If street construction blocks your driveway or removes your normal curb space, do not claim a replacement space with cones. First obtain the project’s closure dates, daily work hours, vehicle-access windows and written alternate-parking plan from the contractor or public-works agency. Then ask your local transportation or parking authority which temporary permit, curb reservation or parking suspension applies to your address.
Your practical choices are usually a contractor-provided space, a city-issued temporary permit, an authorized work-zone restriction, nearby private parking or moving the vehicle only during active work hours. The legal and most reliable option depends on who controls the street, whether your property has a lawful parking area, how long access is interrupted and whether anyone needs an accessible route.

Start with a written access plan
Before arranging parking, identify exactly what construction will prevent you from doing. A road may be closed to through traffic while your driveway remains usable, or crews may remove the curb lane, sidewalk and driveway at different times. Ask the project contact for answers in writing.
- Closure dates: the planned start and finish dates, including weekends and any night work.
- Daily work hours: when vehicles must be moved and when crews expect to occupy the frontage.
- Access windows: whether residents can enter or leave between work phases, and how much notice the crew will give before blocking access.
- Exact limits: which driveway, curb section, lane or sidewalk is affected.
- Alternate parking: the location, number of spaces, hours of availability and whether overnight parking is allowed.
- Responsible contact: a supervisor’s phone number and the public agency’s project or permit number.
- Changes: how weather delays, emergency work or a changed traffic plan will be communicated.
A City of Toronto construction notice says that “the contractor will notify you of any temporary restrictions to your driveway access and make alternate parking arrangements for your vehicles.” Treat that as a useful standard even where your own city uses different wording: a verbal assurance at the door is not enough when several vehicles or a long closure are involved.

Save the notice, emails, photographs of signs and a log of dates when access was actually unavailable. Those records help the parking authority or project manager resolve a missed arrangement, a tow or a schedule dispute.
Compare the parking options
Use the option that matches the project’s authority and your household’s needs. A reserved space is more dependable than hoping to find an open curb spot, while a private lot may be easier to arrange but can add cost and walking distance.

| Option | Who authorizes it | Reliability | Typical duration | Important limits to confirm |
|---|---|---|---|---|
| Contractor-provided alternate space | Project contractor or public agency | High if the location is written and reserved | One workday to the project period | Number of vehicles, overnight access, schedule changes and who enforces the space |
| Municipal temporary permit or curb reservation | Transportation or parking authority | High within the approved dates and signs | Set by the permit | Eligibility, notice period, fees, required signs and whether public or private work qualifies |
| Temporary no-parking zone | City or authorized permit holder | Protects a work or access area; it may not provide a resident space | Set by the reservation | Whether personal vehicles are prohibited, towing rules and the exact signed limits |
| Nearby private parking | Lot owner, building manager or neighbor | Depends on the written agreement | Any period the owner accepts | Payment, lighting, security, access hours, charging, towing and an end date |
| Short-term relocation | You, using lawful public or private parking | Variable; often first-come | Only during published work windows | Safe return time, overnight restrictions and whether the crew has reopened the route |
Costs, permit names and notice requirements are jurisdiction-specific. Do not assume that a free contractor arrangement or a city permit is available simply because another street received one.
Get an alternate space from the contractor
- Identify every vehicle. Give the project contact the number of cars, vans, trailers or mobility vehicles that need a place, along with any oversized dimensions.
- Request a map or precise address. “Park nearby” is not a usable plan. Ask for the stall, lot, block face or driveway and walking route.
- Confirm the time rules. Find out when the space becomes available, whether overnight parking is permitted and when it must be vacated.
- Check practical access. Ask about lighting, surface condition, snow or mud, security, gate hours, payment and vehicle charging.
- Get escalation details. Keep a supervisor’s number and the agency contact in case a construction vehicle occupies the promised area.
- Reconfirm before the first closure. Construction schedules move. Obtain a same-day message when the crew changes the work window or driveway access.
If the project is public work, the agency may already have a traffic-control or resident-relocation plan. If it is private utility, paving or building work, the contractor may need to obtain a street-use permit before occupying curb space. Ask which party is responsible; do not apply for a resident permit when the contractor’s permit should cover the closure.
Ask your city about temporary permits
Call the transportation, parking, public-works or right-of-way office and describe the loss of access rather than relying on one term. Similar programs may be called a temporary street-use permit, curb-lane or parking-reservation permit, temporary no-parking zone, construction-impact permit or construction-work parking permit.
Portland describes its program this way: “Temporary street use permits allow you to reserve parking, close travel lanes, close sidewalks, or close streets.” Vancouver permits can temporarily suspend posted parking regulations for construction deliveries and activities. Sydney’s policy allows a temporary construction-work parking permit when lawful construction makes parking at an eligible address temporarily inaccessible. These examples show the kinds of tools cities use, not a guarantee that another jurisdiction will offer the same program.

