The amount is local and project-specific: one city may use declared construction value, another may derive value from floor area, and another may combine base rates, increments, and fixed charges. A quoted permit total can also exclude planning, impact, fire, trade, utility, or other agency fees.

What a building permit fee pays for
Permit revenue supports the work needed to decide whether a proposed project complies with adopted codes and to verify that construction follows the approved plans. The exact package differs by jurisdiction and project type, but the following services commonly appear in official fee schedules.

Application intake and processing
Staff receive the application, check that required forms and drawings are present, assign the review, and record the permit in the authority’s system. Prince William County identifies plan intake as a fee-supported activity, while Seattle describes application processing as part of its permit fees.

Plan review and plan checking
Reviewers examine structural, architectural, energy, accessibility, zoning, and other applicable requirements. Portland and San Bernardino describe plan review as a core permit-fee function. San Diego publishes plan-check charges by project type, so a plan-review amount may be separate from an inspection amount even when both appear in the same schedule.
Inspections
Inspectors visit the site at required stages, verify concealed work before it is covered, and document whether the work matches the approved documents and code. Portland, San Diego, San Bernardino, Seattle, and Prince William County all identify inspections as a funded service or a distinct fee component.
Code administration and enforcement
Fees can support permit records, code interpretation, inspection administration, enforcement, and final approval. Portland lists building-code administration; Prince William County says its schedule defrays the cost of enforcing the Virginia Uniform Statewide Building Code.

Depending on the project, a schedule may add charges for trade disciplines, energy compliance, fire protection, accessibility, zoning, water or sewer review, technology systems, expedited handling, revisions, or other services. Never assume these are included in one headline permit amount.
| Service shown in a schedule | How it may appear | What to verify |
|---|---|---|
| Application intake | Included in a general permit charge or listed as an intake fee | Whether resubmissions or incomplete applications create another charge |
| Plan review | Separate plan-check fee, valuation-based fee, or project-type rate | Which disciplines are covered and how many review cycles are included |
| Inspections | Bundled with the permit or calculated as a separate component | Whether reinspection, after-hours, or special inspections cost extra |
| Code administration | General administration or enforcement surcharge | Whether the line is mandatory and how it is calculated |
| Specialty reviews | Trade, fire, energy, accessibility, utility, technology, or expedited fees | Which department bills the service and when payment is due |
Why permit fees vary by location
There is no national building-permit price or single calculation formula. Each authority adopts its own fee ordinance or schedule, defines the project information it needs, and decides which departments collect separate charges. Two homes with the same construction cost can therefore produce different totals in different cities, and two projects at the same address can differ when their scope, area, occupancy, or review path changes.

Official examples illustrate the range. Portland bases fees on the fair market value of permitted construction work. San Bernardino’s schedule describes deriving valuation from occupancy, construction type, and square footage before selecting a fee range. San Diego’s Information Bulletin 501, dated August 2026, lists project-type base rates and area increments with separate plan-check and inspection amounts. Miami’s schedule, adopted April 23, 2026, describes percentage charges tied to estimated construction cost and different treatment for new construction, additions, and remodeling. These are local methods, not rates that can be transferred to another jurisdiction.
How authorities calculate the amount
Declared or authority-set construction value
Under a valuation method, the applicant states the value of the permitted work and the schedule applies a rate, tier, or combination of charges. Portland’s guidance says the applicant’s stated value is generally used as the basis, while the building official may establish fair market value using ICC Building Valuation Data and information supplied by the applicant.
“Value” can be broader than the contractor’s labor invoice. Portland describes a scope that includes finish work and permanent systems or equipment, among other permitted work. Read the local definition carefully: omitting mechanical, electrical, plumbing, or permanently installed equipment can produce an inaccurate estimate and a later correction.
Area-derived valuation followed by a fee table
Some schedules first estimate construction value from floor area. San Bernardino describes selecting a construction-cost factor based on occupancy or use and construction type, multiplying that factor by square footage, and then using the resulting valuation range to find plan-review and permit fees.
The indexed San Bernardino document is approximately six years old. Its calculation sequence is useful for understanding the method, but its historical dollar amounts should not be treated as current. Obtain the authority’s present schedule before using any factor or threshold.

Square-footage bases and incremental rates
San Diego’s August 2026 bulletin uses project-type base rates and additional amounts tied to area. Its area notes address details such as exterior wall thickness and certain roofed areas; residential calculations may include accessory structures. The city’s table separates plan-check and inspection amounts, so multiplying area by one number may not produce the complete permit total.

