Construction delays rarely have one universal cause. They usually develop when planning, design, site information, coordination, resources, and uncertainty interact. Project teams can reduce preventable slippage by building a credible shared schedule, investigating site conditions before committing to the work sequence, controlling scope changes, and assessing every approved change for its time and cost effects.
Why construction projects fall behind
A project can lose time through a single event, but delays often compound across connected activities. A late design decision can hold up procurement; a site condition can force redesign; and a revised sequence can collide with subcontractor availability. If the schedule is not integrated and current, teams may not see the effects until a milestone has already moved.

Recurring delay drivers include weak planning and scheduling, scope or design changes, incomplete site information, coordination and supervision problems, subcontractor constraints, and financial uncertainty. Their relative importance depends on the project, contract, geography, and the people involved. The available studies cover different settings and samples, so they do not establish one global ranking or a universal share of delays attributable to any single cause.

Planning, estimating, and schedule quality
A schedule that omits activity relationships, realistic durations, decision points, or ownership can conceal the path to completion. If it is not regularly updated or compared with the approved plan, the team may miss the consequences of a late activity or change. The U.S. Government Accountability Office (GAO) describes an integrated schedule as a management tool for sequencing work, measuring performance against a plan, testing whether dates are achievable, and analyzing changes. Its guidance also connects schedule slippage with potential cost effects: GAO Schedule Assessment Guide.

That makes schedule quality more than a matter of producing a calendar. The logic should show which tasks depend on others, and the dates should reflect the work and assumptions behind them. A baseline gives the team a reference for tracking performance; updates then make it possible to see where actual progress differs and to analyze the likely effect of a change. A schedule that is disconnected from field progress or shared only by part of the team is less useful for managing interfaces.
In a 2021 survey of 148 Malaysian construction practitioners, weak planning and scheduling was among the five leading delay factors identified. That result reflects the surveyed practitioners’ views; it is not a causal estimate for every market or project type. The same study reviewed 52 delay causes before surveying participants: Alexandria Engineering Journal study (2021).
Design and scope changes
Changing requirements can disrupt planned sequencing, procurement, labor allocation, and coordination. A change order may be necessary, but its effect depends on when it arrives and which activities it touches. A 2024 U.S. Department of Transportation Volpe Center report groups common change-order issues around technical project-development quality, organizational culture, and financial uncertainty. These categories point to different remedies: improve design and project development, clarify decision-making and communication, and address funding or cost uncertainty. See the Volpe Center report on change orders.

Client change orders were also among the five leading factors in the Malaysian practitioner survey, but that finding should be attributed to its specific sample rather than treated as a universal ranking. Not every change is avoidable: the practical goal is to resolve requirements and interfaces early where possible, and to make the consequences visible when a change is needed. A change should not be treated as a paperwork-only event if it affects the approved sequence or completion date.
Site conditions and missing information
Unexpected subsurface conditions or previously undocumented building features can require added work, redesign, and a different sequence. GAO reviewed 18 selected General Services Administration (GSA) repair and alteration projects valued at $2 million or more and funded during fiscal years 2010–2013. Eleven had unforeseen conditions, nine had increased costs, and four had schedule delays. GAO identified incomplete drawings and lack of building information among possible contributors. These figures describe a selected, non-generalizable sample; they are not a national rate for construction projects. See GAO’s review of GSA repair and alteration projects.
Those findings make early facility-condition assessments, site surveys, record reviews, and documented risk assessments especially relevant to renovation and repair work. They cannot eliminate uncertainty, but they can reveal assumptions that would otherwise surface after work begins. A risk assessment matrix can help make uncertain conditions explicit: note what is known, what information is missing, and what further investigation or contingency planning is appropriate before the team commits to price and sequence.

Coordination, supervision, subcontractors, and resources
Work depends on interfaces: owners must make decisions, designers must respond, contractors must sequence tasks, and subcontractors must have the people and equipment to perform them. Materials, labor, equipment, and financing can all constrain the sequence. The Malaysian survey ranked weak site management and supervision, weak subcontractors, and contractor financial problems among its five leading perceived causes, alongside planning weaknesses and client changes. These are practitioner perceptions in a Malaysian sample, not universal causal estimates.

