared subgrade, contaminated aggregate, and poorly designed or installed drainage all reduce the pavement’s margin of safety. Wet subgrade during construction can leave a weak foundation even when the finished surface initially appears smooth. Nonuniform subsurface conditions also explain why distress may be severe in one short section and absent a few metres away.

Maintenance controls exposure, but cannot replace structure

Sealing cracks and joints at appropriate intervals limits surface-water entry and can slow deterioration when the underlying pavement still has adequate support. Sealant is not a structural repair: it cannot restore a failed base, subbase, or subgrade. Once support has been lost, the repair must address the underlying cause as well as the surface opening.

What causes different types of road cracks?

Fatigue or “alligator” cracking

Fatigue cracking results from repeated loading and cyclic strain. On asphalt roads it commonly appears as interconnected cracks in wheel paths, resembling an alligator’s skin. The asphalt layer’s fatigue resistance matters, but the strain in that layer depends on the entire pavement structure. A thin pavement, weak base, wet subbase, or yielding subgrade can increase strain until the asphalt cracks.

Fatigue cracks often progress from isolated lines to interconnected blocks. Once water can enter through the network, the supporting layers may deteriorate faster and the cracked area can evolve into potholes or a failed patch.

Reflective cracking

Reflective cracks appear in an overlay above an existing crack, joint, or movement zone in the layer below. Differential movement transfers high strain into the new surface. Water intrusion, poor drainage, erosion beneath a joint, or inadequate support can increase that movement. An overlay can therefore develop a crack in the same location even when its own mix was placed correctly.

Transverse cracking

Transverse cracks run across the lane and can have several causes. Low-temperature contraction, asphalt hardening, permanent shrinkage of the mix, and reflection from a lower layer are all possible mechanisms. The crack pattern alone cannot prove which one occurred; temperature history, pavement age, materials, and the condition of underlying joints or cracks are needed for a sound diagnosis.

Cracking in concrete pavement

Concrete has different material-related failure modes from asphalt. When cement paste is saturated and repeatedly frozen and thawed, it can deteriorate. Visible manifestations may include scaling, spalling, or map cracking. These are not simply asphalt fatigue or rutting problems and require a concrete-specific assessment of drainage, saturation, joints, and material durability.

What causes rutting?

Rutting is a longitudinal depression in a wheel path. It is permanent deformation, not the temporary deflection that disappears after a vehicle passes. Some ruts also show lateral displacement, with material pushed toward the edges of the wheel path.

Surface-layer rutting

An unstable asphalt mixture can deform plastically under repeated, often heavy, loads. Excessive movement within the asphalt produces a relatively narrow trough or raised material beside the wheel path. Mix stability, temperature, binder behavior, compaction, and traffic all influence this form of rutting.

Deep structural rutting

Deformation can accumulate in the unbound base, subbase, or subgrade. Inadequate strength or stiffness, moisture damage, freeze-thaw action, clogged drainage, and contamination of aggregate with subgrade fines can all contribute. A broad, shallow depression is more suggestive of deeper deformation than a sharply defined surface trough, but rut shape is only a diagnostic clue, not a definitive diagnosis.

What the AASHO road test shows—and does not show

FHWA’s Geotechnical Aspects of Pavements reports an historical breakdown from the AASHO road test: the asphalt layer averaged 32% of final total surface rutting, the granular base 18%, the granular subbase 39%, and the subgrade 11%.

Layer Share of final total surface rutting in the reported AASHO breakdown
Asphalt 32%
Granular base 18%
Granular subbase 39%
Subgrade 11%

These figures are averaged findings from that historical road test as reported by FHWA, not a universal distribution for modern roads. They are useful because they demonstrate that a large share of visible rutting can originate below the asphalt surface.

