What do investigators allege about the fire’s spread?
In its account of the charges, the government described alleged serious breaches connected with renovation works at the complex. Investigators raised concerns about safety nets and canvases they said were not fire-retardant, flammable foam boards, and openings in staircase fire-escape routes. These are allegations set out in the prosecution account, not settled judicial findings about the cause of the fire or any person’s culpability. Hong Kong SAR Government, June 10, 2026
