A building-defect investigation is a scoped professional assessment, not a fixed checklist or a service with a guaranteed number of days. A structural engineer normally agrees the question and deliverables, studies available records, inspects the building, decides whether targeted testing is justified, interprets the evidence and recommends next steps. Some cases end with a visual-inspection report; others continue into opening-up, laboratory testing, structural analysis, repair design or a specification.
The elapsed time depends on the building, the records, safe access, the defect itself and what the appointment includes. No universal duration is established for a private building-defect investigation, so request a project-specific programme after the engineer has scoped the work.

What a building-defect investigation is
The purpose is to turn a reported symptom—such as cracking, movement, damp-related deterioration, distortion or suspected structural damage—into a defensible understanding of what was observed, what it may mean and what should happen next. The engineer should separate direct observations from interpretation and recommendations, rather than present an unexplained diagnosis.
The investigation may be commissioned by an owner, managing agent, insurer, public body, prospective purchaser or another responsible party. The right scope depends on the decision the client must make. A question about whether a wall is moving may need a different assessment from a question about repair design, a dispute over workmanship or a programme of remedial works.

What happens during the investigation
1. Scope, fee and appointment terms
The engineer first agrees why the investigation is needed, which building and areas are included, what information is available, what access is possible and what the final deliverable must contain. The appointment should also state timing, fee basis, exclusions and liability terms.
A site meeting can help the engineer understand the symptoms and the decision behind the commission. A staged appointment is often practical: an initial desk study and inspection are agreed first, while intrusive work, analysis or design proceeds only if the findings justify it. This gives the client a clearer early commitment without assuming that every later service will be required.
2. Desk study and records review
Before or alongside the site visit, the engineer reviews records that can explain how the building was formed and altered. Useful material includes:

- Earlier structural, condition or building surveys.
- Ground-condition and foundation information.
- Historic maps, photographs and relevant public literature.
- The asbestos register and, where applicable, asbestos management or refurbishment and demolition survey information.
This stage helps identify the structural frame and substructure, likely construction materials, previous interventions and features that need closer inspection. It can be relatively quick when records are complete, but missing or contradictory information may lead to additional enquiries or site work.
3. Visual inspection and initial assessment
During the inspection, the engineer observes, photographs and measures critical areas. The inspection may cover the visible structural frame, substructure, movement-related symptoms, water damage, distortion, connections and other features relevant to the agreed question. Marked-up plans or sketches help locate each observation.
Safe access is a condition of useful inspection. High-level areas, confined spaces, occupied rooms, roofs, plant areas or restricted boundaries may require a separate access plan. Finishes can conceal the relevant construction; looking behind them may require agreed opening-up by a maintenance team or contractor. The engineer should record areas that could not be inspected and explain how that limitation affects the conclusions.
The initial output is commonly a technical note or report containing the building description, observations, photographs, plans or sketches, limitations, areas needing further investigation and advice on next steps. A visual report is not automatically a confirmation that concealed elements are sound.
4. Targeted opening-up, sampling and testing
Testing is conditional, not automatic. It is justified when a defined uncertainty cannot be resolved from records and visual evidence. Examples include uncertainty about material composition, hidden deterioration, reinforcement, connections or the condition of a concealed element.

Before authorising a test, ask the engineer to state:

- Whether the work is on-site, laboratory-based or both.
- Who will arrange specialist contractors, samples and laboratory work.
- What protection, access and making-good are included.
- What report or data will be delivered.
Intrusive investigation can be time-consuming, expensive and disruptive. Opening finishes may require tenant coordination, dust and noise controls, temporary protection or reinstatement. It should therefore be authorised as a defined stage rather than treated as an unspecified part of a basic inspection.
5. Interpretation, analysis and recommendations
The engineer combines the records, observations and any test results, then carries out structural analysis where the agreed question requires it. The report should explain the reasoning from evidence to conclusion, identify remaining uncertainty and distinguish urgent measures from planned repairs.
Detailed repair design, coordination with contractors and a construction specification may follow. Those services are separate or later stages unless the appointment expressly includes them. A report that recommends design work is not the same as a completed design package.
How long does a building-defect investigation take?
There is no substantiated general duration in the available guidance for a private building-defect investigation. Department for Education guidance describes the stages and says the scope depends on the advice sought; it does not give an end-to-end number of days or weeks. Guidance on formal investigations of significant failures likewise allows for follow-up investigations without stating a typical elapsed time.

