Temporary Signage for Businesses: Types, Placement, Permits, and Local Rules

There is no nationwide rule for a temporary business sign. Whether you may install an A-frame, banner, window promotion, or other short-term display depends on the sign’s format, exact address, zoning district, dimensions, attachment method, dates and hours, and whether it sits on private property or in a public right-of-way. A sign that is acceptable on one block may require a permit, registration, insurance, or a different location on the next.

Before ordering anything, identify those site details and ask the city department responsible for planning, zoning, permitting, or transportation which approvals apply. The municipal examples below—from New Orleans, Raleigh, Portland, Alameda, and New York City—show how different the answer can be; they are illustrations, not a nationwide code.

What counts as temporary signage?

Temporary signage is generally a short-term or portable display used to promote a business, event, sale, opening, or other message. Common formats include freestanding A-frame (also called sandwich-board) signs, banners, temporary window signs, temporary fascia or wall signs, pole signs, balloon signs, and other attention-getting devices. A locality may place each format in a different regulatory category, so the word “temporary” does not by itself tell you whether a permit is required.

Some rules turn on how a sign is installed rather than what it says. A banner attached to a private building, a sign standing on a private lot, and an A-frame placed in a sidewalk right-of-way can be governed by separate provisions. The same physical sign can therefore have a different compliance path when moved across a property line.

Why the address and placement matter first

Start with the exact street address and zoning district. Local codes can change by district, frontage, historic area, downtown boundary, or type of property. New York City Department of Buildings guidance, for example, explains that sign classification and permitted use are controlled by construction-code requirements and zoning factors such as location, size, height, projection, illumination, and the use allowed at the site.

Then determine whether the proposed location is private property or public space. A sidewalk, curb zone, street verge, or other right-of-way may belong to the city even when it fronts your storefront. Public-space placement commonly triggers a separate encroachment, sidewalk-use, or transportation approval, plus clearance and accessibility requirements.

Questions to answer before ordering a sign

  1. What is the exact address and zoning district? Record the parcel and, if applicable, downtown or special-district designation.
  2. What format is the sign? Identify it as an A-frame, banner, window sign, fascia or wall sign, freestanding sign, pole sign, balloon, or another device.
  3. What are the full dimensions? Measure width, height, sign-face area, total projection, and any supporting legs or frames. A city may regulate the whole structure, not only the printed panel.
  4. Where will it sit? Mark the proposed spot on a site plan and state whether it is on your parcel, in a shared private area, or in a public right-of-way.
  5. How will it be attached or supported? List wall fasteners, window mounting, poles, ballast, stakes, cables, or a freestanding base. Attachment can change the sign classification and installation rules.
  6. How many signs will be displayed? Ask whether the code counts temporary signs separately or combines them with permanent window, wall, or freestanding signs.
  7. What dates and hours are planned? Give the first and last display date, recurring schedule, daily operating hours, and whether the sign will remain after closing.
  8. Who owns or controls the space? Obtain written permission from a landlord, shopping-center manager, or public agency when the area is not under your exclusive control.
  9. Which approvals are needed? Confirm permit, registration, minor-encroachment, sidewalk-use, transportation, building, electrical, or accessibility requirements with the responsible department.

Common temporary sign formats

A-frame or sandwich-board signs

An A-frame is a portable, freestanding sign normally placed near an entrance or along a pedestrian approach. Its portability does not make it permit-free. Raleigh’s downtown public-space program requires a Minor Encroachment Permit and asks for design and location information, insurance documentation, and an indemnity agreement. The city also specifies where the sign may stand, when it may be displayed, and when it must be removed.

New Orleans’ code provides a different model. An A-frame must be within 15 feet of the business’s primary entrance, must not interfere with pedestrian traffic or violate accessibility standards, and requires a temporary Sidewalk Use Permit when placed in the public right-of-way. The ordinance states: “An A-frame sign shall be placed within fifteen (15) feet of the primary entrance of the business, and shall not interfere with pedestrian traffic or violate standards of accessibility as required by the ADA or other accessibility codes.” This is a New Orleans provision, not a universal distance or national standard.

Temporary banners

Banners are often regulated by sign-face area, attachment method, display period, and number per lot. New Orleans allows temporary banners for non-residential uses but limits them to 32 square feet, one per lot, with defined display periods and attachment restrictions. Portland treats the category differently: a temporary sign permit and registration fee apply to certain temporary banners and balloon signs on private property, while banners measuring 32 square feet or less are exempt from those two requirements. Portland’s 32-square-foot exemption is a city rule and should not be treated as a general size threshold.

