construction disruption

Tunnel boring machine vs. drill-and-blast: which causes less disruption?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a long, deep, reasonably uniform tunnel beneath a built-up area, a tunnel boring machine (TBM) is usually the lower-disruption option. It keeps most excavation underground, limits surface works to launch and retrieval shafts, and avoids repeated explosive events. A TBM is not automatically quieter, faster overall, or less disruptive in every setting: its continuous operation can create persistent ground-borne noise, and its shafts, compounds, spoil systems and long procurement period can be substantial.

Controlled drill-and-blast can be the better choice for a short drive, a cavern, an irregular alignment, or competent hard rock where mobilising a TBM would take disproportionate time and land. Blasting produces higher peak vibration and blast overpressure, but each event is brief and intermittent. The sound answer therefore depends on which exposure matters at the site: surface access, peak vibration, continuous noise, settlement, traffic, schedule or logistics.

“Less disruption” is not one measurement

Construction teams and neighbours often use disruption to mean different things. A method can perform well on one measure and poorly on another. Before comparing TBM and drill-and-blast, define the receivers and the exposure pattern that matters.

Disruption measure What to examine Typical tendency
Surface access Portals, shafts, compounds, cranes, conveyors, truck routes and road closures TBM usually concentrates access at launch and retrieval shafts; drill-and-blast can keep the face underground but still needs portals, mucking areas and support logistics.
Peak vibration Short-duration ground motion at buildings, utilities and heritage structures Drill-and-blast generally produces higher peaks; TBM excavation is comparatively low-vibration.
Ground-borne noise Continuous or intermittent noise transmitted through soil and rock into occupied rooms A continuously operating TBM can be the worst case for persistent noise; blasts are louder peaks but brief.
Air overpressure Pressure wave from an explosive event, including effects on sensitive receivers Relevant to drill-and-blast, not a normal TBM excavation mechanism.
Settlement and groundwater Face control, lining, water inflow and effects on foundations or utilities Project-specific. A TBM with watertight precast lining can reduce groundwater impacts, but shafts and ground conditions still govern risk.
Time and mobilisation Procurement, assembly, launch, excavation, retrieval and demobilisation TBMs can excavate quickly once operating; procurement and setup can dominate short projects. Drill-and-blast starts with conventional equipment but advances cyclically.

There is no transferable decibel, vibration, cost or carbon percentage that makes one method the winner on every project. Environmental impact assessments model geology, depth, receiver locations, working hours and mitigation for the actual alignment.

How the two methods create different exposures

What a TBM does

A TBM cuts a full tunnel face with a rotating cutterhead. Depending on the machine and ground, it installs rings or another lining system behind the shield while spoil travels through conveyors, slurry pipes or other handling equipment. The face advances as a continuous production line rather than as separate explosive events.

The Northern Link environmental impact assessment (EIA) describes TBMs as having relatively high daily production rates, controlled excavation profiles and low vibration and noise generation at the source. Those advantages apply to the cutting operation itself; they do not remove the noise from continuous machinery, ventilation, conveyors, pumps, slurry plants, generators or truck movements at the surface.

What drill-and-blast does

Drill-and-blast is a cycle: drill the face, charge the holes, clear personnel, detonate, ventilate, inspect, muck out, install support and repeat. The face can be shaped for a large cavern, a changing cross-section or a short irregular drive without designing a bespoke cutterhead.

In the controlled hard-rock example reported in the Hong Kong Environmental Protection Department’s Express Rail Link EIA, an individual blast lasted less than six seconds and blasts were scheduled every 12 to 16 hours. That timing is an example for a particular project and controlled operating plan, not a universal interval. The method concentrates disturbance into short events separated by quieter work cycles.

Surface access: why TBMs often perform better under cities

The strongest TBM advantage in a dense urban corridor is the small number of places where excavation must reach the surface. An alternatives assessment by Hong Kong’s Environmental Protection Department states that the method can eliminate the need for surface access except at launching and retrieval shafts, thereby minimising surface disruption.

