A backyard reflecting pool works when its water sits perfectly level, it is placed where it can be seen from the spots you use most, and the surface is kept still enough to mirror the sky, trees, or architecture behind it. Build it as a shallow, level basin using a flexible liner, a preformed shell, masonry, or a container. Treat a pump as an optional addition for a fountain, a cascade, or recirculation, not as a requirement for a quiet pool.
Start with the view, not the shape
Mississippi State University Extension recommends deciding first how the feature will be seen: from patios, seating areas, entrances, and windows. Before settling on a location, confirm that electricity and water are practically available and that you can reach the pool with cleaning tools. A water feature generally performs best on a flat area. Trees need special attention. Their leaves will fall into the water, and roots can be damaged during excavation.
Two site checks come before any digging. First, locate buried utilities. Second, plan how surface runoff will be kept out of the basin. Runoff can carry contaminants into the water, cause murkiness, and overflow the edge after heavy rain. Oklahoma State University Extension makes the same point about diverting runoff away from the basin.
Decide whether the pool should move
The design choice that shapes everything else is whether the water should be still or in motion. A quiet, still plane is the classic reflecting pool. It emphasizes the mirror effect and needs little visible water movement. A fountain or cascade adds motion and sound, but it brings pump sizing, plumbing, electrical planning, higher evaporation, and more upkeep.

The U.S. Environmental Protection Agency’s WaterSense program recommends recirculating ornamental water features and notes that lower pumping rates reduce water lost to evaporation. It also says shade reduces evaporation. If you choose a still pool, keep planting and edging subordinate to the visual effect you are after. Plants that crowd the surface or break the edge line will soften the reflection you built the pool to create.
Choose the basin construction
The construction method determines how flexible the shape is, how the pool holds up over time, how difficult it is to repair, and roughly what it will cost. The table below compares the four common options using the characteristics described in Mississippi State University Extension guidance. The sources reviewed do not give dollar figures that can be compared across methods, so cost is shown only in relative terms.

When to bring in a professional
For large or technically involved builds, Mississippi State University Extension recommends consulting professionals. Oklahoma State University Extension notes that concrete and fiberglass work takes considerable skill. A landscape architect or water-feature contractor is the practical route for a formal masonry pool, a pool with integrated drains and wiring, or any build that will be difficult to alter later.
Install a flexible liner correctly
A liner pool fails most often at its base and its edge, so both need deliberate attention. The sequence below combines Mississippi State University Extension guidance with Royal Horticultural Society (RHS) guidance.

- Rough out the desired shape and establish a level edge around it.
- Remove roots and sharp objects from the basin.
- Cover the prepared soil with a protective pad or carpeting, as Mississippi State University Extension recommends. RHS describes the same job with pond underfelt, and in stony ground it recommends first spreading a 2.5 cm (1 in) layer of damp sand.
- Lay the liner so that at least 15 cm (6 in) extends beyond the edge on every side, per RHS guidance.
- Add water gradually rather than filling the basin in one pass, as RHS advises.
- Secure the overlap under paving or turf, then install edging that conceals the liner while keeping the planned waterline visible.
The edging detail is worth planning before the liner goes in. Once the overlap is buried, changing the waterline means re-setting the edge.
Level it, or the water will tell you
Accurate leveling matters more in a reflecting pool than in almost any other water feature, because the water surface is the design. Oklahoma State University Extension warns that a poorly leveled pool can leave one end exposed while water threatens to overflow at the other. Check the level of the rim at several points before you set the liner or shell. Plan the drainage route and access to any pump, filter, or plumbing before construction starts, so those components are not blocked by finished paving.

Pumps, water use, and evaporation
A pump is useful when the design calls for recirculation, a fountain, or a cascade. If the pool is meant to be still, you do not need one. Where a pump is used, WaterSense recommends recirculating water, and select only the flow the chosen effect requires. Higher flow means more water lost to evaporation and more energy use.
A documented solar-powered example
UF/IFAS documents one garden water feature powered by three 10-watt photovoltaic panels and a 12-volt DC bilge pump capable of lifting water 2 to 3 feet. The installation was built in 2013. UF/IFAS reports that it receives occasional reservoir cleaning and pump replacement about every 2 to 3 years. This is a single documented installation, not a sizing rule or a general service-life figure for solar pumps.

The WaterSense evaporation figure and its scope
The EPA WaterSense technical sheet from 2023 estimates that an uncovered 500-square-foot swimming pool loses 12,000 to 31,000 gallons per year to evaporation. The figure varies by climate. It describes swimming pools, not reflecting pools, so it should not be read as the water loss for a decorative basin. The same sheet says pool covers can substantially reduce evaporation, but covers are not automatically suitable for a decorative reflecting pool. Consider access, appearance, and safety before adopting one.
Maintenance you should plan for
Mississippi State University Extension states: “All water gardens will need to be maintained on a regular basis.” For a small pond, that means removing leaves and debris, checking pumps and filters where they are installed, removing excess plants, and replenishing water during drought. Siting reduces the work. A location that limits leaf fall and controls wind and sun exposure makes both maintenance and water use easier to manage.
Safety, permits, and electrical work
- Children and access. Control access to the water before the pool is filled.
- Permits and insurance. Oklahoma State University Extension says permits may be required. It also notes that insurers may treat water gardens deeper than 18 inches as an “attractive nuisance,” and that a fenced area may be needed. Treat this as a reason to check your local rules and insurer, not as a universal legal requirement.
- Underground utilities. Confirm their locations before excavation.
- Electrical equipment. Queensland’s Electrical Safety Office advises using safety-switch-protected equipment around water, keeping extension leads and cords out of the water, and having pool wiring installed and maintained by a licensed electrician. This is advice for Queensland, Australia. Follow the electrical code and equipment instructions where you live.
What the guidance does not settle
The Mississippi State, Oklahoma State, RHS, EPA, and UF/IFAS guidance cited above does not provide a reliable nationwide average cost for a backyard reflecting pool, a universal recommended depth for a decorative reflecting pool, or a single pump size that suits every design. Get project-specific cost estimates, and size any pump to your actual layout and the flow the chosen effect needs.
