It can include replacing a deck, rebuilding or strengthening the superstructure, repairing or replacing substructure and culvert elements, seismic retrofits, painting, or scour protection. Unlike routine preservation, which aims to slow deterioration and postpone larger intervention, rehabilitation addresses components that already require substantial work.
Because the work is engineered around a specific bridge, it is usually divided into planned stages. Staging lets crews sequence demolition and construction safely, coordinate complex design and utilities, and—where the structure and traffic plan allow—keep some lanes or portions of the bridge open until the final cross-section is complete.

What bridge rehabilitation means
The Federal Highway Administration (FHWA) Bridge Preservation Guide defines rehabilitation as “major work required to restore the structural integrity of a bridge, as well as work necessary to correct major safety defects.” That definition distinguishes rehabilitation from ordinary maintenance such as cleaning drains, sealing small cracks, replacing a minor joint, or touching up isolated corrosion.

Deck rehabilitation or replacement
The deck is the roadway surface and the part most directly exposed to traffic, water, deicing chemicals, and freeze-thaw cycles. Work may involve removing deteriorated concrete, repairing reinforcing steel, installing a new wearing surface, replacing expansion joints, or replacing the entire deck. A full deck replacement can require temporary support, staged demolition, waterproofing, new barriers, and adjustments to approaches and drainage.
Superstructure work
The superstructure carries the deck and transfers loads to the supports. Rehabilitation may include strengthening steel members, replacing damaged girders, repairing concrete beams, replacing bearings, correcting fatigue or fracture-critical details, and renewing protective coatings. Painting is often part of a larger structural program when corrosion has reduced member capacity or when a new coating system is needed to slow further deterioration.
Substructure, culvert, and foundation work
Piers, abutments, walls, footings, piles, and culvert elements can be strengthened, repaired, or replaced. Typical work includes concrete repair, reinforcing-bar replacement, underpinning, scour countermeasures, and protection against erosion or hydraulic forces. If a foundation is unstable or a support no longer meets current demands, the project may need extensive temporary works and monitoring.
Safety and resilience improvements
Rehabilitation can also correct major safety deficiencies or improve resilience. Examples include seismic retrofit, barrier upgrades, improved drainage, replacement of unsafe joints, strengthening for current truck loads, and mitigation of scour around foundations. The presence of one improvement does not mean every part of the bridge is being rebuilt; the contract documents define the actual limits.
Rehabilitation, preservation, maintenance, and replacement are different decisions
These terms describe different levels of intervention:

| Approach | Primary purpose | Typical work | When it is considered |
|---|---|---|---|
| Routine maintenance | Keep a serviceable bridge operating | Cleaning, minor joint repairs, drainage work, small patching, vegetation control | Defects are limited and structural capacity is not materially affected |
| Preservation | Slow deterioration and extend useful life | Protective coatings, sealing, waterproofing, targeted concrete or steel treatments | The bridge remains serviceable and timely treatment can defer larger work |
| Rehabilitation | Restore structural integrity or correct major safety defects | Deck replacement, superstructure replacement or strengthening, substructure repair or replacement, seismic or scour work | One or more components require major intervention |
| Replacement | Remove the existing structure and provide a new one | Complete demolition and construction of a new bridge | Rehabilitation cannot adequately address condition, capacity, geometry, risk, or expected service life |
FHWA describes systematic preventive maintenance as a planned strategy of cost-effective treatments intended to maintain or preserve structural integrity and functionality, retard deterioration, and maintain or extend useful life. Effective preservation can delay rehabilitation or replacement. Once deterioration has progressed beyond what preservation can address, postponing warranted work can lead to worse condition and a more extensive, higher-cost project.
Why a rehabilitation project is divided into phases
Phasing is not a single mandatory sequence used on every bridge. It is a project-specific construction and traffic strategy. FHWA’s explanation of phased construction describes bridges built in stages, with portions opened to traffic until the final full cross-section is completed and all lanes are open.
Structural constraints
A bridge may not be able to carry construction equipment, demolition loads, or live traffic across its full width while a component is removed. Engineers therefore divide the work into areas that can be supported safely. Temporary shoring, falsework, temporary barriers, jacking, or load restrictions may be required before the next area is opened.
Traffic and access requirements
Many bridges are essential links for commuters, freight, emergency services, pedestrians, or local businesses. Keeping a portion of the bridge open can reduce disruption, but it is possible only when the remaining structure, lane width, sight distance, barriers, and work-zone protection meet safety requirements. A project may use one lane in each direction, alternating traffic, a temporary crossover, a temporary bridge, a detour, or a full closure for a defined period.
Engineering and procurement sequence
Designers must coordinate structural details with traffic control, utilities, environmental permits, railroads, waterways, and material lead times. Some work cannot begin until field measurements, testing, shop drawings, or utility relocations are complete. Breaking the project into stages gives the owner and contractor defined control points for inspections and approvals.

