If built to that height, it would be taller than One World Trade Center’s 1,776 feet and would set a U.S. building-height record. The City Council approved the zoning change on June 4, 2024. That approval is a land-use decision. It does not mean the tower has been built, that construction has started, or that every federal and building-permit condition has been cleared.
What the City Council actually approved
The vote was a zoning change, which sets what can legally be built on a site and at what scale. ENR reported on the approval in June 2024 under the headline Oklahoma City Council OKs Plan for North America’s Tallest Tower. Its wording describes a plan, and the same is true of the approval itself.
A zoning approval answers one question: whether the proposed use and height are permitted on the land. It does not answer the questions that determine whether a tower rises:
- Federal height review. Tall structures near an airport or flight paths are reviewed by the Federal Aviation Administration for effects on flight operations.
- Building permits. Structural and construction drawings must be approved before foundation or superstructure work begins.
- Financing. A project of this scale depends on capital that must be committed and closed.
- Construction start. Zoning permits the project; a groundbreaking shows it is moving.
“Tallest” is a conditional claim
Legends Tower is not the tallest building in the United States today. The record claim depends on the tower being built to its reported height of 1,907 feet. For comparison, One World Trade Center in New York is 1,776 feet. The 1,776-foot figure is that building’s height, not a project figure, and it is used in ENR’s reporting only as the benchmark the proposal would exceed.

Any article that describes Legends Tower as the current tallest building is describing a plan. The planned height is a design figure and should not be read as an as-built measurement. Heights can change during design review, and the reported figure dates from the 2024 coverage.
Where the project stands
The most recent status information comes from sources of different ages, so each entry below carries its date. Nothing in the available reporting confirms a construction start.

The chamber’s February 2025 report is the most specific official statement on the FAA review and construction timing. The July 2026 item is a secondary summary posted to r/skyscrapers. It is useful as a lead, but readers should treat it as unconfirmed until the underlying local reporting or a city record is checked. As of October 8, 2026, the available sources do not establish whether the FAA review has concluded, whether permits have been issued, whether financing has closed, or whether work has begun.

Scope of the wider development at the time
The tower is one part of Boardwalk at Bricktown, which CoStar described in 2023 as a multi-building concept of roughly five million square feet. Reporting at that time described hotel, residential, retail and restaurant uses. These were proposed elements. Final programming, opening dates and tenants are not established by the available sources.
CoStar’s article, Oklahoma City Tower Developers Now Aim to Create Tallest US Building, reported the following figures. They are presented as reported in 2023, not as current or independently verified totals.

Design and engineering
ENR’s June 2024 report stated that the structural system had not yet been set and that the engineer, Thornton Tomasetti, was using a performance-based structural design approach. The report’s wording was: “The structural system has yet to be set but Thornton Tomasetti is using a sophisticated performance-based structural design approach (PBSD), which typically exceeds building code requirements.” The passage does not name a speaker. It describes the design process as of 2024, not a final structural scheme.
How it compares with Oklahoma City’s existing skyline
The tallest completed building in Oklahoma City is Devon Energy Center, listed at 257.2 metres (844 feet) by The Skyscraper Center’s Oklahoma City page, which was accessed on October 8, 2026. The proposed tower would be far taller than anything built in the city so far. That gap is the reason the proposal draws attention, and it is also why its schedule depends on regulatory and financing steps that have not been publicly confirmed as complete.

Taken together, the approval is real and the height is the developer’s stated target. A completed record-setting tower is not established.