That statement does not mean a TBM has no surface footprint. A realistic site plan may require:

Drill-and-blast also keeps the tunnel face underground and can avoid the continuous open trench associated with cut-and-cover. The Northern Link EIA lists underground work, limited disturbance to land, wildlife and public activity at ground level, and less spoil than cut-and-cover among its benefits. It nevertheless requires portals or access points, ventilation, mucking and support areas, and—where explosives are used—secure storage and transport arrangements.

Vibration, blast overpressure and noise

Why blasting has higher peaks

Explosives release energy almost instantaneously. Even with carefully designed charges, delay sequences and monitoring, drill-and-blast can create a short, high-amplitude vibration pulse and a blast overpressure wave. Those peaks are the principal concern for fragile masonry, heritage structures, sensitive equipment and occupants who notice sudden events.

The Northern Link and related EIA material characterise blasting as producing higher vibration than TBM excavation, but for less duration. The distinction matters: a receiver may experience a strong event only once or twice a day rather than a lower-level stimulus throughout every operating hour.

Why a TBM can be the noise problem

A TBM’s cutterhead, motors, pumps and spoil system operate for long periods. Ground-borne energy can travel through rock and soil into basements and rooms, where it may be perceived as a steady rumble even when airborne sound at the surface is screened. The EPD noise assessment identified TBM as the worst case for ground-borne noise in its comparison because the machine operates continuously.

Drill-and-blast can therefore be the better neighbour experience where residents value long quiet intervals and can be protected from brief, scheduled events. Conversely, a school, hospital or laboratory that cannot tolerate a sudden vibration pulse may favour TBM despite the persistent low-frequency noise. The correct comparison uses receiver-specific predictions and monitoring, not the labels “quiet” and “loud.”

Controls that change the exposure

For drill-and-blast, the project team can control charge per delay, hole layout, stemming, initiation sequence, firing windows, exclusion zones and monitoring locations. These measures reduce—but do not erase—peak vibration and overpressure. For a TBM, controls include acoustic isolation, resilient equipment mounts, enclosure of surface plant, scheduling of the noisiest activities, shaft and tunnel ventilation design, and real-time ground-borne noise monitoring.

Ground movement, water and nearby structures

Both methods depend on face control and the behaviour of the ground. A TBM can maintain a controlled excavation profile and install a lining close behind the face. The Northern Link EIA summary identifies comparatively lower vibration and less groundwater impact when a watertight precast lining is used. That benefit is conditional on the machine type, lining design, joints, grouting and actual geology.

TBM tunnelling still involves risks at shafts, portals, cross-passages and locations where the ground changes. Settlement can result from face pressure, over-excavation, inadequate annulus grouting or unexpected voids. Surface structures are protected by baseline surveys, settlement markers, inclinometers, piezometers and trigger-action-response plans tailored to the building and ground conditions.

Drill-and-blast gives the crew direct visual access to each newly exposed face and flexibility to install rock bolts, shotcrete, steel ribs or other support as conditions change. The trade-off is that each blast can loosen rock beyond the design line and transmit vibration into the surrounding mass. Controlled blasting, shorter rounds and immediate support limit that damage, while pre-condition surveys and vibration thresholds protect sensitive buildings.

Geology, tunnel length and shape decide whether a TBM is practical

Long, uniform alignments

TBMs become more attractive as the drive gets longer and the cross-section, alignment and ground conditions remain reasonably uniform. The high capital and mobilisation effort is spread over many metres, and the machine’s continuous production can deliver a predictable excavation profile.

Short drives and changing ground

For a short section, a TBM may spend a large share of the programme in procurement, factory acceptance, delivery, assembly, commissioning and retrieval. The Northern Link EIA notes that a TBM can have a high daily rate while overall production is lower for short sections. A conventional drill-and-blast crew can begin with available drilling, loading, ventilation and support equipment and demobilise without recovering a large machine.

Hard rock, caverns and irregular cross-sections

The Express Rail Link EIA identifies drill-and-blast as efficient for large-face hard-rock excavation. Caverns, junctions, emergency chambers and tunnels whose shape changes along the alignment may be difficult or uneconomic for a fixed-diameter TBM. The same assessment notes that hard-rock TBM size, difficult ground and varying cross-sections can make TBM excavation impractical.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Hard rock” is not by itself a vote for blasting. A long, competent rock tunnel can be an excellent TBM application if the cutterhead, disc wear, access and spoil system are viable. The decision requires a geological model, boreholes, groundwater data, expected fault zones and a realistic machine performance assessment.