A banner in a street right-of-way may be governed by a transportation agency rather than the office that handles private-property signs. Confirm the agency and approval before attaching anything to a public pole, railing, tree, or other city asset.

Temporary window signs

Window promotions can be regulated even when installed inside the building. New Orleans limits temporary signs affixed inside a window or mounted within 12 inches of it to 10 percent of the total window area. Temporary and permanent window signs are counted together for that limit. Measure the entire relevant window area and inventory existing decals, lettering, and displays before adding a new promotion.

Temporary fascia, wall, freestanding, pole, and balloon signs

Other promotional devices may have their own duration, attachment, safety, and registration provisions. New Orleans separately addresses attention-getting devices and temporary pole signs. Portland requires a temporary sign permit for temporary fascia/wall and freestanding signs displayed for more than one year, in addition to its rules for banners and balloon signs. Do not assume that a sign becomes “permanent” only when it is physically bolted down; the planned display duration can be decisive.

How permits, registrations, and public-space approvals differ

A permit is authorization to install or display a sign under a local code. Registration may be a separate filing or fee for a category that does not follow the same review process. A public-space approval—such as an encroachment or sidewalk-use permit—addresses occupation of land controlled by the city and often includes insurance, indemnity, maintenance, and accessibility conditions.

Ask the city to identify every approval in writing. A sign can be exempt from a private-property sign permit yet still prohibited in a public right-of-way, or it can be registered for sign purposes while needing a separate transportation authorization.

What the city examples show

Location Illustrative rule What to verify at your site
New Orleans Temporary signs generally require a sign permit unless specifically exempted. A-frame signs must be within 15 feet of the primary entrance, avoid pedestrian and accessibility interference, and need a temporary Sidewalk Use Permit in the public right-of-way. Temporary banners for non-residential uses are limited to 32 square feet and one per lot, with defined display periods and attachment restrictions. Temporary window signs inside or within 12 inches of a window are limited to 10% of total window area, counting permanent and temporary signs together. Current exemptions, display dates, attachment method, zoning district, and whether the proposed spot is public right-of-way.
Raleigh downtown Public-space A-frame signs require a Minor Encroachment Permit. The application includes design and location information, insurance documentation, and an indemnity agreement. A five-foot unobstructed pedestrian passage parallel to the street is required, expanding to seven feet on Fayetteville Street. Signs are displayed during business hours and removed at closing, during inclement weather or high winds, and during approved special events. Whether the address is within the covered downtown area, the exact corridor width, application materials, and event or weather-removal obligations.
Portland Temporary banners and balloon signs on private property can require a temporary sign permit and registration fee. Banners of 32 square feet or less are exempt from those requirements. Banners in street rights-of-way are regulated by Transportation. Temporary fascia/wall and freestanding signs displayed for more than one year need a temporary sign permit. Banner area, private versus right-of-way placement, display length, registration status, and the current agency process.
Alameda The city’s official information guide describes examples including a maximum 30 consecutive days for certain window and promotional signs, a 90-cumulative-day annual limit for promotional window signs, and A-frame size and placement limits. Verify these examples against the current Alameda code or guide before relying on them; the guide’s specific page was not directly retrievable in the reviewed material.
New York City Department of Buildings guidance covers sign definitions and classifications, construction-code requirements, and zoning controls over location, size, height, projection, illumination, and permissible use. The applicable zoning district, building and electrical requirements, sign projection and illumination, and any filing or licensed-professional requirements.

Sidewalk clearance, accessibility, and safe operation

Draw the pedestrian path before you place a freestanding sign. Measure from the sign’s widest point, including feet, braces, or weighted bases, to the nearest obstruction. Account for doors that swing outward, curb ramps, tactile warning surfaces, street furniture, utility covers, café seating, construction barriers, and queues. A route that looks clear in an empty photograph may fail when the storefront is busy.

Raleigh’s downtown example requires a five-foot unobstructed passage parallel to the street and seven feet on Fayetteville Street. New Orleans requires an A-frame not to interfere with pedestrian traffic or accessibility. These measurements are local examples; use the clearance specified by your own jurisdiction, and ask whether the city measures from the curb, building line, or another reference.

