What topping out means for construction
Topping out is the point at which the highest structural element of a building is in place. At the WACA it was described as the completion of the highest structural point of the new building. That is a structural milestone, not a handover. Fit-out, services, pool and aquatic systems, and the public-facing areas still had to be completed and commissioned before the venue could open. WA Cricket’s 30 May 2025 statement attributes the following sentence to Sports and Recreation Minister Rita Saffioti:
“We have a long and proud cricket history in this State, and this huge redevelopment of the famous WACA Ground will support our cricketers for many years to come.”
Austadiums also reproduced a statement attributed to the minister about community facilities for growing numbers of residents in East Perth. Check that wording against the official release before quoting it; the WA Cricket version is the one to use.
What the published figures measure
The $15 million, $189 million, 10,000-seat capacity and pool and court dimensions are project and facility specifications. They are not measured attendance, jobs or economic-impact results, and none of the sources cited here report those outcomes.
