A cement Environmental Product Declaration (EPD) is a verified, quantified account of environmental impacts calculated with life-cycle assessment (LCA) under product category rules (PCR). It tells you what was measured, for which cement and manufacturing scope, in which units, and across which life-cycle stages—but it is not a pass/fail label or proof that one cement is best for every project.
To use an EPD correctly, first establish the declaration’s identity and boundaries, then interpret its indicators and test whether another declaration is genuinely comparable.

What a cement EPD actually reports
An EPD is a Type III environmental declaration: a standardized presentation of quantified results from an LCA. For cement, the calculation follows the PCR that defines modelling choices, data requirements, impact indicators and reporting format. The document describes a specified product and manufacturing scope rather than assigning a universal environmental grade.
The reported result applies only to the product, producer or plant coverage, geography, time period, declared unit and modules named in the declaration. A product-specific EPD may represent one cement made at identified facilities. An industry-average EPD represents a defined average and should not automatically be treated as the result for every bag, shipment or plant in that category.

Cement is also an intermediate material. Its eventual environmental profile depends on how much cement is used in concrete or another application, what other constituents are combined with it, the service life of the construction and what happens at the end of life. A cement EPD therefore supplies product-stage information; it is not, by itself, a whole-building LCA.
Begin by identifying the declaration
Before reading any headline figure, record the fields that define the claim. If one of these changes between two documents, the numbers may no longer be directly comparable.

- Product name and type: identify the cement designation and whether the declaration covers a specific formulation or a family of products.
- Producer and plant coverage: note the company, individual facilities or group of facilities represented. A multi-plant average can conceal meaningful differences in fuel, electricity, transport and raw materials.
- Geography: record the country or region represented by the data. Electricity mixes, transport distances, fuels and regulatory conditions vary by location.
- Product status: distinguish product-specific declarations from industry-average declarations. An average is useful for generic design-stage estimates, but it is not evidence about a particular shipment unless the scope says so.
Programme and governing rules
- Programme operator: the organization administering publication and verification.
- PCR title and version: the product category rules used to define modelling and reporting.
- Standard: the standard framework cited by the programme, such as ISO 14025 or a construction-product standard.
- Issue, version and validity dates: these show when the declaration was published, which edition is in force and whether it remains current.
Declared unit and modules
The declared unit is the quantity to which every result is normalized. Cement declarations commonly use one metric tonne because cement can be used in many different concrete formulations. A value expressed per tonne cannot be compared with a value expressed per cubic metre of concrete unless the calculation is converted using documented mix information.
Write down the life-cycle modules included. A result labelled “cradle-to-gate” is not equivalent to one that includes delivery, construction, use or end-of-life stages.
Understand the life-cycle boundary
Many cement EPDs report the product stage, modules A1–A3. These modules cover the processes up to the factory gate:
| Module | What it covers for a cement EPD | What it does not automatically cover |
|---|---|---|
| A1: raw material supply | Extraction and processing of limestone, gypsum, supplementary materials, fuels and other inputs, as modelled by the PCR. | Transport to the construction site, installation, building operation or end of life. |
| A2: transport to manufacturer | Movement of raw materials and other inputs to the cement plant. | Distribution of finished cement after it leaves the factory gate. |
| A3: manufacturing | Plant operations such as clinker and cement production, energy use, emissions, internal handling and manufacturing waste within the declared system. | Impacts caused by the finished concrete product’s service life or demolition. |
When an EPD reports A1–A3 only, it stops at the factory gate. Delivery to a batching plant, handling on a job site, installation into a structure, building operation and demolition are outside that result unless additional modules are explicitly included. The boundary must therefore be read from the module table, not inferred from the product name.

Why the boundary matters for cement
Cement normally becomes part of concrete, mortar or another composite. The quantity of cement per cubic metre, aggregate and admixture choices, water demand, transport and expected service life can all change the impact of the finished application. A low-impact cement per tonne may not produce the lowest-impact concrete if substantially more of it is needed to meet strength, durability or setting requirements. Conversely, a cement with a higher production result may support a longer service life or lower dosage in a specific design. Those questions require a project-level assessment rather than a cement EPD alone.
Read the indicators without reducing them to one score
Global warming potential
Global warming potential (GWP) expresses greenhouse-gas effects as carbon-dioxide equivalents. It is often the most prominent number in a cement EPD, but it is one indicator within a broader environmental profile. Check the unit, declared quantity, modules and PCR version attached to the GWP value before using it.
Two GWP figures can differ because one includes only A1–A3 while another includes additional stages, because the declarations use different electricity or transport data, or because the products and manufacturing periods differ. A lower number is meaningful only after those conditions have been aligned.
Other reported indicators
Depending on the programme and PCR, an EPD may report additional effects such as resource use, energy demand, water use, acidification, eutrophication, ozone formation or waste flows. These indicators describe different environmental mechanisms. A declaration with a lower GWP is not automatically preferable on every other measure, and the absence of an indicator from one document is not evidence that the product has no impact in that category.

Know which standards and PCR apply
International framework
ISO 14025 establishes the framework for Type III environmental declarations, including principles for programme operation and verification. Construction-product EPDs in Europe commonly use EN 15804. Cement and building lime have complementary rules in EN 16908:2017+A1:2022. The exact PCR and edition determine such details as system boundaries, data quality, allocation and required indicators.
Regional programme differences
North American and international modules can be based on different standards. The American Cement Association describes a North American module based on ISO 21930 and an international module based on EN 15804. Their requirements are harmonized in many respects, but they are not interchangeable by default. Always identify the programme, module and PCR printed on the declaration rather than assuming that every cement EPD follows one global method.

