Residents put food scraps and garden clippings into a lime-green-lidded bin that is collected weekly. The warning that incorrect use could cost ‘all’ is about shared cost. Contamination can lower compost quality and raise processing costs for the whole service. It does not mean every mistake triggers a personal charge.
How the rollout has unfolded
Phase one began on Monday 18 August 2025 for homes that already had a garden organics bin. Those households received a FOGO caddy and two rolls of compostable liners, and could start putting food scraps in their lime-green bin straight away. The Town’s 14 August 2025 announcement described FOGO as “our new 3-bin system that turns food scraps and garden waste into nutrient-rich compost, helping to reduce landfill and support more sustainable waste management.”
The second phase was first announced as a November 2025 start. The Town’s current account says it reached eligible two-bin residential properties in December 2025. Use the December date for the completed rollout and treat November as the original schedule.

Because commercial premises sit outside the service, a business or trade site cannot rely on the household FOGO arrangement.

What goes in the FOGO bin
The Town’s current sorting guidance limits FOGO to food organics, garden organics and certified compostable caddy liners. Anything outside those categories belongs elsewhere.
Accepted items
- Raw and cooked foods, including meat and bones
- Eggshells, fruit and vegetables, grains and dairy
- Coffee grounds and loose-leaf tea
- Lawn clippings, small branches, flowers, weeds and leaves
- AS 4736 or AS 5810 certified compostable caddy liners
Items that go to general waste
- Tea bags
- Paper towels and tissues
- Takeaway packaging
- Animal droppings and kitty litter
Newspaper, paper and cardboard are no longer accepted in FOGO. Generic “biodegradable” or “plant-based” bags are also excluded, even if they look compostable.

Caddy and liners
Liners must carry AS 4736 or AS 5810 certification. Households already received a caddy and some liners in rollout materials, and the Town allows the caddy to be used without a liner. If you buy liners, check the certification printed on the packaging before you assume it qualifies.
The Town’s advice for the caddy runs as follows:
- Line the caddy with a certified liner, or use it without one.
- Collect scraps and empty the caddy every two to three days, or when it is full.
- Change liners every two to three days and store them cool and dry.
- Avoid adding warm scraps to the caddy.
- Empty the caddy contents directly into the FOGO bin to reduce leaks and spills.

Why contamination affects everyone
Contamination can reduce the quality of compost produced from FOGO material. The Town also links more contamination to higher processing costs, which are carried by the service as a whole rather than by the individual household that made the error. This is the basis for the warning that costs could fall on ‘all’ residents.

Penalties and a recent collection error
On 11 June 2026, the Town stated: “No residents have been fined for incorrect waste disposal. Although the potential for financial penalties exists, this is intended as a last resort in extreme cases.”
The same period brought a contractor error. One FOGO bin was accidentally emptied into the wrong truck during red-bin collection. The Town said Cleanaway investigated the incident and committed to measures to reduce the likelihood of driver error.

Public statements so far do not set out a penalty amount, its legal basis or an appeal route. Treat any figure quoted elsewhere as unconfirmed.

Bin stickers and rollout leaflets from the early months may list older accepted items. The Town’s current sorting page is the reference to follow, and it says the list was simplified in July 2026. If your bin or caddy shows outdated information, the Town says residents can request a replacement sticker.