Weather, materials, and site access
Concrete placement, coating, waterproofing, welding, and earthwork have temperature, moisture, curing, or access limitations. Work may be sequenced around seasonal river levels, winter conditions, shipping windows, or the availability of specialized equipment. These constraints can lengthen the calendar even when crews are working continuously during suitable periods.

Each stage creates a new temporary condition that must be checked. Engineers verify load paths, temporary supports, connections, concrete strength, welds, coatings, drainage, and barrier installation before traffic is shifted or the next stage begins. A staged project therefore includes hold points and inspections, not just a series of visible construction tasks.
The typical rehabilitation process
The following six-part framework explains how many projects develop, but it is an explanatory synthesis rather than a universal legal checklist. The bridge owner, funding source, jurisdiction, and project type determine the actual approvals and sequence.
- Inspect and assess condition. Inspectors review the deck, superstructure, substructure, joints, bearings, drainage, foundations, approaches, and surrounding water or soil conditions. Records may include hands-on inspection findings, measurements, photographs, load information, previous repairs, and monitoring data.
- Define the structural or safety need. The owner identifies which defects affect capacity, durability, reliability, user safety, or resilience. A localized defect may need a targeted repair; widespread deterioration or inadequate capacity may require a broader rehabilitation.
- Compare strategies. Agencies compare preservation, rehabilitation, and replacement against condition, structural reliability, mobility, cost, expected service-life benefit, schedule, and traffic effects. A low initial cost is not automatically the best value if it leaves a critical deficiency unresolved or produces a short-lived repair.
- Engineer the selected scope and staging. The design establishes repair details, temporary works, materials, work-zone protection, traffic shifts, access for pedestrians and cyclists, utility coordination, environmental controls, and inspection requirements. The staging plan must show how loads are carried during each temporary condition.
- Construct in planned stages. Crews install traffic control and temporary supports, remove or protect existing components, complete repairs or replacements, test and inspect the work, and shift traffic only when the stage is safe. Some projects keep portions open; others require a full closure or a temporary crossing.
- Inspect and return the bridge to service. The owner verifies completed work, removes temporary systems when authorized, confirms barriers, joints, drainage, signs, and markings, and updates inspection and asset records. The bridge then reopens under the owner’s procedures, which may include temporary load limits or follow-up monitoring.
How agencies decide what to rehabilitate
Inspection and asset-management information help agencies rank needs across an inventory. A decision normally weighs several factors rather than relying on age alone:
- Condition and safety effect: Is the defect cosmetic, durability-related, capacity-related, or an immediate safety concern?
- Function and mobility: What traffic, freight, transit, pedestrian, emergency, or detour role does the bridge serve?
- Service-life benefit: How long is the proposed treatment expected to keep the affected element functional, and what future work will still be needed?
- Constructability: Can crews access the work safely, and can the structure carry traffic or construction loads during the repair?
- Cost and risk: What are design, construction, traffic-management, utility, environmental, and inspection costs, including the risk of uncovering additional deterioration?
- Rehabilitation versus replacement: Does rehabilitation adequately address the need, or would a new structure provide a materially better long-term outcome?
Being older than a nominal design life does not by itself determine the treatment. FHWA reported in a September 2011 account that more than 30 percent of the nation’s bridges had exceeded their 50-year theoretical design life and needed varying levels of repair, rehabilitation, or replacement. That is a historical figure, not a current estimate, and it did not mean every bridge over 50 years old required rehabilitation.

