The strongest earthquake-resistant structure is not necessarily the most rigid one. Modern seismic design often allows a building or bridge to move in a controlled way, then uses damping, ductility, strong load paths, deep foundations, and carefully designed connections to keep that movement from becoming catastrophic.

The five structures below are an editorial shortlist, not a mathematically provable global ranking. They represent different approaches to seismic resilience: Tokyo Skytree separates and damps two structural systems; Taipei 101 combines a supertall structural frame with a huge tuned mass damper; Torre Mayor places fluid-viscous dampers inside its perimeter bracing; the San Francisco–Oakland Bay Bridge demonstrates retrofit engineering after a major failure; and Torre Reforma shows how performance-based design can set explicit targets for severe earthquake demand.

None should be called earthquake-proof. A seismic design target is an engineering assumption or performance objective—not a guarantee that a structure will suffer no damage in every possible earthquake.

How earthquake-resistant structures manage ground motion

Earthquakes impose rapidly changing forces on structures because the ground moves beneath their foundations. A building’s mass, height, shape, stiffness, soil conditions, connections, and intended use all influence how it responds.

In broad terms, successful seismic design combines three strategies:

  • Provide strength, ductility, and a reliable load path. Columns, walls, braces, foundations, joints, and connections must transfer earthquake forces without brittle failure. Ductile components are detailed to deform and absorb energy rather than suddenly breaking.
  • Control movement. Engineers can use tuned mass dampers, oil dampers, fluid-viscous dampers, isolators, joints, and other devices to reduce acceleration, drift, or force concentration.
  • Support the structure through the ground. Deep piles, foundation walls, bedrock connections, and soil-specific analysis help manage overturning, uplift, compression, and the amplification of ground motion.

These strategies address different problems. A tuned mass damper may improve comfort and reduce vibration, but it is not a substitute for strong columns and foundations. A fluid-viscous damper may dissipate energy and limit interstory drift, but its effectiveness depends on its connections, placement, capacity, and the surrounding structural frame. A bridge may need to move during an earthquake so that it does not transfer destructive forces into a brittle connection.

1. Tokyo Skytree: a separated central column that helps control movement

Tokyo Skytree is one of the clearest examples of a very tall structure using a purpose-designed central damping system. Its reinforced-concrete central column, known as the shinbashira, is structurally separated from the surrounding steel tower. Oil dampers connect the two systems.

During an earthquake or strong wind, the steel tower and the central column can move with different phases. The dampers then resist the relative movement, reducing the overall response of the tower. The system is described as a mass-added control system because the independently moving central element acts as a stabilizing mass rather than simply forming a conventional rigid core.

Official Tokyo Skytree project descriptions report approximately a 40 percent reduction in response shear force under major-earthquake conditions. A separate official summary describes earthquake-motion reduction of up to 50 percent. Those figures should not be treated as one universal performance number: they appear to describe different cases or methods of reporting. The safe conclusion is that the system was engineered to substantially reduce the tower’s seismic response under specified conditions.

The foundation is part of the seismic system

The tower does not rely on the shinbashira alone. Its official structural explanation describes ribbed diaphragm-wall piles extending approximately 35 to 50 meters into the ground. The ribs increase frictional resistance, helping the foundation handle the uplift and compression forces produced when a very tall, slender tower moves under wind or earthquake loading.

The overall arrangement combines a steel truss body with a reinforced-concrete central element. That combination allows the tower to use both the strength and flexibility of steel and the mass and stiffness of reinforced concrete, while the dampers manage the interaction between them.

The pagoda connection—and its limit

Tokyo Skytree’s central column is often discussed alongside the structural logic associated with traditional Japanese five-story pagodas. The comparison is useful as architectural inspiration, but the modern system should not be confused with a literal reproduction of a pagoda’s construction. Tokyo Skytree uses engineered oil dampers, a separated steel-and-concrete configuration, and a foundation designed for the demands of a modern broadcast tower.

The operator also states that the tower was checked for severe direct-under-site earthquakes beyond the ordinary assumptions applied to standard high-rise design. That is a statement about design verification. It is not a promise that the tower would experience no damage or remain unaffected by every future earthquake.

Signature lesson: Tokyo Skytree shows how an independently moving central structural element can reduce seismic response in an exceptionally tall tower.

2. Taipei 101: deep foundations and a giant tuned mass damper

Taipei 101 combines several layers of seismic and wind engineering. Its system includes deep foundations, a stiff core-and-perimeter arrangement, outrigger trusses, and a large suspended steel pendulum that acts as a tuned mass damper.

