In Wisconsin, orange signs, cones, flags, temporary lane lines and arrow boards mean the road may no longer operate the way it normally does. Slow down as soon as you see them, read every instruction, leave a large gap, merge early and calmly, and obey a flagger or temporary signal. Continue following the changed pattern until signs show that the work zone has ended—even if no workers are visible.
What orange work-zone signs mean
Wisconsin Department of Transportation (WisDOT) uses orange signs to tell drivers they are approaching, entering or traveling through a work zone. The Wisconsin Motorists’ Handbook describes construction signs as orange diamond- or rectangle-shaped signs with black lettering or symbols. Orange signs, cones and flags are a signal to slow down.

| Sign or device | What to expect | What to do |
|---|---|---|
| Road Work Ahead | Construction or maintenance is farther ahead, sometimes with a distance shown. | Reduce speed, scan for the next instruction and prepare for a lane shift, queue or stop. |
| Flagger Ahead | A trained person may control traffic through the restricted area. | Slow down, be ready to stop and follow the flagger’s movements or instructions. |
| Right Lane Ends | The right lane will close or merge into another lane. | Signal, merge when there is a safe opening, take turns and do not make a last-second swerve. |
| Two-Way Traffic | Vehicles traveling in the opposite direction may be using a nearby lane or a temporary crossover. | Stay within the marked path, keep right as directed and watch for opposing traffic. |
| End of work zone | The temporary-control area has ended at the location identified by the signs. | Keep obeying restrictions until that point; do not accelerate merely because workers or equipment are out of sight. |
Read the full message and any distance plaque rather than relying on color or shape alone. An orange sign warns you about a condition; it does not by itself tell you that every lane will close or that a particular speed applies.
Why temporary markings can look unfamiliar
A work zone can change the path that traffic follows without changing the underlying roadway. Temporary pavement markings, cones, drums, barricades, arrow boards, warning lights and portable signals can move traffic across or away from the permanent lanes. A line you normally use may be covered, crossed out or replaced by a temporary line. Follow the visible temporary markings and channelizing devices that define the current path, not your memory of where the permanent lane used to be.

WisDOT’s Wisconsin Manual on Uniform Traffic Control Devices (WMUTCD) establishes how traffic-control devices are used, including markings in Part 3 and temporary traffic control in Part 6. The 2026 Wisconsin Work Zone Field Manual provides general temporary-traffic-control standards for state highways. Those technical documents are written for agencies and contractors, but the driver-facing result is straightforward: the signs, markings and devices visible on the road establish the route you must use.
Project-specific traffic-control plans, specifications and special provisions can take precedence over the general field manual. Work that affects road users—including drivers, bicyclists and pedestrians—requires an appropriate temporary-traffic-control plan. That is why the layout can differ from one project to another.
Understand the four parts of a work zone
WisDOT describes a work zone as more than the area where workers are standing. The sequence helps traffic slow and transition safely:
- Warning area: signs give advance notice of the condition ahead.
- Transition area: cones, markings or other devices move traffic out of its normal path.
- Work area: workers, vehicles, materials or the roadway activity occupy or border the restricted space.
- Termination area: traffic returns to its normal arrangement, or a sign identifies the end of the temporary restriction.
Begin responding in the warning area. Waiting until the last barrel or the final lane line leaves less room to brake, merge or identify a safe opening.

What to do when you approach a work zone
1. Reduce speed before the first obstruction
At 55 mph, a vehicle travels about 80 feet per second; at 60 mph, it travels about 88 feet per second, according to WisDOT examples. Those figures explain why a sign or barrel that appears “far away” can arrive quickly. Ease off the accelerator, scan beyond the vehicle ahead and cover the brake. The posted regulatory speed limit still applies unless a different regulatory limit is posted, and you must drive slower when conditions require it.
2. Leave a substantial gap
WisDOT advises allowing about four seconds of following distance and illustrates that interval as roughly 350 feet at 60 mph. This is safe-driving guidance, not a universal stopping-distance guarantee: pavement, weather, vehicle condition, grade and the traffic pattern all affect braking. The extra space helps prevent the rear-end collisions that are common in work zones and gives you time to react if a vehicle merges, a flagger steps into view or traffic stops suddenly.
3. Remove distractions
Keep both attention and vision on the roadway. Do not handle a phone, reach for an object or become absorbed in navigation while entering a lane shift. The Wisconsin Motorists’ Handbook says a driver may use a cellphone in a construction zone only when reporting an emergency. WisDOT also states that texting while driving is illegal statewide and that handheld cellphone talking is illegal while driving through a work zone. Exact legal exceptions and penalties can change, so consult current Wisconsin legal guidance for a specific situation.
4. Merge early, smoothly and predictably
When a lane-closure sign appears, check mirrors and blind spots, signal and move when a safe opening is available. Do not cross a solid temporary line, drive through a gore or swerve at the taper to get ahead. In heavy, slow traffic, WisDOT points drivers to zipper-merge guidance: use both lanes as directed until the merge point, then take turns rather than blocking an open lane or forcing a late merge. Follow the actual signs and devices at the site if they differ from a general merge illustration.

