Choose a temporary event structure when the trade fair is short, occasional or still changing, and there is no credible use for the facility afterward. Choose a permanent building when repeated fairs and other activities can support its construction, operation, maintenance and renewal over a defined life. Neither option is automatically cheaper, safer or greener. Compare the complete lifecycle—design, approvals, transport, installation, utilities, staffing, maintenance, dismantling, storage, reuse and residual value—against the site’s constraints and your long-term operating plan.
What you are actually deciding
A trade fair may need several different layers of space: exhibition halls, registration and catering areas, meeting rooms, loading and storage zones, media facilities, toilets, parking and emergency access. Some of these can be temporary while others remain permanent. A demountable hall, marquee or modular pavilion is not the same decision as a reusable exhibitor stand inside an existing venue.

DGNB describes trade fair stands as temporary by nature because they are designed to be built, used and dismantled within days. That logic can support reusable stand systems, but it does not by itself prove that a temporary exhibition hall is the right answer. The structure, its foundations or anchors, services, fire strategy and removal obligations still need a project-specific assessment.

| Decision axis | Temporary structure may suit when… | Permanent building may suit when… |
|---|---|---|
| Frequency and duration | The event is short or occasional and capacity is needed only for a defined period. | The venue will host repeated fairs or other uses over a credible operating life. |
| Lifecycle cost | Rental or purchase, deployment, operation, dismantling, storage and reuse compare favorably with construction after all costs are included. | Continuing use can support construction, financing, operation, maintenance and eventual renewal. |
| Delivery and flexibility | The programme is compressed or the layout, capacity or event dates may change. | The organiser needs stable, purpose-designed accommodation and has time to design and build it. |
| Site and access | The site can safely carry the structure and anchors, provide utilities and maintain emergency and service access. | A durable, serviced site with long-term rights and compatible planning consent is available. |
| Safety and approvals | The design team can satisfy temporary-structure, fire, planning, electrical, accessibility and venue requirements. | A permanent design can satisfy building, fire, access and operational requirements for the intended uses. |
| Sustainability and legacy | Components can be reused, loaned, redeployed or recovered, with transport and waste planned from the outset. | Long-term utilisation and durable performance justify the materials and ongoing energy and maintenance demands. |
These are decision axes, not a universal scoring system. Ask every bidder to use the same event capacity, dates, site assumptions, service levels and accounting period so that a temporary proposal and a permanent proposal are genuinely comparable.

Build a whole-life cost comparison
A low hire price or a low construction tender is not a lifecycle answer. Put each cost in the year in which it occurs and state whether it is a one-off, recurring or residual value.
Temporary structure cost items
- Concept design, engineering, surveys and authority submissions.
- Ground preparation, ballast, foundations or anchoring, drainage and protection of existing surfaces.
- Transport to and from the site, unloading, lifting, assembly, inspection and commissioning.
- Power, lighting, heating or cooling, water, toilets, fire systems, cleaning, security and event staffing.
- Hire charges, insurance, damage allowances, standby equipment and weather-related contingency.
- Dismantling, reinstatement, waste handling, return transport and storage between events.
- Purchase, refurbishment or replacement of components, less verified resale, loan or reuse value.
Permanent building cost items
- Land, surveys, planning, design, professional fees, finance, enabling works and construction.
- Permanent foundations, structure, envelope, building services, fire systems, fit-out, roads, yards and parking.
- Commissioning, statutory inspections, staffing, utilities, cleaning, security and insurance.
- Planned and reactive maintenance, major plant replacement, refurbishment, rates and compliance upgrades.
- Decommissioning or adaptation at the end of the appraisal period, offset by the building’s remaining value.
UK Government’s 2016 Overlay – making major sports events happen guidance says temporary buildings are generally significantly cheaper than permanent equivalents when whole-life costs are considered. That is broad major-event guidance, not a trade-fair quotation or a guaranteed saving. The same guidance states that about two thirds of the cost of a permanent venue relates to ongoing operation and maintenance. Treat that as a published observation in its original context, not as a current benchmark for your proposed building.
How to make the quotations comparable
- Define the required net exhibition area, capacity, event days, build-up and break-down windows, environmental conditions and service levels.
- Set one appraisal period and show annual operating and maintenance costs separately from capital or hire costs.
- Include the cost of unused capacity between fairs. A permanent building that sits empty and a temporary structure stored for most of the year both carry under-utilisation costs.
- Price abnormal ground conditions, weather protection, temporary roads, utility connections, traffic management and security explicitly rather than hiding them in contingencies.
- State assumptions for inflation, financing, residual value, reuse cycles and disposal. Request sensitivity cases for one, three and five events per year.
- Have the same quantity surveyor or cost consultant review both options before a decision is made.
No source establishes a universal break-even duration for a trade fair. Local hire rates, construction costs, site works, utilisation and approvals determine the result.
When temporary delivery has the advantage
Compressed programmes
The 2016 UK Government overlay guidance notes that temporary venues can be created in less time than permanent ones. This supports a possible schedule advantage, not a guaranteed number of weeks. A temporary project still needs design, structural calculations, procurement, fabrication, transport, assembly, inspection and sign-off. Long-lead items, specialist crews, imported components and authority review can erase the apparent time saving.
Changing requirements
Demountable systems can be enlarged, reduced or reconfigured between editions. That helps when exhibitor numbers, security arrangements or meeting-room requirements are uncertain. Flexibility has a price: connection details, spare components, compatible services and a disciplined change-control process are needed to prevent unsafe improvisation on site.

