Whether a toll road is worth taking depends on the specific trip: compare both routes at the same departure time, then weigh the toll and any extra vehicle costs against the time it is expected to save. A toll is not automatically faster or cheaper overall.
What to compare for the same trip
Use the same origin, destination, planned departure window, vehicle, and toll-payment assumptions for both options. Compare these figures:
- Travel time: estimated door-to-door duration for each route at the planned departure time.
- Distance: the route length, which can affect fuel and other operating costs.
- Toll: the charge for your vehicle class and payment method.
- Vehicle costs: estimated fuel and, if the distance or driving conditions differ materially, maintenance and depreciation.
- Practical conditions: whether toll avoidance matters to you, whether your vehicle can use the facility, and how uncertain the time estimates are.
FHWA describes travelers’ perceived route costs as including tolls, travel time, fuel, maintenance, and depreciation. Those costs will vary by trip and vehicle; without vehicle-specific inputs, operating-cost differences are estimates, not precise savings. FHWA’s Road Pricing overview explains that charges and road-pricing approaches can vary by facility, geography, time, and vehicle attributes.
Check the toll for your trip
Do not rely on a generic national toll estimate. Rates and rules may depend on the road, time, vehicle class, distance traveled, and payment method. Check the relevant toll authority for the planned trip, including current rates, payment terms, discounts, eligibility, and operating conditions.

FHWA’s national toll-facility inventories cover facilities operating on January 1, 2023. They can help show that toll facilities and collection approaches differ, but they are not current trip quotes: interstate toll-road inventory and non-interstate toll-road inventory.
Calculate what the saved time would cost
First compare the toll route’s total added cost with the existing route. Include the toll and any meaningful difference in fuel or other vehicle operating costs. Then divide that added cost by the expected minutes saved:
Added cost per minute saved = added cost of the toll route ÷ minutes saved

Use your own current estimates for the trip; there is no universal personal threshold for what a minute saved should cost. Ask whether the resulting amount is worthwhile for this particular journey. If the toll route is expected to save no time, or to take longer, consider whether another benefit makes its added cost worthwhile.

Transportation agencies also assign values to travel time for formal economic analysis. Those values support policy and project evaluations; they are not a personal rule for deciding whether to pay a toll. See the U.S. DOT’s Revised Departmental Guidance on Valuation of Travel Time in Economic Analysis, issued September 27, 2016, and stated on its page to be effective August 25, 2025.
Account for changing traffic and reliability
Compare both routes for the same departure window. Congestion can change expected duration, and some toll charges vary over time. A navigation estimate is an estimate, not a guaranteed arrival time.

Reliability matters if one route is less exposed to delay, but it should be assessed using evidence for the particular roads and time of travel. The reviewed federal sources identify reliability as a transportation cost consideration; they do not show that toll roads are more reliable for any particular trip.

- Set the same origin, destination, vehicle, payment method, and departure window for both route estimates.
- Record estimated duration and distance for each route.
- Verify the toll and any applicable vehicle, payment, or time-based rules with the road operator.
- Estimate fuel and other operating-cost differences if route length or driving conditions make them material.
- Compare the total added cost with the expected time saved, while accounting for how uncertain the estimates are and whether either route has practical constraints.
The comparison only works if there is a real alternative route. FHWA notes that drivers need an alternative they can choose at short notice for road pricing to work. If the non-toll route is not viable for your trip, the choice is not a straightforward toll-versus-savings calculation. FHWA’s Road Pricing page describes this principle.