Change-order research also highlights organizational culture and financial uncertainty. Where responsibilities, approval routes, or available funds are unclear, decisions can take longer and changes can reach the field later than intended. Teams can make these interfaces more manageable by identifying decision owners, response expectations, and schedule-update responsibilities instead of assuming coordination will happen informally.
Weather and other external events
Weather and external events can affect site work, but the evidence summarized here does not establish a reliable general statistic for how frequently they cause delays or how much time they add. Treat them as project-specific risks: account for location and season in the plan, and distinguish an external event from preventable weaknesses in forecasting, notice, coordination, or response. Contingencies should suit the project’s location and season rather than rely on a universal allowance unsupported by the evidence here.
What the schedule evidence does—and does not—show
Critical Path Method (CPM) schedules model activity relationships to identify the sequence that governs a project’s completion date. They can help teams understand dependencies, but CPM is not a guarantee of on-time delivery. In a Federal Highway Administration-sponsored study using South Carolina transportation projects substantially completed by August 2015, 2,097 projects were analyzed and 55.22% had CPM schedules.
| South Carolina project group | Exceeded original contract completion date | Exceeded change-order-adjusted date |
|---|---|---|
| Without CPM schedules | 47.49% | 16.08% |
| With CPM schedules | 54.32% | 14.50% |
These are descriptive rates, not evidence that CPM caused more delay or prevented it. CPM schedules were more common on higher-risk and more complex projects, so the groups were not comparable as if projects had been randomly assigned a scheduling method. The study recommends choosing CPM methodically, representing uncertainty in activity durations, and ensuring the agency and contractor use a shared schedule. See the South Carolina transportation scheduling study.

The study’s group-level results are a reminder to interpret comparisons in context, not a reason to infer that one scheduling method itself produced the observed outcomes.
How project teams can prevent avoidable delay
1. Build an integrated schedule early
Make activities, dependencies, milestones, assumptions, and responsible parties visible before field work depends on them. The schedule should be detailed enough for the project’s risk and complexity, and updates should be compared with the approved plan rather than treated as a replacement for it. A well-constructed schedule helps teams see expected events and completion dates and provides a basis for analyzing the effect of change.

Define who supplies progress information, who maintains the schedule, and how frequently it is reviewed. These practices help connect the schedule to actual work and decisions. The point is not maximum detail for its own sake: detail should be sufficient to expose important interfaces, risks, and milestones without disguising uncertain assumptions as firm dates.
2. Show uncertainty instead of hiding it
Durations are estimates, not certainties. For activities with meaningful variability, use ranges or other appropriate ways to represent uncertainty rather than relying only on a single expected duration. Select the level of schedule control according to project characteristics; do not assume a particular method will compensate for poor inputs or weak update discipline.

Whether using a CPM schedule or another integrated approach, teams need realistic activity logic, current progress, and a process for analyzing how slippage could affect the completion date and costs.
3. Investigate the site and existing assets
For repair, alteration, and other projects involving existing conditions, review available records, conduct facility-condition assessments and site surveys, and document risks before committing to price and sequence. Record important assumptions, including gaps in drawings or building information, so the team can decide who will verify them and when. GAO’s selected GSA projects show how such information gaps can be relevant to unforeseen conditions, cost increases, and schedule delays.
4. Reduce avoidable design and scope churn
Resolve interfaces, constructability questions, scope assumptions, and decision ownership as early as practical. When a change is needed, assess its necessity and identify its effects on cost, procurement, labor, sequencing, and completion dates. FHWA guidance instructs personnel to document the effect of a contract change on the approved schedule and any applicable time extension: FHWA guidance on contract changes.
Use the change review to make time and cost consequences part of the approval record, not an afterthought. This does not mean rejecting needed changes; it means giving the team a basis to decide, document the agreed impact, and adjust the plan transparently.