Limited legacy
If the fair is a one-off or its future location is unknown, a permanent building may leave an expensive, underused asset. Temporary procurement can preserve the option to move or cancel after the event, provided the contract allocates dismantling, storage, reinstatement and component ownership clearly.
When a permanent building is the stronger case
Reliable recurring demand
A permanent venue becomes more defensible when a documented pipeline of fairs, conferences, examinations, community events or commercial uses can occupy it for much of its operating life. Letters of intent are not the same as contracted demand; test the plan against cancellations, seasonality and competing venues.

Purpose-designed performance
A permanent building can integrate loading docks, acoustic separation, rigging, kitchens, storage, accessible circulation, robust finishes and energy systems rather than repeatedly installing them. It may also provide better weather resilience and a consistent visitor experience. Those benefits count only if the operating organisation can fund maintenance and renewals.
Site and rights
Permanent construction requires a site with durable tenure, compatible planning policy, utility capacity, traffic solutions and a realistic construction programme. If land use, funding or the fair’s location is uncertain, committing to a fixed building can be the greater risk.
Safety starts with the site, not the tent or building label
The UK Health and Safety Executive’s venue and site-design guidance directs organisers to assess capacity, emergency exits, circulation, structural load capacity, ground and anchor conditions, access and hazards created by temporary or existing structures. Use those checks for every option.

Capacity and loading
- Calculate occupant capacity for each room, queue, concourse and viewing area, not just the gross floor area.
- Confirm floor loadings for stands, displays, forklifts, vehicles, suspended equipment and temporary grandstands.
- Check wind, snow, rainwater ponding and imposed loads for the actual location and event dates.
Ground, anchors and interfaces
- Obtain a ground investigation or competent assessment of bearing capacity, buried services, slopes, drainage and contamination.
- Design anchors or ballast for the site and weather exposure; never substitute ad-hoc weights or stakes.
- Protect visitors from trip hazards, exposed fixings, cables, guy lines, vehicle movements and changes in level.
Movement and emergency access
- Separate pedestrians, deliveries, forklifts and public transport where possible.
- Keep fire appliances, ambulances, accessible routes and evacuation paths clear throughout build-up, opening and dismantling.
- Model queues and pinch points at entrances, registration, toilets, catering and popular stands.
Existing buildings introduce their own hazards: concealed services, fragile roofs, restricted escape routes, incompatible fire systems or inadequate floor capacity. A temporary structure connected to a permanent building must be assessed as an interface, not as two independent projects.

UK guidance for small and medium places of assembly states: “Marquees, tents and temporary structures should in general be treated in the same way as a permanent structure of the same size and layout.” The statement is English guidance, not a global rule, but it captures the right design principle: a temporary label does not reduce the life-safety duty.
Design the actual layout
- Base occupant numbers, exit widths, travel distances and door swings on the final stand and furniture plan.
- Provide exits that are visible, unlocked when occupied and usable by the people expected to attend.
- Distribute exits so one blocked route does not leave the whole audience dependent on a single direction. English guidance specifically calls for at least two evenly distributed exits for a marquee.
- Keep aisles and escape routes free from displays, storage, queues, cables, stakes and guy ropes.
- Deal with uneven ground, ramps, steps, lighting, weather protection and accessible evacuation.
Coordinate alarm, detection, emergency lighting, extinguishers, separation distances, catering equipment and temporary power with the fire-risk assessor and the authority having jurisdiction. The Home Office’s open-air event guide applies to England and excludes permanent buildings and large temporary structures, so it cannot replace project-specific advice for a large exhibition hall.
Approvals, standards and jurisdiction
Local permits
Planning, building control, fire, electrical, accessibility, environmental health, highways and venue rules may all apply. Confirm the approval route before signing a hire or construction contract and allow time for revisions, inspections and conditions.
Singapore example
Singapore’s Building and Construction Authority lists tentage, stages, pop-up stores and indoor screen supports among examples of temporary buildings. Its process requires a permit to use, involvement of a professional engineer and an owner’s responsibility for safety and removal when the permit expires. The authority says an application should be received at least three weeks before scheduled construction. These are Singapore-specific requirements, with the page noted as updated 14 March 2026; they must not be treated as a global rule.

