What businesses should know before construction blocks or changes street access

Before construction changes street access, get the project schedule and a named contact, map how customers, employees, deliveries and emergency services will reach your premises in every phase, verify a safe and accessible pedestrian route, and prepare accurate directions for customers and suppliers. Notice periods, legal duties and any financial assistance depend on the project location and the authority running it.

Start with a written access plan, not assumptions

Ask the project owner, main contractor or local road authority for a written outline before work begins. Construction phases can move, and a route that is open on the first day may be closed later. Keep the information with your operating procedures and update it whenever the work plan changes.

Request the project facts

  • Planned start and finish dates, including the expected duration of each phase.
  • Work planned during the day, at night, on weekends or during deliveries.
  • Every closure, lane shift, sidewalk occupation, crossing change and parking restriction.
  • The name, telephone number and email address of the day-to-day site or authority contact.
  • How and when schedule changes will be communicated to affected businesses.
  • The process for reporting a route that is unsafe, inaccessible, incorrectly signed or different from the agreed plan.

Do not rely on a sign at the worksite as your only notice. Ask for a contact who can answer operational questions while crews are working and an escalation contact for unresolved safety or access problems.

Map every way people and goods reach your premises

Walk the site from the perspective of a first-time customer, an employee arriving before daylight, a delivery driver and someone using a wheelchair or mobility aid. Record what changes in each construction phase rather than treating “the entrance” as a single point.

Customer and pedestrian routes

  • Front, side and rear entrances, including doors that are normally used only during busy periods.
  • Sidewalks, crossings, curb ramps, temporary walkways and the distance between the route and moving traffic.
  • Wayfinding from nearby intersections, parking areas, transit stops and neighbouring streets.
  • Lighting, surface condition, drainage, overhead obstructions and the width available for two-way movement.

Vehicles, loading and deliveries

  • Customer parking, accessible parking spaces, loading bays and the legal stopping point for delivery vehicles.
  • Approach roads, turning space, height or weight restrictions and any time windows imposed by the work.
  • Alternative locations for receiving stock, waste collection, couriers and trade vehicles.
  • How staff will move goods from an alternative drop-off point without crossing an unsafe work area.

Staff and emergency access

Confirm how employees will enter at shift changes, where they should assemble in an emergency and whether fire, ambulance and police vehicles can reach the building. Ask who will keep the emergency route clear during material deliveries, crane operations or temporary traffic control. Update alarm, evacuation and lone-worker procedures if the normal exit or assembly point is affected.

How will customers get to the business during roadworks?

Require a phase-by-phase access drawing or written description that identifies the open entrance, the pedestrian approach, crossing points, barriers and signs. A useful plan answers five practical questions: Is the route continuous? Is it safe? Is it accessible? Is it obvious to a visitor? Who will inspect it and correct problems?

Temporary pedestrian routes in the United States

The U.S. Access Board’s Public Right-of-Way Accessibility Guidelines, including sections R201.2 and R204.1, call for a temporary alternate pedestrian access route when a pedestrian circulation path is temporarily inaccessible. The guidelines include an exception where providing such a route is technically infeasible. That exception is site- and project-dependent; it is not permission to leave people without a usable way to reach a business. Ask the authority to identify the applicable determination and the route it will provide.

Pedestrian access in the United Kingdom

The UK Department for Transport’s Safety at Street Works and Road Works: A Code of Practice states: “Under no circumstances should pedestrian access be denied to any property or premises.” The statement belongs to UK road-closure guidance and should not be presented as a worldwide rule. The same code emphasises coordinating works, reducing disruption, protecting pedestrians and vulnerable road users, planning diversions and informing affected businesses.

Questions that expose a weak detour

  • Where does the detour begin, and does it connect directly to an accessible entrance?
  • How much longer is the route than the normal path, and does it remain open throughout the stated hours?
  • Are crossings controlled and usable for people with low vision, limited mobility or children?
  • Are barriers detectable, stable and positioned so that people cannot accidentally enter the work zone?
  • Who checks the route after weather, vehicle movements or a phase change?

Check disability access separately

A route that appears open can still be unusable for a customer with a wheelchair, walker, cane or low vision. Inspect temporary curb transitions, slopes, surface gaps, doorway clearances, handrails, detectable edges and the placement of signs. Confirm that a temporary entrance has enough clear width and that staff know how to direct a customer without sending them through a service yard or traffic lane.

The U.S. Department of Justice publication ADA Update: A Primer for Small Business, last updated 28 February 2020, explains that public-facing businesses are generally covered by the Americans with Disabilities Act regardless of business size or the age of the building. The primer is general information, not a substitute for the detailed ADA regulations and standards. A business should review its own obligations for entrances, communication and nondiscrimination while the public route is being changed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask the project team to explain how temporary barriers, curb changes and entrance relocations will work for people with disabilities. Keep a direct method for reporting a blocked or inaccessible route, and document the time, location, photographs and response when a problem occurs.