Data period and modelling choices
Look for the reference years of plant data, background datasets and electricity factors. A declaration produced with older data may not be directly comparable with a current one if the grid mix, fuel mix, clinker ratio or production technology has changed. The EPD should state relevant data periods or explain how current data were selected.
What third-party verification means
Verification is an independent review that the declaration follows the applicable programme rules, PCR and LCA methodology and that the information is presented with suitable quality controls. AENOR describes review of standards compliance, LCA methods and information quality as part of its EPD process.

It confirms the declaration within the stated rules. The publication date, version and validity period still need to be checked; UK-average cement declarations published by the Mineral Products Association, for example, display those details so users can determine whether a document is current.
How to compare two cement EPDs fairly
Use this sequence before placing figures in a specification, carbon assessment or procurement comparison.
- Confirm the functional role. Make sure both documents describe cement serving the same role, not cement versus ready-mixed concrete, mortar or a different binder.
- Match the declared unit. Prefer the same basis, such as one metric tonne. If units differ, convert only with documented quantities and assumptions.
- Match product scope. Compare the same cement type or a technically equivalent product. Record whether each declaration is product-specific, plant-specific, multi-plant or industry-average.
- Match modules. Compare A1–A3 with A1–A3, or compare the same expanded module set. Do not place a cradle-to-gate result beside a result that includes transport or construction stages without separating the scopes.
- Check PCR and standard versions. Record the programme, PCR edition and governing standard. Explain any methodological difference before drawing a conclusion.
- Check geography and data period. Confirm that plants, electricity mixes, transport assumptions and years of data are relevant to the project.
- Review indicators beyond GWP. Note whether both declarations report the same impact categories and whether one omits categories required by the other’s rules.
- Check verification and validity. Confirm that both documents were verified under their programmes and remain within their stated validity periods.
- Document the mismatch. If any item cannot be aligned, present the figures as different-scope results, not as a simple ranking.
| Comparison axis | Question to ask | Why it changes the interpretation |
|---|---|---|
| Product and plant | Are the cement type and manufacturing facilities equivalent? | Formulation, clinker content, fuels and plant efficiency affect results. |
| Declared unit | Are both results reported for the same quantity? | Different denominators produce different headline values. |
| Modules | Do both cover the same life-cycle stages? | Additional transport, construction or end-of-life stages add impacts. |
| PCR and standard | Were the calculations governed by the same rules and edition? | Allocation, datasets and required indicators can vary. |
| Geography and period | Do the locations and data years match the decision? | Energy mixes, transport and technology change by place and time. |
| Indicators | Are GWP and other categories defined on the same basis? | A GWP comparison alone can hide trade-offs elsewhere. |
Common interpretation mistakes
Treating an EPD as a certification of “green” performance
An EPD is a transparent quantified profile, not a pass/fail environmental label. It does not establish that the product is preferable for every design, climate or service-life requirement.
Comparing numbers with different denominators
“Per tonne,” “per kilogram,” “per cubic metre of concrete” and “per declared package” are not interchangeable. The unit belongs in the same sentence as the number whenever results are reported.

Assuming cradle-to-gate means project delivery
A1–A3 ends at the manufacturer’s gate. Site delivery and installation need their own modules or project calculations.
Using an industry average as a plant result
An average declaration can support early estimates, but it should not be represented as the footprint of a named plant or shipment unless the declaration expressly covers it.
Ignoring technical performance
Environmental figures do not replace requirements for strength class, setting, durability, compatibility, specifications or local standards. A cement that cannot perform the required function is not a valid lower-impact substitute.
Putting cement EPD information into a project decision
At concept stage, an industry-average or generic EPD can provide a transparent starting point for embodied-carbon estimates. As procurement becomes specific, replace generic assumptions with the declaration for the cement source, plant and product type that will actually be specified, if available.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesFor a concrete mix, combine the cement EPD with quantities of every constituent and the mix’s declared or calculated service performance. Keep the cement result in its original unit and modules, then calculate the concrete result using the project mix. Do not copy a cement GWP figure into a whole-building assessment without adding the other materials, transport, construction, use and end-of-life stages required by the assessment method.
Record the EPD version used in design documents and carbon calculations. If a supplier changes plant, formulation or declaration edition, revisit the calculation rather than silently carrying forward the old value.
Industry context: what a sector figure can and cannot show
The American Cement Association reported that use of Portland-limestone and other blended cements in the United States reduced more than 3.9 million metric tons of carbon-dioxide emissions in 2023. That is an industry-level contextual figure, not the result of any individual cement EPD. It illustrates the scale of changes in cement composition and use, but it cannot be substituted for the declared result of a product under a specific programme and boundary.
The practical reading checklist
- Copy the exact product name and cement type.
- List producer, plant coverage and geography.
- Record programme operator, PCR, standard and versions.
- Write down declared unit and every module included.
- Capture GWP and all other reported indicators with their units.
- Check data years, publication date, validity and verification statement.
- Mark whether the declaration is product-specific or an average.
- When comparing, align product role, unit, modules, PCR, geography, period and indicators.
- State any remaining mismatch beside the numbers instead of presenting a false ranking.
What the EPD leaves for the project team
The document tells you how the declared cement was modelled and what impacts were calculated under its rules. It does not choose the right mix design, establish structural compliance, predict a building’s total life-cycle impact or decide whether a substitution is acceptable. Those decisions require the EPD, technical specifications, quantities, logistics and service-life assumptions to be considered together.
