AI agents can make construction-document work faster and more traceable, but they cannot take professional responsibility for the result. They are useful for finding passages, comparing records, extracting requirements and drafting routine documents. A cited answer, discrepancy flag, code suggestion or draft RFI remains a reviewable work product—not a design approval, code determination, contract interpretation or authorization to build.
What a construction-document AI agent actually does
A construction-document agent combines document ingestion, search, language-model reasoning and workflow actions. You give it project records—such as specifications, drawings, submittals, requests for information (RFIs), addenda, contracts, reports or BIM data—and ask a question or assign a bounded task. The system retrieves relevant passages or objects, generates an answer or draft, and may attach citations to the source material.

That description matters because an agent is not an independent architect, engineer, code official or contract administrator. The most defensible use is to accelerate work that a qualified person can inspect against the underlying record. Singapore’s Building and Construction Authority (BCA) lists AI examples across knowledge review, BIM, tender and contract work, inspections, analytics and reporting, while warning that inclusion of a use case is not an official recommendation or endorsement.

Procore’s published agent description uses the same boundary: “Our agent infrastructure operates with a "human in the loop" design framework. Agents gather data, cross reference and draft, but they don’t execute final decisions independently.” That is a useful operating rule for any platform, not proof that every product performs accurately.

Tasks agents can support today
Search specifications, drawings and project records
An agent can answer a natural-language question such as “Where is the firestopping requirement for rated shaft penetrations?” by searching indexed specifications, drawing text, RFIs and submittals. A useful result identifies the document, section or sheet, revision and quoted passage so a reviewer can open the source quickly.
Search is most valuable when the alternative is manually opening hundreds of files. It does not eliminate the need to check whether the cited passage is current, whether an addendum changed it, or whether a document-precedence clause makes another record controlling.
Compare records and flag possible conflicts
Agents can compare a submittal with a specification section, check a product description against scheduled requirements, or look for differences between drawings and contract language. They can also surface possible coordination issues, missing details, tender gaps or deviations from an internal benchmark.
These are potential flags. A flag does not establish that a design is defective, that a supplier has failed to comply, or that a contract has a particular legal effect. The reviewer must inspect the cited documents, account for approved substitutions and confirm which requirement governs.

Extract requirements into structured working lists
Document sets often contain scattered obligations. An agent can extract deliverables, testing requirements, closeout items, long-lead equipment, submittal registers, responsible parties or milestone dates into a draft table or log. BCA identifies related use cases including tender preparation, bid evaluation, quantity take-offs, cost estimation, site documentation, reporting and BIM data management.
Extraction is helpful when the output is treated as a starting register. A missed sentence, a misread unit or a requirement hidden in a scanned page can create an incomplete list, so the accountable project team still reconciles the draft with the full record.
Draft RFIs, submittal reviews and routine reports
An agent can assemble a draft RFI from the relevant drawing detail, specification section and field question. It can prepare a proposed response structure, summarize an observation, or turn daily notes into a consistent log. Procore describes workflows in which agents gather and cross-reference data and draft RFIs, submittal reviews and daily logs, while a person adjusts and approves them.
Drafting saves clerical time, but the draft must not silently become an instruction. Confirm the question, affected locations, requested decision, schedule or cost implication, attachments and distribution before issuing it through the project’s approved process.

What agents cannot safely decide on their own
They cannot make a professional determination from a plausible answer
A fluent response can still be incomplete or wrong. A citation proves that the system found a passage; it does not prove that the passage is the latest revision, the controlling document or the correct interpretation. Review the cited sheet, specification section, revision, addendum and document-precedence rules before relying on the response.
They cannot replace code officials or responsible professionals
Code compliance depends on the applicable edition, jurisdiction, local amendments, occupancy, construction type and project facts. A model that retrieves a rule from the wrong authority having jurisdiction can produce a convincing but unsafe answer. The responsible architect, engineer, code consultant or authority must make the final determination.
Canada’s National Research Council (NRC) describes a human-in-the-loop prototype challenge for compliance checking of 2D PDF/CAD drawings and BIM. Its technical framing combines machine-readable rules with AI methods; it also identifies limited digitalization of Canadian codes and municipal bylaws, plus differences between jurisdictions, as barriers. The challenge’s stated targets—90% accuracy for simple digitalized rules and 80% for complex rules—are requested prototype outcomes, not published results from deployed systems or a benchmark for commercial agents.

They cannot approve a submittal, change a contract or authorize construction
An agent may identify a possible deviation or draft a recommendation. It cannot grant approval, issue a change order, interpret disputed contract language, waive a specification, accept nonconforming work or authorize a safety-critical action. Those decisions require the authority assigned by the contract and the competence required by applicable law and professional practice.