That means a provider should not promise a universal turnaround before understanding the building and the deliverables. Ask for a programme tied to the agreed stages, including the report date, dependencies and events that could trigger additional work.
Practical drivers of elapsed time
| Driver | How it affects the programme |
|---|---|
| Records and background information | Complete drawings and previous reports can accelerate the desk study; missing records may require extra enquiries or investigation. |
| Building size and complexity | A small, accessible area is different from a multi-storey, altered or technically complex building with several defect locations. |
| Access and safety | Restricted rooms, occupied premises, roofs, confined spaces or high-level areas may require permits, protection, escorts or specialist access. |
| Finishes and concealed construction | Where the defect cannot be understood visually, opening-up must be planned, coordinated and made good. |
| Sampling and laboratory work | Specialist testing adds booking, sample handling, laboratory processing and interpretation steps. |
| Further structural analysis | Calculations or modelling take longer than a purely descriptive visual assessment and may expose questions needing more data. |
| Scope of deliverables | A concise technical note has different effort from a full report, repair design, coordination package or specification. |
| Third-party availability | Maintenance teams, access contractors, laboratories, tenants and other consultants can become programme dependencies. |
A realistic staged programme to request
The following is a planning structure, not a promised number of days. The appointed engineer should put dates against each stage after reviewing the site and records.
- Brief and appointment: confirm the defect question, areas, access, exclusions, deliverables, fee and safety arrangements.
- Information collection: issue drawings, alteration records, earlier reports, ground information and asbestos information where relevant.
- Desk study: review the material and identify inspection priorities or information gaps.
- Site inspection: observe, photograph and measure accessible areas; record limitations and any need for opening-up.
- Initial report or decision point: issue the visual findings and explain whether further testing or analysis is justified.
- Additional investigation, if approved: coordinate opening-up, sampling, laboratory work or specialist surveys.
- Analysis and final recommendations: interpret all evidence, complete agreed calculations and issue the final report or design-stage deliverable.
Ask the engineer to identify which stages can run in parallel and which depend on a contractor, laboratory, tenant or client decision. Also ask what would cause a revised programme—for example, inaccessible areas, unexpected construction, inconclusive samples or a newly discovered defect.

Questions to ask before appointing an engineer
About scope and limitations
- What question is the investigation intended to answer?
- Which building elements and defect locations will be inspected?
- Is the proposed work visual, intrusive or staged?
- What will not be inspected, and how will those exclusions affect the conclusion?
- What will the report contain: photographs, marked-up plans, measurements, calculations, risk priorities and recommendations?
About testing and follow-on work
- What uncertainty makes each proposed test necessary?
- Who arranges access, opening-up, samples, laboratories and reinstatement?
- What result would lead to further investigation, and what result would close the question?
- Are structural analysis, repair design or specifications included or separately instructed?
About programme and fees
- When can each agreed stage start and when will each deliverable be issued?
- Which dates depend on contractors, laboratories, tenants or client decisions?
- What is the fee for the initial stage, and how are later stages authorised?
- What exclusions, assumptions and additional-work triggers apply?
How to compare providers or scopes
Choose on relevant experience and a clearly defined commission, not on a professional title alone. For England education estates, Department for Education guidance recommends checking relevant chartered membership and requesting a CV or capability statement showing similar experience; that advice is specific to that context, but the underlying comparison is useful more broadly.
| Compare | What to look for |
|---|---|
| Relevant experience | Similar building types, construction methods, defect patterns and investigation decisions. |
| Technical scope | Desk study, visual inspection, opening-up, sampling, testing and analysis clearly identified. |
| Access and safety assumptions | Who provides access equipment, escorts, permits, protection and safe working arrangements. |
| Report quality | Evidence, photographs, plans, limitations, reasoning, conclusions and actionable recommendations. |
| Programme | Milestones, dependencies, report dates and triggers for a revised programme. |
| Commercial terms | Staged fees, exclusions, specialist-contractor responsibility and making-good obligations. |
There is no standard price or service-level timetable established by the cited guidance. A low initial fee may cover only a visual visit, while a higher fee may include testing or design; compare like-for-like scope rather than headline figures.
Do not mistake regulatory inspection dates for investigation duration
Some laws and schemes set scheduled inspections after construction. Those milestones are not estimates for how long an individual defect investigation takes.
Recommended Free Tools
For example, the New South Wales Strata Building Bond and Inspections Scheme schedules an interim inspection 15 to 18 months after building work finishes and a final inspection 21 to 24 months after completion. Those dates describe that scheme’s post-completion process. They do not mean a private investigation takes 15 to 24 months.
Singapore’s periodic inspection requirements similarly belong to a specific regulatory regime with its own buildings, frequencies and procedures. Apply such dates only when the property is covered by that regime; they cannot be generalised to every building defect assessment.
What a useful final report should tell you
A decision-ready report should let a reader see what was inspected, what evidence supports each finding and what remains unknown. Look for:
- A description of the building, structural system and inspected areas.
- Dated photographs, measurements and marked-up plans locating observations.
- A clear account of access restrictions, exclusions and concealed areas.
- Separate sections for observations, interpretation, conclusions and recommendations.
- Identification of tests or calculations performed and how their results were used.
- Prioritised next steps, including whether monitoring, further investigation, temporary measures, repair design or specialist advice is needed.
- A statement of assumptions, limitations and any conditions that would require the engineer to revisit the advice.
If the report recommends opening-up or design, confirm who must authorise that stage and whether a separate appointment is required. Do not treat a limited visual assessment as a guarantee about hidden construction or future performance.

Key takeaway for planning
The investigation is complete when the agreed question has been answered to the agreed level of confidence—not when an arbitrary number of days has passed. Start with a defined scope, provide records and access information, use testing only to resolve a stated uncertainty, and obtain a stage-by-stage programme from an engineer experienced with comparable buildings and defects.