Protect daily operations while access changes

Deliveries and suppliers

Give suppliers a single, verified instruction sheet for each phase. Include the permitted approach, unloading location, vehicle restrictions, contact number and what to do if the route is blocked. Tell regular carriers about changes before their next scheduled visit; a driver who follows an old map can stop traffic or miss a time window.

Customers and appointments

Update your website, booking confirmations, voicemail greeting, email signatures and on-site signs with the same information. State the open entrance, the nearest usable crossing, accessible-arrival instructions and any delivery or parking limitation. Use only dates and routes confirmed by the authority, and include the date on which the information was last checked.

Staff readiness

Give front-of-house employees a short script and a map. They should know how to explain the detour, where to direct a customer who needs step-free access and whom to call when the route does not match the plan. Assign one person per shift to check signs and the entrance before opening, especially after overnight work or severe weather.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Emergency and business continuity

Test whether emergency services can identify the building and reach it from the available approach. Review evacuation routes, accessible refuge arrangements, alarm access and deliveries of critical supplies. If the work could interrupt power, water, communications or waste collection, ask the project owner which outages are planned and how much warning the business will receive.

Compare proposed access plans on the factors that affect trade

When the project team offers different phases or detours, compare them in writing. The shortest route is not necessarily the best if it has no accessible entrance or ends at a closed crossing.

Report unsafe or inaccessible conditions promptly

Do not wait for the next scheduled meeting if a route is blocked or dangerous. Use the project’s stated reporting channel and give precise information: business address, entrance or crossing affected, time observed, the type of hazard, who is unable to pass, photographs if permitted, and the immediate workaround being used. Ask for a reference number and record the response.

If the problem is not corrected, escalate to the road authority or permitting body identified in the project documents. Keep copies of notices, maps, emails, photographs and delivery failures. This record helps distinguish a one-off obstruction from a recurring access failure and gives a local adviser the facts needed to assess options.

Know which rules apply to your location

The guidance commonly cited for this issue is not one global rulebook. The U.S. accessibility materials and the UK street-works materials operate in different legal systems, and local permits can add requirements.

Location or authority What the cited material addresses What remains local or project-specific
United States Temporary alternate pedestrian routes in the Public Right-of-Way Accessibility Guidelines; general ADA context for public-facing businesses Permit conditions, notice periods, route design, enforcement, construction contracts and any compensation
England, United Kingdom Street-works coordination, disruption reduction, pedestrian and vulnerable-road-user protection, business information and access to premises Local authority procedures, permit conditions, current diversion details, notice and claims processes
Other jurisdictions Not established by the materials described here Identify the responsible road authority and obtain current local rules before relying on a deadline or legal duty

For England, the Department for Transport’s “Street works permit schemes” page was published on 31 March 2023, last updated on 19 March 2026, and says its statutory guidance applies from 10 April 2026. Those dates describe England’s permit guidance; they do not establish a rule for Scotland, Wales, Northern Ireland, the United States or another country.

Do not assume construction creates a right to compensation

Lost sales, extra delivery costs and reduced visibility can be serious, but there is no universal entitlement to payment established by the guidance above. Ask the project owner and local authority whether a business-support, claim or assistance process exists, and obtain the official eligibility rules in writing. Before signing a settlement, rejecting a delivery or making a claim, consult an adviser familiar with the project’s jurisdiction, contract and permit conditions.

A practical timeline for the weeks before work starts

As soon as you receive notice

  1. Identify the project owner, road authority and day-to-day contact.
  2. Request the phase schedule, closure map, pedestrian plan and update method.
  3. Walk every customer, staff, delivery and emergency route and photograph current conditions.

One to two weeks before the first phase

  1. Confirm the temporary route, accessible entrance, crossings, loading area and parking arrangements.
  2. Send verified directions to customers, staff, suppliers and couriers.
  3. Train each shift on the directions, accessibility assistance and hazard-reporting process.
  4. Update online and physical signs with the same dates and entrance information.

During construction

  1. Inspect the route before opening and after major work, weather or a phase change.
  2. Record hazards and report them through the agreed channel immediately.
  3. Check that deliveries, emergency access and accessible parking remain workable.
  4. Replace customer instructions whenever the authority confirms a change.

When a phase ends

  1. Verify that barriers, crossings and signs have actually changed as announced.
  2. Remove outdated directions from digital channels and staff materials.
  3. Keep the access record until all claims, invoices and safety issues are resolved.

Questions to put to the project owner or road authority

  • What are the work dates and phases, and how much notice will the business receive if they change?
  • Which entrances, sidewalks, crossings, parking spaces, loading areas, transit stops and delivery routes are affected in each phase?
  • What safe pedestrian route remains open, and who is responsible for inspecting it?
  • How will the route work for wheelchair users, people with mobility aids and people with low vision?
  • How will staff, suppliers, emergency services and customers receive directions?
  • Who is the named contact for an unsafe, inaccessible or incorrectly signed route?
  • Is there an official local support, claim or assistance process, and where are its rules?