How potholes form

A pothole is generally a localized surface failure associated with loss of support. Several steps commonly occur:

What’s actually slowing this PC down?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Water enters. It passes through a crack, joint, edge, shoulder, or permeable surface.
  2. Support weakens. Saturated aggregate or soil loses stiffness; fines can migrate, or a void can form below the surface.
  3. Freeze-thaw may enlarge the weakness. Ice lenses can lift pavement, and thawing can leave water-filled voids.
  4. Traffic applies load to the unsupported area. Repeated wheel loads crack the surrounding surface and dislodge pieces.
  5. The opening grows. Each new edge allows more water in, accelerating the cycle.

Not every pothole is a freeze-thaw pothole. Pumping and other loss-of-support problems can produce potholes without freezing. FHWA defines pumping as “the ejection of foundation material, either wet or dry, through joints or cracks, or along edges of rigid slabs, resulting from vertical movements of the slab under traffic, or from cracks in semi-rigid pavements.” Pumping indicates that traffic is moving water or foundation material through a defect and that the support system needs attention.

Use the visible pattern as a diagnostic clue

A photograph can document the symptom, but it rarely identifies the initiating weakness. A useful inspection records the following:

  • Location: wheel path, lane edge, joint, shoulder, intersection, utility trench, or isolated low spot.
  • Pattern: interconnected fatigue cracks, a single transverse line, a crack over a joint, a narrow rut, or a broad depression.
  • Water evidence: ponding, wet shoulders, blocked drainage, erosion, pumping, or staining around cracks.
  • Depth and shape: whether the rut is sharply confined to the surface or spreads across the lane.
  • Material and pavement type: asphalt, jointed concrete, or another construction, because the mechanisms differ.
  • History: resurfacing, utility work, prior patches, severe winters, flooding, changes in truck traffic, and the timing of the distress.

Where the cause is uncertain or the failure is widespread, a pavement history review and subsurface assessment are more reliable than surface appearance alone. Investigation may need measurements of layer thickness, moisture, density, drainage, and the condition of the subgrade.

How to reduce cracks, rutting, and potholes

Provide a stable, uniform foundation

Prepare and compact the subgrade, use clean and properly graded aggregate, and provide enough base, subbase, and surface thickness for the expected loads. Correct weak or variable areas before paving rather than burying them under a new surface.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep water moving away

Design and maintain ditches, drains, shoulders, outlets, and edge details so water does not remain in the pavement structure. Remove blockages and correct ponding promptly. Drainage is especially important where frost, high groundwater, or fine-grained soils are present.

Match materials and construction to the environment

Select asphalt mixtures for the expected traffic and temperature range, and control placement and compaction. For concrete, address saturation, joint performance, and freeze-thaw durability. A material that performs well in one climate or traffic regime may not be adequate in another.

Seal appropriate cracks and joints early

Timely sealing reduces water infiltration through otherwise manageable cracks and joints. It is most effective before the pavement has lost structural support. Cracks caused by deeper movement or widespread fatigue require a treatment that addresses the underlying layers, not sealant alone.

Repair the source of localized failures

A durable pothole repair must remove unsound material, restore support, control water, and place a properly compacted patch. If the surrounding base or subgrade remains wet or weak, a new surface patch can fail again because the original mechanism has not changed.

Common misconceptions

  • “Every crack is caused by age.” Age increases exposure, but loading, moisture, temperature, materials, and construction determine how distress develops.
  • “Rutting always means the asphalt mix is bad.” Deformation may originate in the base, subbase, or subgrade.
  • “Every pothole is caused by winter.” Freeze-thaw is one pathway; water-related weakening, pumping, and traffic can create potholes in nonfreezing conditions.
  • “A new overlay fixes the problem.” An overlay can reflect underlying cracks or deform again if weak layers and drainage are not corrected.
  • “Crack sealing repairs structural failure.” Sealing limits water entry but does not rebuild lost support.

The practical answer

Road distress is usually a chain rather than a single event: traffic supplies repeated loading; water reduces strength or creates voids; temperature changes add contraction, heave, and thaw damage; and weaknesses from materials or construction determine where failure concentrates. Cracks, ruts, and potholes are different expressions of that chain. Identifying the responsible layer and the role of water is the key to choosing a repair that lasts.