5. Stop for a flagger or temporary signal
A Flagger Ahead sign is a preparation warning. The flagger’s direction at the control point governs your immediate movement. Slow enough to stop, watch the person rather than the vehicle ahead and proceed only when directed. A normal traffic signal or familiar intersection pattern may be temporarily overridden by a flagger, portable signal or police direction.
6. Expect opposing traffic
A Two-Way Traffic sign can mark a crossover or a section where lanes normally separated by a median are temporarily adjacent. Keep within the channelized path, do not pass unless specifically permitted and look well ahead for headlights, brake lights and changes in the temporary centerline.
7. Stay alert after the visible work
Workers may be on a different section of the project, inside a protected area or temporarily absent. Cones, shifted lanes and reduced shoulders can remain hazardous after equipment leaves. Continue at the instructed speed and follow every restriction until an end-of-work-zone sign or other clear instruction indicates that the temporary pattern is over.
Regulatory speed limits versus advisory speeds

| Type | Typical appearance | Meaning for the driver |
|---|---|---|
| Regulatory speed limit | Black text on a white sign | Sets the posted speed limit. Obey it, and reduce speed further when conditions make the limit unsafe. |
| Advisory speed | Yellow or orange sign, often associated with a short hazard or work-zone feature | Recommends a speed for the condition. WisDOT says an advisory speed is not an enforceable posted speed limit in Wisconsin unless the driver is traveling too fast for conditions. |
The distinction is not permission to ignore an advisory sign. A tight temporary curve, narrow lane, uneven pavement, workers close to traffic or wet surface may require slowing substantially below the regulatory limit. Obey any separate regulatory speed sign and every other temporary-control instruction.

A queue forms behind a lane closure
Turn on your attention before the queue, brake gradually and keep a large gap. Watch for stopped traffic beyond the first vehicle and avoid changing lanes repeatedly. Rear-end crashes are a recurring work-zone problem, and tailgating removes the space needed to stop.
The lane line conflicts with your usual route
Trust the current temporary line, cones and arrow board. Slow down enough to identify the path, and avoid crossing a line or device that separates your lane from the work area. If markings appear confusing, follow the most recent visible instruction and be prepared to stop rather than guessing.
You see no workers
Do not treat an empty work area as the end of the restriction. The pattern may protect workers who are temporarily elsewhere, unfinished pavement or equipment that is out of view. Accelerate only after the signs indicate that the work zone has ended.

A driver tries to pass or merge aggressively
Hold a steady, predictable course and create space when safe; do not race, block or retaliate. In a narrow temporary lane, an abrupt maneuver can put vehicles, workers or opposing traffic in danger.
Emergency vehicles or police enter the zone
Follow the direction of law enforcement, emergency personnel or a flagger, even if it changes the ordinary temporary pattern. Make room only when you can do so safely and without crossing a prohibited path.
Planning a Wisconsin trip through road work
Before departure, check 511 Wisconsin for current road conditions, incidents and work-zone information. WisDOT also maintains a general work-zone safety resource and its broader Work Zones page. Conditions can change after you leave, so treat roadside signs and devices as the controlling instructions when they differ from a pre-trip map or alert.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute- Allow extra travel time for reduced speeds, alternating one-way traffic and queues.
- Secure loose items and set navigation before moving.
- Keep fuel, water and essential supplies adequate if a detour or long delay is possible.
- If traveling with children, explain that orange signs mean the road may change and everyone must stay seated and belted.
Work-zone penalties and driver responsibilities
The Wisconsin Motorists’ Handbook states that traffic fines double in construction areas. Because fine amounts, statutory language and exceptions can change, verify current details through Wisconsin’s official driver and legal resources rather than relying on an old handbook edition or a third-party summary.
Regardless of the exact penalty, the practical responsibility is constant: obey temporary signs and markings, follow a flagger, keep your speed appropriate for conditions, leave room to stop and remain attentive until the restriction ends.
Quick checklist for the next orange sign
- Lift off the accelerator and scan several vehicles ahead.
- Read the complete sign, including any distance or lane information.
- Check mirrors and blind spots; signal before a permitted merge.
- Increase following distance and prepare for a sudden stop.
- Follow temporary lines, cones, arrow boards, signals and flaggers.
- Do not use a phone or assume an empty work area means the zone is over.
- Resume normal driving only when the posted instructions show that the work zone has ended.