Procurement, setup and logistics

A TBM is a project-specific production system, not simply a machine delivered to the portal. The client must define diameter, steering, cutterhead, ground-support mode, lining, launch method, backup gantries, power, ventilation and spoil handling. In the Northern Link project context, the EIA expected about 18 months for TBM procurement. That figure reflects the market and programme assumptions of that project; it should not be treated as a universal lead time.

After delivery, the machine needs a launch chamber or shaft, assembly space, heavy lifting, commissioning and a plan for retrieval or dismantling. Slurry or conveyor systems can require substantial surface land and continuous maintenance. If the alignment changes unexpectedly, adapting a TBM can be slower and more expensive than changing a drill-and-blast round.

Drill-and-blast logistics are different rather than absent. They include drill rigs, explosives magazines, licensed handling, delivery on approved routes, ventilation after firing, mucking equipment, ground support and personnel exclusion during each blast. The Northern Link EIA lists explosives magazines and transport of explosives on public roads as disadvantages. Those activities can create community, security and regulatory impacts even when the tunnel face itself is underground.

Advance rate and the total programme

Once launched in suitable ground, a TBM often advances faster than a cyclic drill-and-blast heading. A Chalmers University of Technology hard-rock comparison published in 2021 reported approximately 65 metres per week for TBM and 39 metres per week for drill-and-blast in its studied case. These are case results, not guaranteed production rates: geology, shift pattern, machine availability, support requirements, maintenance and mucking capacity can change the outcome.

Total schedule is broader than metres excavated per week. Add TBM design and procurement, manufacture, transport, shaft construction, assembly, commissioning, retrieval and any reconfiguration. For drill-and-blast, add access construction, cycle time, ventilation after each firing, support installation, explosives restrictions and potential restrictions on working hours. A shorter method at the face can still lose the programme if its enabling works or logistics are slower.

Which method is usually less disruptive in common scenarios?

Project situation Likely starting preference Why Issues that could reverse the choice
Long, deep urban tunnel with a stable diameter and uniform ground TBM Few surface access points, lower peak vibration and efficient continuous excavation. Persistent ground-borne noise, shaft land, slurry or spoil plant, difficult procurement and unexpected geology.
Short hard-rock connection or temporary drive Drill-and-blast No disproportionate TBM mobilisation; conventional equipment can start and leave quickly. Sensitive heritage receivers, strict blast limits, explosive transport constraints or difficult public firing windows.
Large cavern, station box or changing cross-section Drill-and-blast Flexible face size and support pattern; suitable for large hard-rock faces. Vibration limits, overbreak, long support cycles and restricted explosives storage.
Alignment beneath buildings that cannot tolerate repeated peaks TBM, subject to noise study Lower excavation vibration and no repeated blast overpressure. Residents may experience continuous low-frequency ground-borne noise; shafts may still affect foundations and traffic.
Site with no feasible shaft or compound locations Case-specific Neither method is impact-free; access constraints may dominate. Portal geometry, emergency access, spoil routes, land rights and construction staging.

