Contact the project manager, contractor, or road authority now and request a dated access plan. The plan should state when vehicles, pedestrians, deliveries, utilities, and emergency services can cross or bypass the work, who will install and maintain any temporary route, and when normal access will return.
Depending on the site, the safest solution may be staged construction, an engineer-approved temporary crossing, off-site parking with a pedestrian route, or a short, documented access denial. The correct choice depends on the road owner, excavation, traffic conditions, drainage, vehicle loads, and local permits. Homeowners should not improvise a ramp, plate, mat, or aggregate crossing over active work.

What to do before work reaches the driveway
Ask for a meeting or written response before the driveway, curb, utility trench, or road surface is opened. A contractor may be able to preserve access by working in sections, but that decision has to be made before equipment, excavation, barriers, and materials occupy the entrance.

- Identify the decision-maker. Ask for the project manager and the road authority or utility owner responsible for the work. The contractor may control daily staging while the authority controls permits, traffic rules, and restoration requirements.
- Request the construction schedule. Ask for dates and times for excavation, concrete placement, curing, paving, plate or crossing installation, barrier removal, and final restoration. A broad statement such as “two or three weeks” is not a usable access commitment.
- Describe your access needs. List cars, vans, trailers, mobility equipment, deliveries, waste collection, home-care visits, utility servicing, and fire or ambulance requirements. Tell the project team about any resident who cannot safely walk a long detour.
- Get the arrangement in writing. Keep the plan, revisions, contact numbers, notices, and photographs. Written details make it easier to resolve a missed access window or unsafe route.
Texas Department of Transportation guidance expresses the basic principle this way: “Construction at property access points, such as residential and commercial driveways, that do not have any alternate access points away from the construction, should be staged so that the property owner always has the ability to enter and leave their property by vehicle.” That is guidance from Texas, not a universal legal guarantee, but it is a useful request to make in any jurisdiction: preserve a safe route where the project can do so.

Access arrangements to compare
Ask the project team to compare the available arrangements against the same practical criteria. A route that allows a small car may not accommodate a delivery truck, wheelchair user, fire engine, or a vehicle with a low clearance.
| Arrangement | When it may help | Questions to settle in writing |
|---|---|---|
| Staged driveway or road work | The work can be divided so one side or lane remains usable, or access can alternate at agreed times. | What vehicle width, height, weight, and turning space remain? How are people separated from excavation and equipment? What are the daily access windows? Can emergency and service vehicles pass? |
| Engineer-approved temporary surface or plate | A trench, curb, or unfinished surface needs a temporary vehicle crossing for a defined phase. | Who designed and approved it? What loads is it rated for? How is it anchored or stabilized? How are edges, visibility, drainage, inspection, maintenance, removal, and permanent restoration handled? |
| Off-site parking plus a pedestrian route | No safe vehicle crossing can remain open, but residents can reach the property on foot. | Where is parking, how far is it, and for how long? Is the path lit, accessible, and separated from traffic? Who accommodates mobility devices, deliveries, refuse collection, utilities, and emergency response? |
| Temporary access denial | Every crossing would expose people or vehicles to unacceptable risk for a limited construction phase. | What notice and written agreement apply? What are the exact start and end conditions? Where do residents park? How will emergency access, accessible entry, deliveries, and changes to the schedule be handled? |
Option 1: stage the work and keep a route open
Staging can mean excavating one half of an entrance first, completing a section, and then moving to the other half. It can also mean opening a controlled route at set times after crews have secured the area. The contractor must confirm that the remaining path is structurally safe, wide enough, and physically separated from workers, open trenches, machinery, and moving traffic.
Checks before accepting staged access
- Measure the usable width, overhead clearance, turning radius, and surface condition for the largest vehicle that genuinely needs access.
- Confirm whether the route is available continuously or only during scheduled windows, and how residents will know when a window changes.
- Ask how barriers, spotters, lighting, dust, mud, and loose materials will be managed.
- Confirm that fire, ambulance, utility, waste, and service vehicles have a route, not merely passenger cars.
- Agree on a contact who can respond if the route is blocked outside the published work period.
Never drive through an opening simply because it looks passable. Fresh concrete, unsupported trench edges, steel plates that have shifted, and partially compacted fill can fail under a vehicle even when the surface appears level.

Option 2: a temporary crossing, plate, or surface
Temporary crossings are construction methods, not off-the-shelf homeowner fixes. Madison’s 2025 Standard Specifications identify smaller work areas, engineer-approved temporary access materials, steel plates, and high-early-strength concrete as possible approaches. The specification also requires the contractor to maintain drainage while the temporary access is in use, including grading and temporary culverts or piping where necessary, then remove temporary materials and restore disturbed areas.
That requirement matters because a plate or mat that bridges a trench but blocks a gutter can divert water into a garage, undermine the road edge, or wash out the approach. A crossing also needs a design appropriate to the excavation depth, span, soil, traffic load, slope, and expected weather.
Questions about an approved temporary crossing
- Design and approval: Which engineer, authority, or project specification approves the method?
- Capacity: What vehicle loads, axle configurations, and speed restrictions apply?
- Stability: How are movement, rocking, sliding, exposed edges, and transitions prevented?
- Drainage: Where does runoff go, and are culverts, pipes, channels, or grading required?
- Inspection: Who checks the crossing after rain, freezing conditions, impact, or a reported defect?
- Maintenance: Who removes mud, resets a shifted plate, repairs settlement, and keeps the route clear?
- End of use: When are plates or other materials removed, and how is the driveway, curb, verge, or pavement reinstated?
Construction access mats are jobsite equipment used to form temporary roadways, with selection based on site conditions and planning. That does not establish that a generic mat, household ramp, or retail steel plate is suitable for a particular driveway. Do not purchase or place one over active road work without the project’s written approval and installation by the responsible contractor.