Percentage of estimated construction cost
Miami’s April 23, 2026 schedule describes specified residential permit charges as percentages of estimated construction cost, with different treatment for new construction, additions, and remodeling. It also addresses private-provider reviews, early payments, joint reviews, and plan revisions. The percentage and the conditions are Miami-specific; use the live local schedule for any other property.
Flat, minimum, and category-specific charges
A schedule may assign a flat amount to a project or item, establish a minimum charge, or combine a base fee with increments. San Diego’s bulletin includes project- and item-based categories. A mixed formula can therefore contain a fixed application amount, an area or valuation component, and separate inspection or trade charges.
Charges that may sit outside the building permit
A permit estimate is not automatically the cost of every approval needed to build. San Bernardino expressly says its listed plan-review and permit fees do not include development-impact, school, engineering, planning, water-department, health-department, or other fees unless noted. San Diego separately lists water/sewer review, fire permits, trade permits, and other categories.
| Potentially separate item | Why it matters | Question to ask |
|---|---|---|
| Planning or zoning review | Land-use approval may be handled by another department | Is a planning entitlement or zoning review required before the building permit? |
| Development-impact or school fees | These can be triggered by project type, size, or location | Are impact, school, or similar statutory charges included in this estimate? |
| Fire permits and review | Fire protection systems may follow a separate process | Will the fire authority issue a separate permit or invoice? |
| Trade permits | Electrical, plumbing, and mechanical work may have individual permits | Are trade permits bundled, delegated, or paid separately? |
| Water, sewer, or utility charges | Connection and capacity reviews may be outside building-code fees | Which utility or public-works charges apply, and when are they due? |
| Technology, expedited, or private-provider services | Optional handling can change the total and payment timing | Is the service optional, and does it replace or add to the standard review? |
How to estimate your project fee accurately
- Identify the authority having jurisdiction. Confirm the city, county, or other agency responsible for the property and whether more than one agency will review the work.
- Get the schedule version that applies to your application. Note its effective date, revision date, and any transition rule for applications submitted before or after a change.
- Classify the project. Record whether it is new construction, an addition, an alteration, a remodel, a change of use, or a repair. Occupancy, construction type, and accessory structures can move the project into a different category.
- Define the permitted scope and value. List labor, materials, finishes, permanent equipment, and each trade included in the work. Follow the local definition of construction value rather than relying only on a contractor’s narrow bid subtotal.
- Measure area using the schedule’s rules. Check whether the authority counts garages, decks, porches, roofed exterior areas, accessory structures, wall thickness, or only conditioned floor area.
- Separate each component. Build a worksheet for application, plan review, inspections, trade permits, fire review, utilities, technology, expedited service, and revisions. Mark every line as included, separate, optional, or not applicable.
- Run the official estimator, if available. Seattle publishes fee-code resources and an online estimator. Treat the result as preliminary: Seattle cautions that incorrect inputs can make the result inaccurate.
- Confirm payment timing. Ask what is due at application, plan review, and permit issuance. Seattle states that permit fees must be paid in full before issuance.
- Request written confirmation for unusual projects. For mixed-use work, phased permits, private-provider review, major revisions, or uncertain valuation, ask the issuing department which formula and components it will apply.
How scope changes can change the fee
New construction
New buildings usually trigger the broadest set of reviews and the largest measured area or declared value. The schedule may classify the occupancy and construction type before applying a valuation or area factor.

Additions
An addition can be priced on the added area, the value of the work, or both. Existing-building work performed at the same time may be treated separately, so do not assume the addition rate covers interior alterations.
Remodeling and alterations
Remodel fees may use a percentage of estimated cost, a project-type charge, or a minimum. Structural changes, change of use, accessibility upgrades, and new mechanical or electrical systems can add reviews that a cosmetic remodel would not require.
Revisions, resubmittals, and expedited review
Plan changes after submission may create revision or re-review charges. Expedited handling, private-provider review, early payment, or joint reviews can alter both the amount and the point at which payment is collected. Ask whether the option replaces a standard fee or is added to it.

Common mistakes and how to correct them
Using an old schedule
Fee ordinances and bulletins change. The San Bernardino document’s age demonstrates why historical amounts should not be reused. Check the effective date printed on the current schedule and save a copy with your application records.

Entering an incomplete construction value
Leaving out permanent systems, equipment, or finish work can understate a valuation-based fee. Rebuild the value from the jurisdiction’s definition and ask the building official how uncertain items should be treated.
Measuring the wrong area
Area rules may count more than conditioned interior space. Review notes about exterior wall thickness, roofed areas, garages, decks, and accessory structures before entering square footage.
Assuming one payment covers every department
Request a department-by-department list of included and excluded charges. A building permit payment may not satisfy planning, fire, utility, or impact requirements.
Treating an estimator result as a quote
An online calculator is only as reliable as its inputs and the schedule behind it. Keep the assumptions, verify unusual conditions with staff, and budget for separately billed items and authorized revisions.
When professional help is worthwhile
Most straightforward applications can be priced by following the authority’s schedule. Complex projects may justify help from a licensed design professional or a local permit-expediting service that prepares applications and documents valuation. This is especially true when a project combines several occupancies, phased permits, unusual construction types, private-provider review, or multiple agencies. Verify the provider’s licensing, geographic coverage, scope, and current fee before engaging anyone; professional assistance does not replace the authority’s final determination.
Final checklist before relying on an estimate
- Correct authority, property, and application date
- Current schedule or bulletin and its effective period
- Project classification, occupancy, and construction type
- Valuation definition and complete scope of work
- Area measurement rules, including accessory and roofed areas
- Separate plan-review, inspection, trade, fire, utility, planning, and impact charges
- Optional revision, expedited, technology, or private-provider fees
- Payment deadlines and whether fees must be paid in full before issuance
- Written confirmation for unusual assumptions
The practical answer
Building permit fees fund the authority’s application handling, technical review, inspections, and code administration, but the calculation and the list of included services are set locally. Start with the issuing authority’s current schedule, apply its valuation and area definitions to the complete project scope, separate every other department’s charge, and confirm the estimate before payment. That process is more dependable than applying a national average or comparing headline totals that cover different services.