What drivers and neighbors may see
Visible work varies by scope. Drivers may encounter lane reductions, shifted lanes, narrow shoulders, temporary barriers, nighttime closures, rough pavement during transitions, reduced speed limits, or a signed detour. Nearby residents may see cranes, barges, scaffolding, containment systems for painting, concrete demolition, trucks, lighting, or intermittent noise.
Common visible activities include deck removal and placement, strengthening or replacement of structural members, painting, seismic retrofit, and scour mitigation. Work below the bridge can be less visible from the roadway but may require access roads, cofferdams, temporary platforms, or restrictions near a river or rail line.
Why the schedule can be lengthy
FHWA states that rehabilitation projects require significant engineering resources for design, a lengthy completion schedule, and considerable costs. There is no single “typical” duration that applies to all bridges. The calendar is shaped by the bridge’s condition and geometry, the amount of structural work, material curing and coating requirements, traffic staging, permits, utility coordination, weather, environmental windows, inspection hold points, and the possibility of concealed deterioration.
A project can therefore have a short period of intense visible construction but a much longer overall timeline that includes investigation, design, approvals, procurement, traffic preparation, staged work, testing, and closeout. Delays may also occur when field conditions differ from drawings or when a temporary stage cannot safely carry the expected loads.
How traffic is kept moving during phased work
Traffic management is selected after engineers establish what the existing and temporary structures can safely support. Options include:

- Clog resistant tip writes on dusty, wet and oily surfaces and is optimized for rough surfaces such as OSB, cinderblock and concrete
- Hard hat clip- attaches for easy access

- Half-width or side-by-side construction: one portion is rebuilt while the other carries traffic, then the completed portion carries traffic while the remaining side is rebuilt.
- Lane shifts: lanes move within the bridge or onto a strengthened temporary area, protected by barriers.
- Alternating one-way traffic: signals or flaggers control a single open lane when volumes and sight distance permit.
- Temporary bridge or crossover: traffic uses a separate structure or a temporary connection while the permanent work proceeds.
- Detour or full closure: all traffic leaves the bridge for a defined period when partial access would be unsafe, inefficient, or more disruptive overall.
Pedestrian and bicycle access must be addressed separately; a vehicle lane arrangement does not automatically provide a safe route for people walking or cycling. Emergency access, transit stops, driveway connections, and freight restrictions may also determine the staging plan.
Scale of the bridge program
FHWA’s current program overview, accessed in 2026, says its office supports oversight of more than 610,000 highway bridges in the United States and distributes approximately $7 billion annually through the Federal-Aid Highway Program to assist transportation agencies with bridge and structure planning, design, construction, repair, rehabilitation, and inspection. Both figures are time-sensitive program descriptions rather than a budget or bridge count that should be treated as permanent.
Inspection practice is set by the responsible owner and applicable requirements. For example, the Washington State Department of Transportation says it manages approximately 7,300 bridges and that most are inspected every two years. That Washington-specific interval should not be presented as a nationwide rule.

Questions to ask when a project is announced
- Which bridge components are being repaired, strengthened, or replaced?
- Will traffic use reduced lanes, alternating control, a temporary structure, or a detour?
- What dates are firm, and which activities depend on weather, permits, or field conditions?
- How will pedestrian, bicycle, transit, freight, and emergency access be maintained?
- What inspection or monitoring steps must occur before each traffic shift?
- Is the work intended to extend service life, correct a capacity or safety problem, or prepare for a later project?
Bottom line
Bridge rehabilitation is a major, engineered intervention—not a synonym for routine maintenance. It may restore a deck, strengthen the superstructure, repair foundations, address scour or seismic risk, or correct other serious defects. The work happens in phases because the bridge must remain stable while components are removed and rebuilt, traffic and public access must be managed, and each temporary condition must be designed and inspected. The exact stages, duration, traffic arrangement, and cost are specific to the bridge and the rehabilitation strategy selected by its owner.