A practical method-selection process

  1. Map the receivers. Identify homes, schools, hospitals, heritage buildings, utilities, laboratories, transport assets, ecological receptors and working-hour restrictions along the alignment and around every shaft or portal.
  2. Define the tunnel geometry. Record length, diameter, gradient, curves, junctions, caverns, cross-passages and any sections that change shape. A uniform long drive and a sequence of irregular chambers should not be evaluated as the same job.
  3. Characterise the ground and water. Use boreholes, core logging, geophysics and groundwater information to identify competent rock, faults, mixed face conditions, squeezing ground, inflows and abrasive strata. Test whether one TBM configuration can handle the whole drive.
  4. Model each exposure separately. Predict blast vibration and overpressure for drill-and-blast; predict continuous ground-borne noise and construction vibration for TBM. Include surface plant, shafts, conveyors, trucks, ventilation and spoil processing.
  5. Build the enabling-works schedule. For TBM, include procurement, manufacture, delivery, assembly, launch, commissioning and retrieval. For blasting, include portal access, magazines, licensed transport, ventilation, mucking and support cycles.
  6. Test logistics and land. Confirm shaft sites, crane capacity, segment or support deliveries, spoil destinations, traffic routes, emergency access and working-hour permissions. A method that looks quiet at the face can still be the disruptive option because of its supply chain.
  7. Price risk, not only excavation. Compare contingency for cutter or disc wear, machine downtime, reconfiguration, overbreak, support, water treatment, settlement mitigation and community controls. Do not use a generic cost or carbon percentage; the evidence is project-specific.
  8. Set monitoring and stop-work rules. Establish baseline surveys, trigger levels, alarm routes, complaint response, blast logs, vibration and noise monitoring, settlement instruments and a procedure for changing the method when ground or receiver conditions differ from the design assumptions.

How to reduce disruption after the method is chosen

For a TBM

  • Place shafts and compounds on previously disturbed land where possible, and keep heavy vehicle routes away from the most sensitive receivers.
  • Design the lining, annulus grouting and face-control system to limit groundwater inflow and settlement.
  • Separate or isolate pumps, fans, conveyors and backup equipment so continuous ground-borne noise is not transmitted directly into occupied structures.
  • Schedule deliveries, spoil processing and maintenance to respect local working-hour constraints rather than assuming that underground excavation is the only noise source.
  • Monitor ground-borne noise and settlement continuously near sensitive buildings, with predefined responses if readings approach action levels.

For drill-and-blast

  • Use a blast design that limits charge per delay and confines energy to the planned excavation line.
  • Set predictable firing windows, notify affected occupants and maintain a clear exclusion and re-entry procedure.
  • Measure vibration and overpressure at the nearest sensitive receivers, not only at the portal.
  • Use shorter rounds, careful stemming and immediate support where the ground or structures require tighter control.
  • Plan magazine locations and explosive deliveries so security, public-road exposure and traffic disruption are minimised.

Answers to the questions project neighbours ask

Which is quieter, a TBM or drill-and-blast?

Neither is universally quieter. Drill-and-blast creates a brief, high-intensity event and then a quieter interval; a TBM can create continuous ground-borne construction noise while it operates. The EPD comparison identified TBM as the worst case for persistent ground-borne noise, while drill-and-blast was the worst case for indirect vibration impacts on heritage buildings.

Which causes less vibration to buildings?

TBM excavation generally causes lower peak vibration than blasting. That does not remove vibration from shafts, support work, mucking or surface plant, and a building may still be affected by sustained low-frequency noise. Receiver-specific modelling and monitoring are required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does a TBM disturb the surface less?

Usually for a long urban alignment, because excavation is underground and surface access can be limited to launching and retrieval shafts. Shafts, compounds, cranes, spoil systems, conveyors, water treatment and truck movements remain part of the surface footprint.

Is a TBM always faster?

No. A TBM can have a higher excavation rate once operating, but procurement, assembly, launch, retrieval and geology changes can erase that advantage. The cited Chalmers hard-rock case recorded about 65 metres per week for TBM and about 39 metres per week for drill-and-blast; those figures describe that case, not every tunnel.

Why choose blasting if a TBM is less disruptive?

Because the premise may not hold for a short, irregular or large-face hard-rock excavation. Drill-and-blast can avoid a long TBM procurement and mobilisation period, adapt to changing shapes and ground, and produce quiet intervals between controlled blasts. The trade-off is higher peak vibration, overpressure and explosives logistics.

Bottom line

Start with TBM when the tunnel is long, deep, uniform and beneath a dense urban area, then test its continuous ground-borne noise and shaft footprint. Start with controlled drill-and-blast when the drive is short, geometrically variable, cavernous or suited to competent hard rock, while applying strict vibration, overpressure and explosives controls. The defensible choice is the method that produces the lowest total exposure for the actual receivers and programme—not the method with the lowest impact on one isolated metric.