The building’s official structural information states that 380 foundation piles were driven to depths of roughly 80 meters, with the deepest piles extending approximately 30 meters into bedrock. The foundation transfers the tower’s substantial gravity and overturning demands into the ground, while the structural frame above distributes lateral forces through the core, perimeter columns, and outrigger trusses.

What the 730-ton pendulum does

The best-known component is the suspended steel pendulum, generally reported by the building’s structural engineer as a 730-ton tuned mass damper. When the tower begins to sway, the pendulum moves in a carefully selected relationship to the building’s motion. Its movement counters part of the tower’s response, reducing acceleration and the sensation of swinging.

Taipei 101’s owner describes the device primarily as a wind damper that suppresses violent swinging during strong winds or earthquakes and improves safety and comfort. Thornton Tomasetti describes it as reducing movement caused by strong winds and earthquakes while improving occupant comfort.

This distinction matters. The pendulum is not the building’s sole earthquake defense, and it should not be presented as a giant ball that prevents collapse by itself. The columns, core, outriggers, bracing, foundations, materials, connections, and seismic detailing carry the primary structural demands. The tuned mass damper manages part of the movement imposed on that system.

Why comfort belongs in a seismic discussion

Structural survival and human comfort are related but different performance objectives. A tall building may be designed to move without collapsing, yet excessive acceleration can alarm occupants, damage ceilings and partitions, disrupt elevators, and affect building operations. Damping helps reduce those effects while the primary structural system provides strength and controlled flexibility.

Signature lesson: Taipei 101 demonstrates that seismic resilience in a supertall building is a coordinated system of foundations, stiffness, bracing, controlled flexibility, and damping—not just the famous pendulum near the roof.

3. Torre Mayor: fluid-viscous dampers built into the bracing

Torre Mayor is a particularly useful case study because Mexico City’s soft, lakebed-influenced soils can amplify earthquake motion. A tower in that environment must be designed for the interaction between the building, its foundation, and the ground—not simply for a generic earthquake force.

The building’s official site identifies 98 seismic dampers integrated into its perimeter diagonal structure. The damper manufacturer describes them as 98 fluid-viscous dampers arranged in a mega-brace configuration.

How the perimeter dampers work

Fluid-viscous dampers act somewhat like highly engineered shock absorbers. When the building moves, the devices resist that movement and dissipate part of the earthquake’s energy. Because the dampers are integrated into the diagonal perimeter bracing, they are not merely an add-on attached to an otherwise conventional frame. Their performance is tied to the diagonal load-resisting system, the connections at each end, and the behavior of the building around them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The manufacturer reports that the arrangement reduces earthquake forces and foundation loads while controlling interstory movement. It also allowed the tower to use a lighter structural system than a conventionally damped alternative, according to the manufacturer’s project description.

Interstory movement—or drift—is especially important in tall buildings. Excessive drift can damage structural and nonstructural components, distort frames, jam doors and elevators, rupture utility services, and create dangerous concentrations of force at connections. Limiting drift is therefore a major part of making a building repairable and usable after an earthquake.

Reported performance during Mexican earthquakes

Torre Mayor also has reported observational evidence. WSP states that a magnitude-7.6 earthquake struck Mexico City shortly after the tower’s completion in 2003 and that residents were largely unaffected because of the building’s seismic-resilience measures. Taylor Devices reports that the building performed as expected without damage in the January 21, 2003 earthquake and again during a magnitude-7.1 earthquake in 2017, reopening the same day.

Those accounts should be attributed to the relevant engineering and project participants rather than presented as an independently audited universal verdict. Performance in one or more earthquakes does not prove that a building will remain undamaged in every future event. It does, however, make Torre Mayor a valuable example of dampers being used as an active part of a high-rise building’s seismic strategy.

4. San Francisco–Oakland Bay Bridge: seismic resilience shaped by failure and retrofit

The San Francisco–Oakland Bay Bridge belongs on this list for a different reason. It is best understood as a seismic-resilience and retrofit story rather than as one newly built, earthquake-proof object.

The 1989 Loma Prieta earthquake caused part of the original eastern span to unseat and collapse. Caltrans explains that the failure occurred at the junction between a flexible frame and a shorter, stiffer frame, together with an insufficient hinge seat. The event demonstrated how a vulnerable connection or discontinuity can undermine an otherwise large and heavily engineered structure.