Plan for weather and closing procedures. Raleigh requires removal at closing, during inclement weather or high winds, and during approved special events. Other jurisdictions may set different operating hours or weather rules. Assign a named employee to remove, store, and inspect the sign, and keep the sidewalk clear when the business is closed if the local rule requires it.

Installation, maintenance, and liability checks

  • Use approved attachment points. Do not drill, stake, tie, or cable a sign to a public asset unless the agency authorizes that method.
  • Control wind and stability. Select a base and ballast appropriate to the location, but confirm that added weight does not reduce the required pedestrian corridor.
  • Keep messages and surfaces legible. Replace torn banners, faded panels, cracked frames, and sharp or protruding hardware.
  • Document permission. Retain the landlord’s consent, permit or registration record, site plan, insurance certificate, and any indemnity agreement with the sign file.
  • Coordinate with construction work. If paving, scaffolding, deliveries, or a road project changes the frontage, move or remove the sign as directed by the city or property manager.

A practical compliance workflow

  1. Map the proposal. Photograph the frontage, mark the sign footprint, measure the path, and note entrances, ramps, curb lines, and existing signs.
  2. Classify the sign. Write down the format, face area, overall dimensions, illumination, support, attachment, and proposed message.
  3. Check zoning and sign rules. Use the city’s current code or official sign guidance for the exact parcel and district. Check cumulative limits and existing permanent signage.
  4. Contact the right departments. Ask planning or zoning about sign classification and permits; ask transportation or public-works staff about sidewalk and right-of-way use; ask building or electrical staff about structural or illuminated installations.
  5. Submit complete materials. Provide drawings, dimensions, location plan, dates, hours, insurance, indemnity, owner authorization, and fees when requested. Incomplete applications can delay approval.
  6. Wait for written authorization. Keep the permit, registration, or exemption confirmation on site or readily available as local rules require. Do not treat an application receipt as approval unless the city says it is.
  7. Install and monitor. Place the sign exactly as approved, inspect it daily, preserve the clear route, and remove it for closing, weather, events, or the end of the authorized period.

Common mistakes and how to correct them

“It is portable, so no permit is needed.”

Portability does not override a sign code or public-space rule. Reclassify the sign with the city and obtain the required sign, registration, encroachment, or sidewalk-use approval before displaying it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The sidewalk in front of my shop is mine.”

Frontage is often public right-of-way. Confirm ownership and jurisdiction, then measure the required corridor from the actual sign footprint. Move the sign onto private property if permitted and if that change removes the public-space issue.

“A banner under 32 square feet is legal everywhere.”

That size appears in separate New Orleans and Portland rules with different effects. New Orleans still applies its own one-per-lot, display-period, and attachment limits; Portland’s exemption applies to specified permit and registration requirements. Check your city’s code rather than importing either threshold.

“A window sign is inside, so it is unregulated.”

New Orleans counts temporary signs inside or within 12 inches of a window and combines them with permanent window signs for a 10 percent area limit. Inventory all existing graphics before installation.

“Approval lasts as long as the sign remains useful.”

Many rules limit consecutive days, cumulative annual days, operating hours, or display duration. Track the authorization’s end date and remove or renew the sign on time. Alameda’s guide, for example, describes both consecutive-day and cumulative-day limits that must be verified against the current local text.

How to compare sign options for your storefront

Decision factor Questions to ask
Format Is an A-frame, banner, window display, wall sign, pole sign, or balloon device treated differently by the code?
Area and number What face dimensions, total structure size, number per lot, or combined window area are allowed?
Location Is the sign on private property, a shared private drive, sidewalk, curb zone, or another right-of-way?
Time What consecutive, cumulative, seasonal, daily-hour, or one-year limits apply?
Access and safety What clear corridor, entrance setback, curb-ramp protection, wind, and weather-removal rules apply?
Approvals and cost Is there a permit, registration fee, encroachment or sidewalk-use permit, insurance certificate, indemnity agreement, or professional filing?
Installation Are anchoring, attachment, illumination, structural, or electrical methods restricted?

When to ask for a written determination

Request written guidance when the sign is near a district boundary, occupies any public space, combines several sign types, remains in place for an extended period, uses lighting or power, or replaces an existing display. Include a scaled sketch, photographs, dimensions, proposed dates and hours, and the exact address. Written confirmation gives your staff and installer a clear standard to follow and exposes conflicts before fabrication.
