The federal residential clean energy tax credit is no longer available for qualifying property installed after December 31, 2025. The deadline prompted some homeowners to speed up solar projects, but the available reporting does not establish a measured nationwide surge. Most important for anyone who paid or signed a contract before the cutoff: the IRS says installation had to be completed by December 31, 2025; payment alone did not preserve the credit.
Why homeowners hurried to install solar panels
The phrase “mad rush” describes homeowners accelerating solar plans as the federal residential clean energy credit approached its end. Kiplinger reported that policy uncertainty prompted some people to move faster, including a Boston-area homeowner who hurried a project to completion before year-end. That is evidence of urgency in individual cases, not a verified count of installations or proof of a nationwide spike.
The policy change came through the One Big Beautiful Bill Act, which ended the federal residential clean energy credit under Internal Revenue Code section 25D for expenditures after December 31, 2025. The cutoff has passed.
What the federal deadline required
For a solar item, the IRS treats the expenditure as made when its original installation is completed. In its August 21, 2025 FAQ, the IRS stated: “If installation is completed after December 31, 2025, the expenditure will be treated as made after December 31, 2025, which will prevent the taxpayer from claiming the section 25D credit.”

That means paying a deposit, paying the full cost, or signing an installation contract by December 31 did not qualify a system whose installation finished later. For construction or reconstruction, the IRS FAQ applies a different timing rule: the date the taxpayer’s original use of the completed structure begins.
Can you still claim the credit for a solar project?
No federal section 25D credit is available for qualifying property placed in service after December 31, 2025. Under the former rules, the credit was generally 30% of qualified residential clean-energy expenditures for eligible property installed from 2022 through that date. Those former rules should not be read as a current credit for a system installed in 2026 or later.

The credit covered more than solar panels: the IRS lists solar electric panels, solar water heaters, wind turbines, geothermal heat pumps, fuel cells, and battery storage technology among the property types that could qualify under the applicable rules. Used clean-energy property was not eligible. For solar projects, certain onsite preparation, assembly, original installation labor, and connecting piping or wiring could be included in eligible expenses. Some rebates or utility subsidies may reduce qualified costs.
Under the prior rules, traditional roofing materials and structural components generally did not qualify simply because they were part of a solar project. Qualifying solar roofing tiles or shingles could qualify when they also served as solar electric collectors.

What to check before starting a solar project now
The expired federal credit is not a reason to rush a new project. Instead, evaluate the project on its costs, expected performance, and practical fit. State, local, and utility incentives may differ by location, but their current availability and eligibility are not established here; check directly with the relevant program before relying on one.

- Schedule: Ask for a written project timeline, including design, permitting, equipment delivery, installation, inspection, and utility interconnection.
- System design and production: Compare proposed system size, expected output, and assumptions about your roof and electricity use.
- Total installed price: Review the full quoted cost and identify what is included, what could change it, and whether any rebates or subsidies affect the amount.
- Financing: Compare the loan or other financing terms, not just the advertised monthly payment.
- Warranty and service: Check what is covered, for how long, and who handles service if the installer or equipment provider is no longer available.
- Utility requirements: Confirm the utility’s interconnection process and any applicable approvals or fees before assuming the system can be switched on immediately.
- Local incentives: Verify current rules with the state, local government, or utility that administers a program; do not assume a federal credit applies.
