Understanding Electrical Certificates: What They Are and Why They Matter

An EIC certifies electrical work, an EICR reports on an existing installation, and Building Regulations paperwork records a separate compliance route. Learn which document applies and how duties vary by location.

An electrical certificate is a record for particular electrical work; it is not one universal document. An Electrical Installation Certificate (EIC) or Minor Electrical Installation Works Certificate (MEIWC) records work carried out. An Electrical Installation Condition Report (EICR) assesses the condition of an existing fixed installation. Building Regulations compliance paperwork is a separate record for qualifying work. Which documents apply depends on the work and where the property is located.

What is an electrical certificate?

People use “electrical certificate” to mean several different documents. The important distinction is whether the paperwork records completed work, checks an existing installation, or confirms a Building Regulations notification or approval route.

Document What it records Typical use
Electrical Installation Certificate (EIC) New electrical installation work and certain additions or alterations, with inspection and testing of that work. A new installation or full rewire; it may also be appropriate for a new circuit or consumer-unit replacement.
Minor Electrical Installation Works Certificate (MEIWC) Qualifying minor additions or alterations that do not extend to a new circuit. Examples in Northern Ireland guidance include adding sockets or lighting points to an existing circuit or moving a light switch.
Electrical Installation Condition Report (EICR) Inspection and testing findings about the condition and safety of an existing fixed installation. Periodic checks, including rented-property inspections where required.
Building Regulations compliance certificate The applicable building-control notification or self-certification outcome for qualifying work. Qualifying domestic electrical work in England that follows the relevant competent-person scheme or Building Control route.

The suitable form depends on the work and applicable requirements. Ask the electrician to identify what certificate covers the electrical work and whether separate Building Regulations compliance paperwork is due.

What is the difference between an EIC and an EICR?

An EIC relates to electrical work that has just been carried out. An EICR is an assessment of an installation that already exists. The EICR does not certify that later repairs have been completed: follow-up work should have its own appropriate record. Northern Ireland guidance, for example, says remedial work after an EICR is recorded separately on an MEIWC, while replacement of a consumer unit calls for an EIC.

What an EICR checks

An EICR concerns the fixed electrical installation, not a blanket test of every appliance in the home. England landlord guidance lists wiring, socket-outlets, light fittings, consumer units, permanently connected equipment such as showers and extractors, and circuits for specialist equipment such as solar PV and battery storage. The inspection looks for issues including overload, electric-shock risk, fire hazards, defective electrical work, and missing earthing or bonding.

How to read EICR codes

  • C1 — Danger present. There is a risk of injury; the inspector may make the hazard safe before leaving.
  • C2 — Potentially dangerous. Remedial work is required, and the report is unsatisfactory for continued use.
  • C3 — Improvement recommended. Under the cited England guidance, C3 alone does not make the report unsatisfactory or require remedial work.
  • FI — Further investigation required without delay. Arrange the investigation promptly.

In the England guidance, C1 or C2 makes an EICR unsatisfactory and calls for remedial work; an FI observation also needs follow-up.

Do I need an EICR?

There is no universal five-year inspection rule for every homeowner. Legal duties depend on jurisdiction and circumstances. The current England government guidance, published 1 November 2025, requires landlords in the private and social rented sectors to have the electrical installation in a rented property inspected and tested by a qualified person at least every five years. The landlord must obtain a report, usually an EICR.

England: landlord report and follow-up duties

  • Give an existing tenant a copy within 28 days of the inspection; give a new tenant the report before occupation; and provide it to a prospective tenant within 28 days of a request.
  • Provide the report to the local council within seven days if requested.
  • Keep the report until the next inspection is due or completed, unless it is superseded, and make it available to the next inspector.
  • Complete remedial or further investigative work within 28 days, or sooner if the report sets a shorter deadline. Within 28 days after the work, provide the tenant and local council with the report and written confirmation from the qualified person.

A valid, recent satisfactory report does not need to be repeated solely because a new tenancy begins. England guidance recommends at least a visual inspection before a new tenancy, and an earlier full inspection if there are concerns about damage or deterioration. These requirements are specific to England; consult the rules for the property’s jurisdiction and circumstances.

Northern Ireland: private tenancies

Northern Ireland has separate rules and guidance for private tenancies. Its guidance describes EICRs for periodic checks, EICs for new-build or fully rewired properties, and MEIWCs for certain minor additions, alterations and remedial work. It says an EIC covering the entire property can stand in place of an EICR while its next inspection date remains current; an EIC for a replacement consumer unit alone is not sufficient. Do not assume this detail applies in England or elsewhere in the UK.

Do I need a Part P certificate?

“Part P certificate” is often used informally for a Building Regulations compliance certificate associated with qualifying electrical work. Part P is statutory guidance for electrical safety in dwellings in England; it addresses when notification is required as well as design, installation, inspection, testing and information.

The EIC or MEIWC records electrical work and its testing. Building Regulations compliance paperwork records the relevant building-control notification or self-certification outcome. In England, a registered competent person scheme installer can self-certify qualifying work and should arrange notification and issue a compliance certificate. If the installer is not registered for the relevant work, the homeowner must use the applicable Building Control route, such as a building notice or full plans application, and pay for inspection.

England government guidance says to contact the installer’s scheme operator if an expected compliance certificate has not arrived within 30 days. Because notification categories depend on the work and location, check the current local Building Control guidance when it is unclear which route applies.

Why keep electrical certificates and reports?

Keep certificates and reports with the property records. They identify what work was done and provide information that can help a later inspection or maintenance decision. NICEIC notes that owners may be asked for certificates when selling or renting, and that the documents can provide evidence if a claim alleges injury or fire caused by an installation. For England landlords, retaining the latest report and making it available to the next inspector is also an explicit duty.

When work is completed, ask the contractor which electrical certificate applies, whether separate building-control paperwork is required, and when you should receive each document. Store the records together so future owners, landlords, inspectors or contractors can identify the installation’s history.

Sources and jurisdiction

The legal examples above are specific to England landlord guidance and Northern Ireland private-tenancy guidance; they are not a complete survey of rules across the UK. The cited English Building Regulations information concerns England. Requirements can differ by nation, property type and work, so confirm the applicable local rules rather than treating a familiar certificate name as proof that every legal step has been met.
