Prefabricated homes can leave a factory in excellent condition and still arrive damaged, delayed or impossible to set because transport, lifting, foundations and site work were not coordinated. The main risks are impact and movement in transit, water intrusion, crane or lifting damage, unsuitable routes and access, incomplete foundations, failed module connections, unfinished weatherproofing or utilities, missed inspections, and contracts that do not say who pays for corrective work.

“Prefabricated home” covers different systems. A volumetric modular home arrives as room-sized three-dimensional units; a panelized home arrives as wall, floor or roof panels; and a manufactured home is built and transported under a distinct regulatory framework in some jurisdictions. The handling stresses, approvals, on-site work and inspection rules therefore depend on the system, location and contract.

Where the major failures occur

A successful factory build is only one stage of the project. Problems can arise before loading, while the home is on the road, during crane operations, after modules are set, or when officials inspect the completed installation. A defect concealed by later assembly is usually harder and more expensive to diagnose than one recorded at delivery.

  • Transport: collision, vibration, emergency braking, shifting loads, unsuitable roads or bridges, inadequate securement, weather and moisture exposure.
  • Lifting and placement: twisting, overloading, incorrect pick points, crane-reach problems and contact with nearby structures.
  • Site readiness: incomplete or unsuitable foundations, poor grading or drainage, insufficient access, staging or utility connections.
  • Assembly: weak module-to-module or foundation attachments, leaks, missing fire stopping, thermal gaps and unfinished services.
  • Administration: missed inspections, unclear responsibilities, disputed damage claims and incomplete warranty records.

One finding cited in UK government research reported that 10% of defects captured in Swedish audits resulted from transportation and lifting. That is a second-hand finding from a particular audit, not a universal defect rate or a prediction for an individual home.

Transport damage: how a sound module becomes a damaged one

Forces during loading and travel

A module can be struck, jolted, stacked incorrectly or secured inadequately. Sudden braking and poor loading order can impose forces that the structure, finishes or installed equipment were not intended to absorb. Long journeys add exposure to traffic incidents, repeated handling, weather and delays. Water entering through temporary protection or damaged coverings can swell materials, corrode components or create concealed mold and electrical problems.

UK government research identifies unsuitable roads and bridges, vehicle capacity and inadequate load securement as recurring logistics risks. Route planning must account for the actual vehicle and load, not merely whether a normal car can reach the property.

Transport design is system-specific

For manufactured homes within the scope of US federal regulation 24 CFR § 3280.903, the home and transport system must withstand highway movement so the home can be safely transported and installed as habitable, and the home must remain weather protected during transportation. Compliance may be supported by road tests, engineering analysis or both. That rule applies to covered manufactured homes; it is not an automatic requirement for every modular or panelized project.

What to verify before dispatch

  • The route has been surveyed for vehicle width, height, length, turning radius, overhead clearances, road conditions and bridge capacity.
  • Required oversize, escort or special-transport approvals have been obtained where local law requires them.
  • The truck, trailer, tie-downs and protective coverings match the module’s weight and lifting or transport documentation.
  • Weather forecasts, secure staging and a contingency plan exist for a closure, storm or delayed crane.
  • The delivery sequence leaves enough space to unload, inspect and protect each unit.

Lifting and crane placement risks

Why lifting is a vulnerable moment

Volumetric units can twist if lifted from the wrong points or if the lifting gear is unevenly loaded. Government research specifically flags damage above large windows and door openings, where openings interrupt the wall structure. A module can also strike a foundation, tree, vehicle, scaffold or neighboring building while being swung into place.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

There is no universal pick-point pattern or crane capacity. The required equipment depends on module mass, geometry, lifting inserts, site constraints, crane reach, wind limits and the manufacturer’s engineering. Use the approved lift and installation plan and qualified operators rather than adapting a generic rigging diagram.

Pre-lift controls

  • Confirm the crane’s rated capacity at the actual working radius, including rigging weight and any required safety margin.
  • Verify ground bearing, outrigger locations, overhead lines, swing clearance and exclusion zones.
  • Check that lifting beams, spreader bars, slings and shackles are the specified type and are inspected.
  • Agree on one signaler and a communication method; stop work if visibility or wind makes control unsafe.
  • Protect vulnerable windows, doors, cladding and roof edges during the lift.