From observed failure to a regional safety program

The collapse helped drive California’s long-term seismic-safety program for toll bridges. Caltrans documents the replacement of the original eastern span and major seismic retrofits across Bay Area toll bridges. The agency’s bridge-design guidance treats the San Francisco–Oakland Bay Bridge as a critical transportation link and provides detailed seismic-design treatment for its spans.

This is a central construction lesson: seismic safety does not end when a structure opens. Older bridges may require new restraints, enlarged seats, upgraded bearings, stronger connections, energy-dissipating devices, or complete replacement of vulnerable spans. The correct intervention depends on the original design, observed deficiencies, current hazard assumptions, required service life, and the consequences of closure.

Controlled movement is the goal

The west span includes seismic dampers that allow controlled movement during an earthquake. In a 2020 Caltrans project notice, the agency described an upgrade involving 96 seismic dampers on the west span and explained that the dampers allow the bridge to move during earthquakes.

That may sound counterintuitive, but preventing all movement is usually not the objective. A bridge needs to accommodate thermal expansion, traffic effects, wind, and earthquake displacement. During a major earthquake, controlled movement can prevent destructive force concentrations, pounding, unseating, and failure at critical connections. The engineering challenge is to make the movement predictable and keep the load path intact.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The bridge’s seismic story also includes redundancy and post-earthquake functionality. A major transportation corridor must be designed not only to remain visibly standing but also to be inspectable, repairable, and available as soon as safely possible after a disaster.

Current maintenance and joint-rehabilitation work should not be confused with the original seismic-safety program. Caltrans separately reports ongoing joint rehabilitation and reconstruction work on the west span; those projects are part of continuing infrastructure maintenance, not evidence that the bridge’s original seismic program was incomplete.

Signature lesson: The Bay Bridge shows that earthquake resistance is often an evolving infrastructure program shaped by observed failures, retrofit engineering, redundancy, and controlled movement.

Technical basis: Caltrans explanations of the 1989 eastern-span failure, the regional toll-bridge seismic-safety program, seismic design guidance, the west-span damper upgrade, and later joint work.

5. Torre Reforma: performance-based design for a severe target event

Torre Reforma represents a different advance in seismic engineering: performance-based design. Arup identifies the 246-meter Mexico City tower as a landmark seismic project and says it was designed to withstand a one-in-2,500-year seismic event.

That figure should be read as a design target or hazard-return-period description, not as a prediction that the building will experience exactly that earthquake. It also does not mean that the tower would suffer no damage in such an event. A return period is a probabilistic way of describing the frequency associated with a level of hazard; it is not a countdown clock and does not eliminate uncertainty in ground motion or building response.

What performance-based design changes

Prescriptive building codes establish minimum requirements for many common building types. Performance-based design adds a more explicit question: how should this particular structure behave under different levels of earthquake demand?

Engineers can establish objectives such as limiting damage during more frequent earthquakes, preventing collapse during rare severe events, protecting life, controlling drift, preserving key systems, or allowing faster inspection and recovery. They then use analysis and project-specific engineering judgment to evaluate whether the proposed structure is likely to meet those objectives.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Arup’s broader seismic-design practice describes performance-based design as a way to address resilience and recovery, noting that ordinary building codes do not necessarily focus on keeping a building operational after an earthquake. That is why Torre Reforma is important editorially: its story is not just about one damper or one brace. It is about defining expected performance before selecting and verifying the structural system.

Arup describes the tower as one of the most secure buildings in the region. That is an attributed engineering assessment, not an independently established universal ranking. The appropriate takeaway is that Torre Reforma demonstrates how ambitious, quantified seismic objectives can guide the design of a tall building in a challenging urban seismic environment.

Signature lesson: Torre Reforma shows how performance-based seismic design can set explicit targets for behavior under severe seismic demand rather than relying only on minimum prescriptive rules.

What these five structures have in common

Although the structures use different devices and serve different purposes, their seismic strategies reveal several principles that apply across construction and infrastructure work.

1. Soil and foundations can be as important as the visible structure

Mexico City’s soft, lakebed-influenced soils can amplify motion. Tokyo Skytree’s deep ribbed piles address the uplift and compression demands of a slender tower. Taipei 101’s deep piles extend toward bedrock. In each case, the foundation is not a passive platform beneath the interesting engineering; it is part of the seismic load path.