5. Keep participants aligned to one current schedule
Owners, contractors, designers, and relevant subcontractors need consistent dates and updates. Establish who maintains the schedule, who supplies progress information, how revisions are approved, and how participants access the current version. The South Carolina study specifically recommends contract provisions that ensure agency and contractor staff use the same schedule for project management. A shared schedule is especially useful where work passes between organizations, because it reduces the chance that parties plan against different milestone dates or assumptions.
6. Diagnose slippage before trying to compress the work
- Identify the affected work. Find the activities that have slipped and the dependencies or milestones they influence.
- Establish the cause. Determine whether the issue is a decision, design response, site condition, resource constraint, change, or external event.
- Forecast consequences. Assess effects on the completion path, cost, procurement, labor, and any applicable time extension.
- Agree on recovery actions. Assign actions and owners, then update the schedule transparently.
Adding resources or overtime may recover time in some circumstances, but it has cost implications and is not an automatic fix. GAO notes that schedule variance often accompanies cost variance, making it important to consider both when choosing a response. Teams should compare the expected time benefit with the added cost and other effects before committing to acceleration.
7. Learn from changes across projects
Track why changes occur and what they do to time and cost. Patterns can reveal repeated design gaps, incomplete site information, procurement issues, coordination problems, or financial uncertainty. GAO noted that, at the time of its review, GSA had not been analyzing change-order information to identify the role and causes of unforeseen conditions. A consistent record gives teams a basis for addressing repeat problems rather than treating every change as isolated.
8. Choose planning tools for the work, not the label
For a scheduling tool or physical planning aid, compare whether it supports activity logic and critical-path analysis where needed, represents risk and duration uncertainty, enables collaboration and reliable updates, and provides reports that fit the team’s project controls. Also consider integration with existing processes, the training burden, and total cost. These are practical selection criteria, not a ranking of particular products; no specific vendor or software has been verified here. For smaller teams, a shared board or planner may support coordination, but the tool itself does not replace a maintained schedule, clear responsibilities, or risk analysis.

Delay studies do not all measure the same thing. The evidence discussed here includes a Malaysian practitioner survey, South Carolina transportation projects, Indiana highway contracts, and selected U.S. federal building projects. A 2024 Purdue University Joint Transportation Research Program report examined approximately 5,000 Indiana highway contracts worth just over $10 billion, using underlying data from 2010–2020, and studied change-order likelihood, frequency, severity, and cost and schedule impacts: Purdue JTRP report (2024). Its setting differs from both building repair work and a practitioner survey.
As a result, a factor’s ranking or measured association in one dataset should not be presented as the cause of delay everywhere. Project type, design maturity, contract terms, procurement, geography, and team capability all shape the risks and the available prevention measures. The evidence is useful as a map of recurring issues, not as a universal formula for predicting which cause will dominate a particular project.

Frequently Asked Questions
What are the most common causes of construction delays?
Recurring risks include weak planning and scheduling, scope or design changes, incomplete site information, coordination and supervision problems, subcontractor constraints, and financial uncertainty. Rankings vary by project type, geography, and study; the available evidence does not establish one universal cause or global ranking.
Does using a CPM schedule prevent construction delays?
No schedule method guarantees on-time delivery. In the South Carolina transportation study, CPM schedules were more common on higher-risk and more complex projects, so observed delay-rate differences do not show that CPM caused or prevented delay. Choose schedule detail to fit project risk, represent duration uncertainty, and keep participants on one current plan.
How can teams reduce delays on renovation or repair projects?
Review available records, conduct facility-condition assessments and site surveys, and document a risk assessment before committing to price and sequence. GAO’s review of 18 selected GSA projects found unforeseen conditions on 11, but that sample is not a national prevalence estimate.
What should a project team do when a change order is proposed?
Assess the change’s necessity and its effects on cost, procurement, labor, sequencing, and completion dates. Document the effect on the approved schedule and any applicable time extension, then update the shared plan if the change is approved.
Should teams add overtime or resources to recover lost time?
Sometimes those measures can recover time, but they also have cost implications and are not automatic fixes. First identify affected activities and dependencies, establish the cause, forecast schedule and cost consequences, and agree on recovery actions with responsible parties.
The Bottom Line
Construction delays are usually the result of connected risks, not one universal cause. Teams can reduce avoidable slippage by investigating site conditions early, managing design and scope changes deliberately, maintaining a realistic integrated schedule, and making time and cost consequences visible whenever the plan changes.