Route, access and scheduling failures

A delivery can fail even when the house and truck are sound. Tight turns, steep grades, weak shoulders, low bridges, restricted roads, traffic congestion or a lack of a safe staging area can force a reschedule or a different delivery plan. A crane may need a firm, level position that the site cannot provide. Ontario guidance also notes that distance from the factory can affect cost and timing.

Assess access before signing a delivery date. A route review should include the final approach, gate widths, temporary road construction, tree or sign removal, parking for support vehicles, crane setup and where modules will be protected if installation stops. Build weather and traffic contingencies into the programme; a missed slot can strand a specialized truck or crane and push several trades out of sequence.

Inspect every module before it is concealed

Arrival inspection sequence

  1. Record the date, time, weather, vehicle and module identification number.
  2. Photograph all sides, corners, roof edges, openings, underfloor areas, protective coverings and visible finishes before unloading or lifting.
  3. Look for crushed corners, racking, cracked glazing, displaced doors, split cladding, wet insulation, punctured membranes, damaged pipes or wiring, and signs that the load shifted.
  4. Compare the condition with factory dispatch records and the approved drawings.
  5. Write each defect on a delivery or damage report, obtain the carrier and installer signatures where possible, and notify the contractually named parties immediately.
  6. Do not allow a disputed defect to be hidden by joining modules, closing walls or installing finishes until the responsible professional decides on repair, replacement or acceptance.

UK guidance calls site quality checks and skilled inspection essential. Ontario guidance notes that a building official may require transport damage to be repaired and that severe damage can require rebuilding the module. Photographing and recording conditions is a practical protection for the owner; it does not replace any inspection procedure required by local law.

Foundation, grading and utility readiness

Why “the foundation is ready” is not enough

The foundation must suit the particular home’s loads, dimensions, soil and local conditions. Problems include incorrect dimensions or elevations, inadequate bearing, missing anchor hardware, poor drainage, unfinished basement work, soft access routes and utilities that are not at the connection points shown on the plans. A crane may be unable to set a module accurately if the bearing surfaces are out of level.

Texas rules illustrate the level of detail that site-specific foundation documentation can require: location, wind and seismic loads, soil bearing, site preparation, materials, footing configuration, fastening and drainage. Those are Texas requirements, not a universal checklist, but they demonstrate why a generic foundation detail is unsafe.

Site-readiness checklist

  • Approved foundation drawings match the delivered modules and surveyed site dimensions.
  • Footings, walls, piers, anchors and bearing surfaces are complete, cured and accessible.
  • Grading directs water away from the home; temporary and permanent drainage are protected.
  • Delivery roads, crane pads and staging areas support the expected loads in the prevailing weather.
  • Water, electricity, sewer or septic, gas and communications are installed or left at the documented connection points.
  • Required permits, zoning approvals and site-built work authorizations are active.

Ontario guidance explains that the building permit covers both factory-built modules and work that cannot be completed in the factory, including the foundation, basement and site preparation or grading. The exact permit and approval process varies by jurisdiction and home classification.

Connections, weatherproofing and unfinished work after the set

Setting modules on the foundation is not completion. As Ontario puts it, “Once the modules are on-site and set in place, they are fastened together and anchored to the foundation.” The remaining work may include structural connections, anchoring, roof and siding joints, flashing, sealants, insulation, thermal and condensation control, fire stopping, electrical and plumbing tie-ins, HVAC, interior finishes and testing.

Typical post-set defects

  • Module joints are misaligned or insufficiently fastened, allowing movement or cracking.
  • Anchors are missing, misplaced or not tightened to the approved detail.
  • Roof, wall or floor joints lack continuous membranes, flashing or sealant and leak during rain.
  • Fire-resistance assemblies or penetrations are incomplete, especially where services cross module lines.
  • Insulation and air barriers stop short at joints, producing condensation or cold spots.
  • Electrical, plumbing, sewer, gas or HVAC connections are incomplete, untested or connected to the wrong service.
  • Exterior finishes and temporary weather protection are removed before permanent protection is continuous.

Texas installation documentation calls for connection and attachment details, weatherproofing, thermal and condensation protection, fire stopping, and system completion and testing. Ontario guidance likewise describes connections, anchoring, hookups, finishing and local inspection. Follow the approved documents for the specific home; do not substitute a conventional site-built detail without design approval.