2. Damping is not the same as strength

Tokyo Skytree’s oil dampers, Taipei 101’s tuned mass damper, Torre Mayor’s fluid-viscous dampers, and the Bay Bridge’s seismic dampers all control movement or dissipate energy. They do not replace the columns, walls, braces, foundations, bearings, joints, and connections that provide primary strength and stability.

3. Flexibility must be controlled, not merely increased

A rigid structure is not automatically safer, and a flexible structure is not automatically safer. The engineering objective is to achieve a predictable response with sufficient strength, ductility, damping, and displacement capacity. The Bay Bridge makes this especially clear: permitting movement can be safer than forcing earthquake energy into an inadequate connection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Connections deserve as much attention as major members

The original Bay Bridge eastern-span failure involved the relationship between frames and an insufficient hinge seat. That lesson applies broadly. A strong beam, brace, or column cannot compensate for a brittle connection, inadequate seat, poor anchorage, or discontinuous load path.

5. Resilience extends beyond collapse prevention

Modern seismic resilience can include protecting occupants, limiting nonstructural damage, reducing excessive acceleration and drift, making inspection easier, enabling repair, and preserving critical operations. Taipei 101’s damper illustrates the comfort issue; Torre Mayor’s reported same-day reopening illustrates the value of rapid return to use; the Bay Bridge illustrates the importance of transportation continuity.

How to compare earthquake-resistant structures responsibly

There is no single universal score that ranks these five structures fairly. They differ in height, use, structural type, design era, soil conditions, seismic hazard, occupancy, maintenance regime, and performance objective.

A fair comparison asks more specific questions:

  • What earthquake hazard and soil conditions was the structure designed for?
  • Which components provide primary strength and stiffness?
  • Which components dissipate energy or reduce movement?
  • How much ductility and displacement capacity is available?
  • What happens if a nonstructural component is damaged?
  • Can the structure be inspected and repaired after the event?
  • Is continued operation part of the design objective?
  • Is the evidence a design description, an analytical prediction, an observed event, or a claim from a project participant?

That last question is particularly important. A published design target is not the same as measured earthquake performance. An owner’s performance summary is not the same as an independent forensic investigation. A structure that has not yet experienced its design-level event has not been proven against it—although its design may be well documented and rigorously analyzed.

Bottom line

Tokyo Skytree, Taipei 101, Torre Mayor, the San Francisco–Oakland Bay Bridge, and Torre Reforma do not share one magic earthquake technology. Their resilience comes from matching the structural system to the hazard and the required performance.

Some use damping to absorb energy. Some use a tuned mass to reduce acceleration. Some rely on deep foundations and coordinated bracing. The Bay Bridge shows the importance of learning from failure and upgrading existing infrastructure. Torre Reforma shows how explicit performance objectives can shape design decisions.

The most accurate description is therefore not earthquake-proof. These are structures designed—or, in the Bay Bridge’s case, redesigned and maintained—to manage severe seismic demand, protect people, limit damage, and improve the chances of inspection, repair, and continued use after an earthquake.

Frequently Asked Questions

Are any buildings truly earthquake-proof?

No. Earthquake-resistant and seismically resilient structures are designed for specified hazards, load cases, and performance objectives. They may limit collapse, movement, damage, or downtime, but no design can guarantee zero damage in every possible earthquake.

Which of these structures uses the largest damper?

Taipei 101 is known for its suspended steel tuned mass damper, generally reported by its structural engineer as weighing 730 tons. That device primarily reduces building movement and improves comfort; it is only one part of the tower’s complete seismic system.

What is the difference between a tuned mass damper and a fluid-viscous damper?

A tuned mass damper uses a large secondary mass that moves in a selected relationship to the main structure to counter vibration. A fluid-viscous damper resists movement through fluid-based damping and dissipates energy. Tokyo Skytree uses oil dampers between separated structural systems, while Torre Mayor uses fluid-viscous dampers in its perimeter bracing.

What does Torre Reforma’s one-in-2,500-year design event mean?

It is a probabilistic hazard or design-target description from Arup, not a prediction that an earthquake will occur exactly once every 2,500 years. It also does not guarantee that the building would remain undamaged if such an event occurred.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

Earthquake resistance is not a single product or structural trick. It is the coordinated use of strength, ductility, foundations, controlled movement, damping, reliable connections, and clearly defined performance goals. The five structures show different ways to apply those principles—and why resilience must be measured by more than whether a building remains standing.
