The Port Authority of Valencia (APV) says the North Terminal quay project is still due for completion in August 2029. It has extended two interim construction deadlines—to 17 July 2027 and 17 July 2028—and partially suspended the terminal concession to coordinate work with construction sequencing and land availability. The reset does not extend the concession or affect areas already handed over.
When will Valencia’s North Terminal be finished?
The APV’s 5 October 2026 announcement keeps the overall quay-project deadline at 58 months, with completion scheduled for August 2029. The two revised interim dates are earlier checkpoints, not a replacement for the overall completion target.

These dates and milestone descriptions come from the APV’s 5 October 2026 announcement. The announcement does not give a complete phase-by-phase schedule for the concessionaire’s revised proposal, so the two interim dates should not be treated as a full construction programme.
Why has the timetable changed?
The APV says the North Terminal works are complex and large-scale, and that their sequencing affects when land can be made available during the initial concession phase. The partial suspension is intended to align the concession project with works already under way and the expected land handover, avoiding an orderly start on areas that cannot yet be used.

The APV separately cited execution difficulties affecting the construction contract for the North Terminal container quay, including the DANA flooding event, other technical factors and the need to assess new solutions after receiving the concessionaire’s construction project. It did not quantify the separate schedule effect of the flooding.
What does the partial concession suspension mean?
The APV board approved a partial suspension of the administrative concession granted to Valencia North Terminal (VNT) on 5 October 2026. It applies to the affected areas that are not yet available; it does not apply to land already handed over to the concessionaire. The APV says the suspension neither changes the concession’s duration nor grants an additional extension.

This concession adjustment is distinct from the quay-construction contract’s interim deadlines. The former addresses land availability and project coordination; the latter establishes construction milestones for the quay works.
How has the investment proposal changed?
VNT submitted a revised project in July 2026. The APV says the proposed private investment rises from €1.011 billion in the initial project to €1.656 billion in the revision, which also sets out a changed construction-phase sequence based on available information and the expected land handover timetable. The APV has not published the full phase dates.

For historical context, the APV’s 27 September 2024 award announcement said Terminal Investment Limited (TiL) had received a 50-year administrative concession to construct and operate the public terminal. It described the original bid’s private investment as €1,098,237,000 and included commitments to energy self-sufficiency and electricity from 100% renewable origin. The 2026 update’s €1.656 billion figure is the newer proposed private investment amount.

The European Investment Bank describes the infrastructure project as an automated, fully electrified container terminal in the port’s northern expansion. Its project page, released 11 March 2026, describes a main quay wall of approximately 2 kilometres, around 700 metres of ancillary quays, reclamation of 137 hectares, deepening of the port basin and a dedicated intermodal rail facility.
The EIB distinguishes those infrastructure works from terminal paving, buildings, cargo-handling equipment and rail-terminal investments to be undertaken by the future concessionaire. Its page listed the project as under appraisal and said works had started in the fourth quarter of 2024; that status is a dated snapshot, not a current financing decision.