Option 3: off-site parking and pedestrian access
If vehicles cannot safely cross, the project should propose a complete alternative rather than simply telling residents to park somewhere nearby. The plan should identify the parking location, duration, walking route, lighting, security, accessibility, and arrangements for people who cannot walk the distance.

A pedestrian route must be separated from excavation, plant, reversing vehicles, and traffic. If the normal sidewalk is closed, the replacement route should be signed, continuous, stable, and usable by wheelchairs, walkers, strollers, and people with visual impairments.
When off-site parking is not enough
Tell the project team about medical equipment, refrigerated medication, charging needs, disability access, or a resident who relies on a vehicle for essential care. Ask for a closer accessible space or another documented accommodation. Also confirm how fire and emergency crews will reach the building if the driveway is closed; residents should not be expected to solve that routing themselves.

Option 4: a temporary denial of vehicle access
Sometimes no crossing can be made safe during a particular phase, such as deep excavation across the full entrance, concrete that must cure, or work beside a narrow road with no separation space. If access must be denied, request a written notice or agreement stating the reason, exact dates or trigger conditions, alternative parking, pedestrian access, emergency arrangements, and the person responsible for updates.
Do not assume that a contractor may close a driveway for a particular number of days, or that compensation, advance notice, or a guaranteed parking space is automatic. Those issues depend on the project contract, road owner, permit, and local law. Ask the authority or project contact which process applies and keep the answer with your project records.
Permits and the road authority
Rules differ according to who owns the road and what is being changed. A private driveway connection, a public curb, a sidewalk, and an entrance to a controlled highway may each have different approvals.

| Example jurisdiction or authority | What its published material illustrates | Why a homeowner should not generalize it |
|---|---|---|
| Sydney | A road-opening application is required before intrusive digging in a public road or footpath, including a temporary driveway or layback. | That process applies to the relevant local authority and work scope; it does not set a rule for another city or country. |
| British Columbia | Permits are required for specified access changes off controlled-access or numbered provincial highways, subject to stated exceptions. | A provincial highway connection is not the same as a municipal residential street or private road. |
| Indiana Department of Transportation | Connections to INDOT-controlled roads require permits, with published fees and estimated review times for permit types. | Fees, review times, and authority differ outside INDOT jurisdiction and can change with the project. |
| Roads and Transport Authority examples | Permit requirements can depend on the road owner, access type, and construction scope. | The applicable authority must be identified for the specific address and work. |
Ask for the permit number or project reference, the road owner’s contact, and confirmation that the proposed access arrangement is approved. A contractor’s statement that “the city knows about it” is not the same as a written access plan.
What the written access plan should contain
Use this checklist when reviewing the document or email:
- Project address, road owner, contractor, project manager, and an after-hours contact.
- A dated sequence showing when each part of the driveway, curb, trench, sidewalk, or road is occupied.
- Vehicle access windows, permitted vehicle sizes, speed limits, and any escort or spotter requirement.
- The pedestrian route, accessibility measures, lighting, barriers, signs, and arrangements for deliveries and waste collection.
- The approved crossing or bypass design, including load limits, drainage, inspection, and maintenance responsibility.
- Off-site parking location and duration if vehicles cannot reach the property.
- Emergency, fire, utility, and service access arrangements, including what happens outside working hours.
- How residents will receive schedule changes, weather delays, or an unsafe-route notice.
- Removal of temporary works and restoration of the driveway, curb, verge, drainage, and pavement.
What homeowners should not do
- Do not move cones, barriers, fencing, plates, or covers to create your own opening.
- Do not drive across an excavation, fresh concrete, uncompacted fill, or a plate that has not been approved for your vehicle.
- Do not place a retail ramp, timber, aggregate, or access mat in the public road without the responsible authority’s permission.
- Do not direct pedestrians through a work zone or ask children, visitors, delivery drivers, or emergency crews to improvise a route.
- Do not rely on a verbal promise that access will return “soon”; request a date, condition, or measurable milestone.
If an agreed route becomes unsafe or unavailable, stop using it, photograph the condition from a safe location, and contact the project manager and road authority. For immediate danger, use the appropriate emergency service rather than entering the work area.

How to handle a disagreement
- Send a concise written request quoting the access problem, the affected dates, and the specific remedy needed.
- Attach photographs or measurements that show the blocked entrance, missing pedestrian route, drainage problem, or vehicle-clearance issue.
- Copy the project’s supervising engineer or road authority contact and ask which approved plan governs the work.
- Request a revised schedule or alternative that addresses vehicle, pedestrian, service, and emergency access separately.
- Keep records of responses and schedule changes. If the issue involves a public road, ask the authority about its complaint, inspection, or permit-enforcement process.
Do not make a legal conclusion from one agency’s guidance. Whether the work requires notice, a permit, compensation, or a particular accommodation depends on the location, road ownership, contract, and applicable law.
Quick Recap
Questions to ask at the first project meeting
- On which dates and at what times will I lose vehicle access?
- Can the work be staged so at least one safe route remains open?
- If a crossing is proposed, who engineered and approved it, and what are its load and clearance limits?
- How will runoff and drainage be maintained while the temporary route is in use?
- Who inspects, cleans, repairs, and removes the temporary installation?
- Where do residents park if access is denied, and how far is the accessible walking route?
- How will fire, ambulance, utility, waste, delivery, and mobility needs be handled?
- What permit or project reference covers the work, and which authority should receive an escalation?
- What event marks the return of normal access, and how will that date be communicated?
