In August 2023, WACA board member Paul Collins objected to plans for the northern stand’s public toilets, saying men would not have access to urinals across the northern half of the ground. WA Cricket defended the design as hygienic and flexible. The redevelopment has since opened, but the available sources do not establish the completed venue’s urinal layout.
What sparked the urinal dispute?
On 25 August 2023, The West Australian reported that the then-planned $154.7 million WACA redevelopment would omit urinals from men’s public bathrooms in the northern stand. Collins, a WACA board member, said the plans would deny the general male public access to a urinal on the northern half of the ground.
“To my disbelief I found that the general male public will not have access to a urinal on the entire northern half of the WACA ground,” Collins wrote in a social media post, according to the newspaper. The objection was about public access under the design then being discussed, particularly in the northern stand—not a confirmed description of the facilities after construction.
How did WA Cricket respond?
In the same 2023 report, a WA Cricket spokesperson said the new facilities had separate toilet and wash-basin areas for men and women. The spokesperson said the design prioritised hygiene and flexibility, including the ability to cater for all-female or all-male school events.

The spokesperson also said the design had been signed off by the building surveyor and met legislative requirements. That was WA Cricket’s position as reported at the time, not an independent assessment of the design’s legal compliance. The newspaper also relayed Collins’s account that he had been told the approach reflected “modern times” and “inclusivity”; those terms should be understood as part of his account, not as a separately verified official statement.
Did the plans change after the controversy?
The sources available do not confirm whether the urinal design changed during construction or what facilities are in the completed venue. WA Cricket’s project overview and opening announcement describe the redevelopment and its facilities, but do not verify the final urinal configuration. It is therefore not established whether the 2023 plan Collins criticised was built as described.

In a 22 September 2023 post, Collins said WACA members had expressed opposition and attributed to then-CEO Christina Matthews a remark that the board could revisit urinals in the future. His website reproduces the remark as, “If they [the Board] wish to do that in the future then they can,” and attributes it to a 14 September radio interview on ABC Perth. This is Collins’s account of the broadcast, not a direct transcript verified against the recording.
What is the redevelopment’s status now?
WA Cricket announced on 28 February 2026 that the redeveloped WACA Ground was open. Its announcement described the project as a $189 million investment. That later figure differs from the $154.7 million estimate reported by The West Australian in 2023; they are figures published at different times, not interchangeable descriptions of the same reported estimate.

The project is a broader sports and community precinct, not simply a stadium-stand upgrade. WA Cricket’s overview lists an aquatic zone and pool, gym and group fitness, an indoor high-performance centre, museum, café, sensory rooms, an all-abilities playground and Changing Places change-rooms. The 2023 newspaper report had described an ambition to serve 10,000 patrons, with scope to increase to 15,000; that was a plan reported at the time, not a current capacity certification.

The City of Perth and ACIL Allen’s 2021 aquatic-facility business-plan report described a permanent capacity of approximately 10,000. That is an earlier planning figure and does not, by itself, establish current operating capacity.
