Highline Public Schools is offering October 2026 tours at Sylvester, Chinook and Cascade middle schools and CHOICE Academy. The free, small-group visits let community members see the buildings in use and hear what the district’s proposed construction bond would fund. Advance registration is required, and spaces are limited to 10 people per tour.
Tour dates, times and registration deadlines
According to B-Town Blog’s October 6, 2026 article, each person must register separately. Registration closes two business days before a tour or earlier if it fills. If a session is full, registrants may join a waitlist and will be contacted if a space opens. Check availability before making plans.

The tours are open to everyone, including people without children in Highline schools. The October 6 article says participants can view learning spaces in use, hear about current building conditions and proposed bond work, and ask questions. What is on the November 3 ballot
Highline Public Schools identifies two distinct proposals for the November 3, 2026 ballot. Proposition 1 is a proposed $595.4 million construction bond for facilities. Proposition 2 is a proposed $48 million capital technology levy spread over four years, or $12 million per year, for technology systems. The district says it serves more than 17,500 students across 34 schools, with more than 2,000 staff members.

These amounts, purposes and thresholds are published by Highline Public Schools in its 2026 bond and levy FAQ. The district attributes the bond’s 60 percent requirement to Washington law.
What the proposed construction bond would fund
The district’s FAQ lists school-specific projects as well as broader repairs and upgrades. These are proposed uses, contingent on voter approval—not completed work.

- Partially rebuild and substantially renovate Chinook Middle School.
- Rebuild the Southern Heights site to serve CHOICE Academy.
- Design a new Hilltop Elementary and Valley View Early Learning Center.
- Address districtwide critical needs, including aging roofs and heating and ventilation systems.
Highline says $40 million of the bond would support districtwide school improvement projects. Its list includes roofs, HVAC, plumbing, electrical systems, fire alarms, core building systems, accessibility and safety work. What the separate technology levy would support
The proposed levy is not limited to buying computers. Highline says it would fund the systems and services that schools use to teach, communicate and operate, including:

Superintendent Ivan Duran described the proposals as addressing “two different but connected needs” in a July 8, 2026 district announcement. He said the bond would address aging buildings and learning spaces, while the levy would support secure and reliable systems used by students, staff and schools.

Highline’s 2026 FAQ lists a current total local school tax rate of $4.47 per $1,000 of assessed value and projects a total rate of $4.89 per $1,000 if both measures pass. That is a projected difference of 42 cents per $1,000. The district estimates that the difference would equal about $210 per year, or $17.50 per month, for a home assessed at $500,000.

Those are district projections for the two measures passing together, not separate estimates for the bond and levy. The FAQ cautions that actual rates can vary. The homeowner example is based on assessed value; a property’s taxable value and final tax bill may differ.

What to know before attending
- Register in advance, and submit a separate registration for each participant.
- Plan for a 30-minute visit; most tours take place while school is in session.
- Each session is capped at 10 participants and can close as soon as it fills, before its listed deadline.