They cannot infer missing project context reliably
Agents work from the files, permissions and metadata they can access. If a superseded drawing is indexed but the current addendum is missing, the answer may be internally coherent and still unusable. The same problem occurs when a scan is unreadable, a model export omits properties, a linked file is outside the agent’s permission scope, or a document has no reliable revision information.
Why file format, revisions and information requirements matter
Input quality and compatibility
PDF, CAD and BIM are not interchangeable. Text-based PDFs usually provide more searchable content than image-only scans; scanned drawings may require optical character recognition and still lose dimensions, symbols or notes. CAD layers, external references and BIM objects carry structured information only when exported and mapped correctly. Ask a vendor to demonstrate the exact formats your team uses, including representative scans, drawing sets, IFC or other BIM exchanges, specifications, submittals, RFIs, addenda and contracts.
Revision status and document precedence
Construction records change continuously. A reliable workflow should distinguish current from superseded files, preserve revision dates and addenda, and apply the order of precedence defined by the contract. NRC’s challenge framing calls for tracking drawing, model and data versions because version control is central to trustworthy checking.
Before accepting an answer, verify:
- the document title, number, sheet or section and revision;
- the issue date and whether an addendum or bulletin modifies it;
- the contractually controlling document when records conflict;
- the project location and authority having jurisdiction; and
- that the cited passage is visible in the source, not merely summarized by the agent.
Level of information needed
Teams should define what information is required for each exchange and at what level of detail. ISO 7817-1:2024, published in June 2024, specifies concepts and principles for a consistent method of defining level of information need and information deliveries when using BIM. Its abstract describes the purpose as establishing “a methodology for specifying level of information need and information deliveries in a consistent way.” Applying that discipline helps prevent an agent from being judged on data the project never required it to contain.

A practical workflow for using an agent without surrendering accountability
- Define the task and decision boundary. State whether the request is retrieval, comparison, extraction or drafting. Mark the output as a draft or review aid, and identify which professional or contract role owns the final decision.
- Assemble the authoritative record. Provide the current drawings, specifications, addenda, submittals, RFIs, contract clauses and relevant BIM or CAD files. Remove or clearly label superseded material.
- Ask for source-linked evidence. Require document identifiers, sheet or page, section, revision and supporting passage for every material answer. If the system cannot provide traceability, limit it to low-consequence administrative work.
- Test the response against known conditions. Include a known conflict, an intentional omission, a superseded drawing and a jurisdiction-specific requirement. A useful system should expose uncertainty or missing information rather than produce a smooth answer regardless.
- Have a qualified reviewer check the evidence. Open each cited location, read the surrounding context and confirm precedence, units, scope and revision. For code, safety, cost, schedule or contractual matters, use the responsible professional or authorized decision-maker.
- Record the disposition. Keep the prompt or task description, source set, generated draft, reviewer changes, approval and final issued document in the project record. Do not overwrite the original evidence with an AI-edited version.
- Update or withdraw outputs when records change. A new addendum, substitution, bulletin or code interpretation can invalidate an earlier answer. Re-run affected tasks and mark old drafts as superseded.
How to evaluate an AI agent before adopting it
| Evaluation area | Questions to ask | Evidence to require |
|---|---|---|
| Inputs | Can it process your text PDFs, scans, CAD, BIM/IFC, specifications, submittals, RFIs, addenda and contracts? | A demonstration using representative project files, not only a vendor-prepared sample. |
| Traceability | Does every answer identify the document, sheet or page, revision and supporting passage? | A reviewer can open the cited location and confirm the context. |
| Revision and precedence | Can it separate current and superseded records and apply contractual document order? | Results from a test set containing a deliberate revision conflict. |
| Failure behavior | Does it disclose missing files, ambiguity, conflicting requirements and low confidence? | Expert-reviewed tests with omissions, unreadable scans and contradictory clauses. |
| Human approval | Who reviews, approves, edits and records the final RFI, submittal disposition, code interpretation or report? | A documented approval path and an audit trail of changes. |
| Security and governance | How are tenant isolation, retention, model training, data residency, role permissions and exports handled? | Contract terms and security documentation assessed against your project obligations. |
| Information requirements | What level of information is required for each BIM exchange or task? | Defined information requirements aligned with project uses and ISO 7817-1:2024 concepts. |
No independent, generalizable accuracy statistic for commercial construction-document agents is established by the cited material. Treat vendor demonstrations and product claims as claims to validate, not as a universal performance rate.
Where the business case is strongest—and where it is weak
Good starting points
- Searching a large, stable document set for source passages.
- Building draft registers of submittals, deliverables, tests or long-lead items.
- Preparing first drafts of routine RFIs, observations and daily reports.
- Comparing a submission with a clearly identified specification section as a screening step.
- Finding likely duplicate, missing or inconsistent information for human investigation.
High-risk uses that need stronger controls
- Final code compliance or permit determinations.
- Structural, fire, life-safety or other safety-critical conclusions.
- Contract interpretation, entitlement, claims or change-order decisions.
- Final submittal approval, rejection or acceptance of nonconforming work.
- Instructions that change scope, cost, schedule or means and methods.
The more a result can affect safety, legal rights, payment or construction authorization, the more the workflow should emphasize complete source records, an accountable professional and a retained audit trail.
What to tell your project team
Set a simple rule: the agent may find, compare, extract and draft; a named, qualified person verifies and decides. Require staff to open citations rather than trust a confidence score, and teach them to report missing or conflicting source files. Keep permissions aligned with project roles so the agent cannot expose records a user should not see or allow a draft to be issued without approval.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesThat approach captures the practical benefit—less time spent locating and formatting information—without confusing assistance with authority. It also makes failure visible: when the system cannot find a current drawing, distinguish a scanned page or reconcile two clauses, the correct result is an escalation, not a guess.
Bottom line for construction managers
Use AI agents to make document review faster, more searchable and easier to audit. Start with retrieval, structured extraction and first drafts; require citations and test the system with your own files, revisions and known conflicts. Keep code interpretations, contract decisions, safety judgments, approvals and construction authorization with the qualified people who are responsible for them. The agent can shorten the path to an informed decision, but it cannot own that decision.