Questions to ask the permitting office
- Does the work qualify if it is public, utility, private-development or homeowner work?
- Must the address normally have a legal driveway or parking space?
- Can the permit reserve a resident space, or only authorize contractor vehicles and equipment?
- How many days of notice, proof of address and project documentation are required?
- Who must install signs, barriers or bags on meters, and what wording must they show?
- What are the application fee, renewal rules, enforcement procedure and towing authority?
- Does the permit cover evenings, weekends, loading, an oversized vehicle or electric-vehicle charging?
Submit the agency’s required documents and keep the approval with the dates and location clearly stated. A permit that authorizes work in a curb lane does not automatically grant your household a reserved parking stall.
Understand temporary no-parking zones
A temporary no-parking zone can keep a lane clear for excavation, deliveries, emergency access or a moving work vehicle. It is not necessarily a substitute driveway. Seattle’s guidance states: “The restricted area is not to be used for parking personal vehicles.” If your city issues a similar restriction, parking your own car inside it can still lead to a citation or tow even when the zone was requested because your driveway is blocked.
Read the posted limits: the effective dates, hours, side of street, sign spacing and permit number. Photograph the signs after installation. If a work truck is outside the approved area, contact enforcement or the project supervisor rather than moving signs yourself.
Signs, cones and public curb space
Homemade signs, traffic cones, chairs, bins and furniture do not create a legal reservation on a public street. Minneapolis states that property owners need a street-use permit when they “need to post temporary ‘no parking’ signs.” A reflective cone may make an authorized work or access area more visible, but the object itself has no power to reserve the curb.
Do not put up a no-parking sign until the city or permit holder confirms that you may do so and specifies the format. Unauthorized signs can confuse drivers, interfere with enforcement and expose you to removal or penalties. Never block a fire hydrant, curb ramp, travel lane or pedestrian detour while trying to protect access.
Use nearby private parking when public options fail
For a closure lasting days or weeks, ask neighbors, building managers, churches, employers and paid lots about a short-term rental. Put the arrangement in writing with the exact stall or address, start and end dates, payment, access hours, gate or key instructions, lighting and security expectations, towing policy and responsibility for damage.

Check the route on foot before agreeing. A space that is technically close may be unsuitable for a wheelchair, stroller, child, heavy tools or icy weather. Confirm whether the lot allows overnight parking and whether another event could displace your vehicle. If you need charging, a trailer space or frequent in-and-out access, state that requirement before paying.
Relocate only during active work windows
When a crew works intermittently, you may be able to park elsewhere during the published window and return after the supervisor confirms the driveway or lane is safe. This works best when the schedule is predictable and the distance is manageable.

- Move the vehicle before the stated start time, not when machinery arrives.
- Ask how the crew will signal that the route is reopened; never drive through fresh concrete, unstable excavation or a signed closure.
- Check local overnight and street-cleaning restrictions at the temporary location.
- Keep a backup location for rain delays, early starts or a missed reopening call.
Driveway, curb-cut and sidewalk requirements
Driveway reconstruction can require a separate approval from the permit that closes the street. Toronto requires a street-work permit before installing, widening, relocating, reconstructing or repaving a driveway or walkway that crosses City property, and confirmation that the driveway serves a legal parking area. Ask whether the contractor has obtained that approval before demolition begins.
Seattle identifies curb-cut, land-use, driveway-width, slope and accessible-parking requirements for new or modified parking access. Its parking guidance is available at Seattle’s parking size and number of spaces page. Requirements can affect whether a temporary or replacement access point is lawful.
Keep sidewalks, curb ramps and pedestrian detours open even when vehicle access is the immediate problem. New York City Department of Transportation guidance says work-zone paths of travel must remain accessible and comply with ADA requirements. Ask the project team for an accessible route if anyone in the household uses a wheelchair, cane or walker, and report blocked ramps or unsafe surfaces promptly.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Choose by duration, reliability and accessibility
| Project situation | Best first call | Backup plan |
|---|---|---|
| One or two predictable workdays | Contractor for a written space or confirmed move-out and return times | Nearby lawful curb parking checked for restrictions |
| Several weeks of excavation or resurfacing | Municipal permit office and contractor’s resident-relocation contact | Written private-lot agreement covering the full period |
| Schedule uncertain or weather-dependent | Daily project updates plus a space that remains available overnight | Two alternate locations and a clear reopening signal |
| Mobility, childcare or medical needs | Accessible route and closest lawful reserved option | Private space with lighting, level surface and no gate barriers |
| Multiple or oversized vehicles | Permit office and contractor confirming each vehicle’s dimensions | Lot or driveway agreement that names every vehicle |
Prioritize legal authority, then reliability, distance, accessibility, cost and duration. A free first-come space may be a poor choice if arriving late means a long walk or a tow risk.

Fix common problems before they become violations
The promised space is occupied
Photograph the vehicle, sign and location; call the project contact and the city enforcement number listed on the permit. Do not tow another vehicle yourself unless the property owner and local law expressly allow it.
The work runs past the approved date
Ask the contractor to extend or replace the permit before its expiration. A sign or reservation that was lawful yesterday may not cover today’s closure.
Your permit application is denied
Ask for the written reason and whether the missing element is proof of a legal parking area, insufficient notice, an ineligible type of work or an unavailable curb section. Request the correct permit category rather than placing an unapproved sign.
A sidewalk or curb ramp is blocked
Report it to the project supervisor and the responsible public agency immediately, provide the exact location and request an accessible detour. Do not route pedestrians into traffic.
You receive a ticket or tow notice
Keep the permit, notices, photographs and your access log. Follow the issuing authority’s appeal process; a construction impact does not automatically excuse parking in a restricted area.
Keep this documentation checklist
- Project notice with dates, hours and closure map.
- Contractor and agency names, phone numbers and permit numbers.
- Written alternate-parking agreement or municipal approval.
- Photos of signs, cones, barriers and the vehicle’s location.
- Receipts for private parking, transit or relocation costs.
- Records of schedule changes, denied access and reported hazards.
- Accessibility requests and the agency’s response.
Because permit names, fees, notice periods, enforcement and towing rules change by city, verify current instructions with the local transportation or parking authority and the project contact before the first closure day. No nationally comparable statistic establishes how often households lose parking; the dependable guidance is procedural and specific to the jurisdiction handling your street.
