UK STEP Fusion Plant: Latest Delivery Plans and Timeline

The UK’s STEP fusion programme has named its construction partner and set out new delivery responsibilities, while targeting construction from 2030 and completion by 2040.

The UK’s STEP programme is moving from concept definition toward industrial delivery, but the final plant design and a confirmed electricity output have not yet been published. The government’s September 2026 prospectus names UK Fusion Energy Ltd as whole-plant integrator, UKAEA as Fusion Partner and ILIOS as Construction Partner. Construction is targeted to start from 2030, with completion due by 2040; these are plans, not proof that construction has begun or that STEP will be generating electricity by then.

What is the UK’s STEP project?

STEP stands for Spherical Tokamak for Energy Production. It is the UK’s proposed grid-connected prototype fusion power plant, planned for West Burton in Nottinghamshire. The government describes it as an integrated plant intended to bridge fusion innovation and future commercial electricity generation. West Burton was selected as the site in 2022.

The Department for Energy Security and Net Zero’s September 2026 investment prospectus says: “STEP (Spherical Tokamak for Energy Production) is not an experiment – it is a fully integrated fusion plant, and a demand signal.” That is the prospectus’s institutional wording, not a quotation attributed to a named individual. It describes the programme’s intended role; it does not establish that the plant is complete or producing electricity.

What has changed in the latest update?

The most significant recent change is the definition of delivery responsibilities and the addition of industrial contracts. STEP is moving toward coordinated plant-level delivery, while some specialist system partnerships remain open.

The prospectus also lists system-partner categories still being onboarded: Fuel Cycle System Partner, Test Operations Partner, Breeder Blanket System Partner and Fusion Plant Controls Partner. These are procurement and partnering opportunities, not announced awards. It also refers to an embedded engineering resources framework.

What is the construction timeline?

  1. 2022: West Burton was selected as the STEP site, according to later official programme material.
  2. 16 March 2026: The UK Government said construction was expected to start from 2030 and the programme was due to be completed by 2040. These are target dates.
  3. By 2030: UKAEA’s 2026–2030 strategy says it will have supported development of STEP’s detailed design.
  4. 14 September 2026: The government published its investment prospectus setting out the delivery model, construction partner, open system-partner categories and industrial contracts.

A September 2025 parliamentary answer described the earlier phase as having produced a power-plant concept design, selected West Burton and identified the relevant regulatory framework, with site characterisation then ongoing. That is a historical status report; the September 2026 prospectus is the newer account.

The 2040 completion target should not be read as a guaranteed date for first electricity. The official sources reviewed state a project completion target, not a confirmed operating or generation date.

How much is the UK spending on fusion?

The UK Government’s 2026 strategy confirms £2.5 billion for fusion across 2025/26–2029/30, with nearly £2.48 billion allocated to UKAEA Group. The allocations below are nested within that funding picture, not additional amounts to add to the £2.5 billion headline.

The strategy also projects more than 10,000 UK fusion jobs by 2030. This is a government projection, not a count of jobs already created. Separately, the September 2026 prospectus reports 854 suppliers in the wider UK fusion ecosystem, around 84% based in the UK, including 521 SME suppliers. The prospectus defines SMEs in its infographic as suppliers with 250 or fewer employees at any point since 2019. These figures describe the wider ecosystem, not STEP’s confirmed contractor list.

For West Burton, the prospectus reports 49 local or regional suppliers and 74% growth since 2023. It also cites a prospective global fusion-industry market estimate of £3 trillion–£12 trillion. That is a government-cited estimate, not STEP revenue, project valuation or guaranteed economic output.

What technical work remains?

A prototype fusion plant has to bring many difficult systems together; naming delivery partners does not mean the underlying engineering challenges are solved. UKAEA’s strategy identifies four broad challenges for future power plants:

  • Understanding and controlling the plasma.
  • Developing a closed fuel cycle that does not rely on sustained external fuel supply.
  • Integrating subsystems into a plant that meets performance goals.
  • Making the technology affordable in a future energy market.

UKAEA’s stated technology work includes plasma control, tritium fuel-cycle development, advanced materials, robotics and automation, high-temperature superconducting magnets, component production, systems integration and advanced computing. The government’s 2026 strategy describes £180 million for LIBRTI, a facility for research on tritium-breeding blankets, as well as H3AT, a tritium facility developed with Eni and Kinectrics for processing, storage and recycling research. This supporting research is relevant to STEP, but does not demonstrate that STEP has a validated closed fuel cycle.

What is not yet publicly established?

The latest official material reviewed describes STEP’s programme structure, procurement, strategic aims and broad plant role. It does not provide the final detailed engineering design, exact dimensions or a confirmed net electrical output. UKAEA’s stated goal of supporting development of the detailed design by 2030 is itself a future programme milestone. Accordingly, the available information does not establish that STEP will generate electricity by 2040, even though the government targets project completion by that year.