Inspections, code and occupancy

Factory certification or a label does not eliminate local requirements for the site and the on-site assembly. Ontario describes factory and on-site inspection, with local officials verifying assembly, attachment and completion against approved plans. Texas rules require inspections and correction of listed violations before occupancy in the covered circumstances.

Before work begins, obtain a written inspection schedule showing which official or private inspector attends each stage, who requests the inspection, what must remain visible, and what documents are supplied. Typical hold points include foundation and anchors, concealed connections, fire stopping, utility pressure or electrical tests, weatherproofing and final occupancy. Exact procedures differ by jurisdiction, building code and whether the home is modular, panelized or manufactured.

Who is responsible when something goes wrong?

Transporters, manufacturers, dealers, crane contractors, foundation trades, installers and site contractors may each control a different part of the work. A vague promise that the home is “covered” is not enough. The contract should identify the event, the evidence required, the decision-maker and the remedy.

Put these allocations in writing

Issue Questions the contract should answer
Transport damage Who owns the risk in transit? Who inspects and photographs on arrival? Who notifies the carrier and pays for repair, replacement or storage?
Crane and placement Who supplies the lift plan, crane, rigging, signaler, ground preparation and weather decision?
Foundation and site work Who verifies dimensions, soil, anchors, drainage, access and utility readiness, and who corrects a failed foundation?
Assembly and services Who performs module connections, weatherproofing, fire stopping, hookups, testing and finishes?
Inspections Who schedules each inspection, provides approved drawings and responds to violations before concealment or occupancy?
Warranty and claims Which warranty covers factory work, transport, crane placement and site-built work? What notice, photos and deadlines apply?

Texas consumer guidance recommends putting responsibility and warranty terms in writing. UK research similarly recommends contractual definitions for damage found before or after installation. The person who discovers a defect should not assume they alone must authorize or fund its correction.

How the risks differ by prefabricated system

System What travels Handling and access Work remaining on site Rules and responsibility
Volumetric modular Complete room-sized or larger three-dimensional modules Large loads require route surveys, suitable trailers, crane capacity, lifting points and substantial staging Module connections, anchoring, weatherproofing, services, fire details and finishes Factory and local site rules both apply; delivery, lift and installation duties must be assigned
Panelized Wall, floor or roof panels and smaller components Usually less oversize than a full module, but panels can be long, fragile and vulnerable to moisture or incorrect stacking Much of the structural assembly, weather enclosure, services and interior work Code compliance and inspection focus heavily on the site assembly and connections
Manufactured home A substantially completed home transported as a unit or units Transport system, highway movement, tie-downs and installation sequence are governed by the applicable manufactured-home rules Foundation attachment, utility connections, weather sealing and site completion US federal transport requirements such as 24 CFR § 3280.903 apply only within their stated scope, alongside local installation rules

These categories are useful for planning, not substitutes for the home’s approved drawings or the law where it is built.

A practical pre-delivery plan

  1. Confirm classification and jurisdiction. Determine whether the project is modular, panelized or manufactured and list the building, zoning, transport and installation authorities involved.
  2. Freeze the documents. Obtain the latest foundation, lifting, transport, connection, weatherproofing, fire and service-completion drawings, including revision numbers.
  3. Assign every task. Name the party responsible for route permits, delivery timing, crane access, foundation verification, inspection requests, damage reports and repairs.
  4. Survey the route and site. Check clearances, bridges, turns, grades, road strength, crane pads, staging, utilities and weather contingencies.
  5. Release delivery only after a readiness check. Confirm foundation dimensions and anchors, access, equipment, personnel, permits and temporary weather protection.
  6. Inspect before concealment. Use the arrival procedure, retain photographs and obtain written decisions on any damage.
  7. Control the set and close-out. Follow the lift plan, complete connections and services, schedule required inspections, correct listed violations and retain test and occupancy records.

Questions to resolve before signing or shipping

  • Who arranges route review, special transport approvals, delivery timing and crane access?
  • Who confirms the foundation, access, staging area, utilities and weather protection are ready?
  • What is the documented inspection and photo-record process for each arriving module?
  • Who must be notified immediately if damage is found, and who may approve repair or replacement?
  • Which approved drawings govern lifting, connections, foundation attachment, fire stopping, weatherproofing and service completion?
  • Which inspections are required locally, who schedules them and what must pass before occupancy?
  • Which portions are factory-certified and which must be completed or inspected on site?
  • What warranties cover transport, crane placement, assembly and site-built work, and how are claims made?