Standards and guidance
DIN Media lists DIN EN 17879:2024-08 as current for event-structure safety from design and calculation through assembly, operation, disassembly, inspection and maintenance. The standard excludes tents and certain other categories, so confirm the applicable national adoption and scope with the engineer.
For demountable grandstands, marquees, stages, barriers, towers and masts, UK Government procurement guidance refers to a 2007 third edition and notes that a fourth edition is available through the Institution of Structural Engineers. Use the current edition and local requirements rather than relying on an old specification.

Temporary is a use pattern, not a sustainability claim. Transport, packaging, repeated handling, damaged components, temporary heating and disposal can outweigh the benefit of avoiding a permanent structure. Conversely, a permanent building can consume substantial materials and energy while standing empty.
DGNB’s trade-fair-stand system assesses the lifecycle from design through use and dismantling. Its weighted criteria are:
| Criterion | Weight | Practical questions |
|---|---|---|
| Stand design and communication | 20% | Can the design communicate clearly while allowing disassembly and future adaptation? |
| Materials and resources | 45% | Are components durable, repairable, reusable or loaned, and are material quantities and packaging controlled? |
| Mobility and logistics | 35% | Can transport, storage, delivery sequencing and return movements be reduced and coordinated? |
DGNB says certification will initially be piloted for trade-fair stands at BAU 2027, with possible future expansion. That is a pilot statement, not evidence that certification is broadly available for every event or venue today.

Specify a reuse plan
- Design standardised panels, floors, lighting and furniture for repeated assembly without damage.
- Record component quantities, materials, fire classifications, repair history and compatible layouts.
- Prefer reuse, loans or redeployment before purchasing single-use graphics, packaging or bespoke fittings.
- Coordinate suppliers early so components travel together, storage is dry and secure, and return loads are consolidated.
- Report event-specific transport, energy, waste and replacement data instead of claiming a generic “green” benefit.
A decision process for organisers
- Define the brief. Record dates, build-up and break-down windows, visitor and exhibitor numbers, net area, services, weather exposure, accessibility and security requirements.
- Test the legacy case. List confirmed and plausible uses for the next five to ten years, including who will operate and maintain the asset.
- Screen the site. Check tenure, planning policy, ground, utilities, drainage, traffic, neighbours, noise, environmental constraints and emergency access.
- Obtain concept designs. Ask for a temporary scheme and a permanent scheme using identical capacity and performance requirements.
- Commission safety reviews. Use competent structural, fire, electrical, access and temporary-works professionals; resolve interfaces with existing buildings.
- Secure approvals. Confirm the authority, submission contents, lead times, inspection points, permit conditions and removal or reinstatement obligations.
- Compare lifecycle costs. Include every item listed above, sensitivity cases for event frequency and verified residual or reuse value.
- Set a go/no-go gate. Proceed only when the selected option has an affordable operating plan, an executable schedule, clear responsibilities and a documented exit strategy.
Questions to put in every tender
- Who is the designer responsible for structural calculations, temporary works coordination and changes after approval?
- What ground, wind, snow, fire, accessibility and occupancy assumptions are included?
- Which party obtains permits, arranges inspections and signs the structure safe for occupation?
- What are the assembly tolerances, inspection records, maintenance checks and weather shutdown criteria?
- Who provides power, heating or cooling, toilets, lighting, alarms, emergency plans, security and cleaning?
- What happens if the event is postponed, cancelled, extended or moved?
- Who owns reusable components, and what are the costs and conditions for storage, repair, redeployment or disposal?
- What reinstatement standard applies to the site, and what evidence will be supplied at handover?
Common failure modes and how to prevent them
Choosing on hire price alone
Prevent this by presenting a whole-life cost schedule with identical assumptions and a separate allowance for site works, services, storage and reinstatement.
Treating a standard kit as a site design
Require site-specific calculations for anchors, ballast, ground, weather, fire escape, accessibility and interfaces. A catalogue configuration is not approval for your site.
Leaving the layout until late
Freeze an occupancy and stand plan early enough for exit widths, travel distances, aisle clearances, power distribution and accessible routes to be checked. Record every subsequent change.
Free tools Windows power users keep installed
One-click scans. No signup required.
Assuming one authority’s rule applies everywhere
Identify the jurisdiction and structure category at the outset. Singapore’s three-week submission expectation, English fire guidance and DIN EN 17879 each have defined scopes; none is a universal substitute for local advice.
Calling a temporary project sustainable without a reuse route
Require a component register, transport plan, storage conditions, repair strategy and end-of-use route. Measure what is reused and what is discarded after the fair.
Practical verdict
For a one-off or uncertain trade fair, a professionally engineered temporary structure is usually the more adaptable starting point, provided the site, safety case, approvals and dismantling plan work. For a recurring programme with dependable demand and a funded operating organisation, a permanent building can create more value and better performance over time. The defensible choice is the one supported by comparable lifecycle figures, a safe and approvable design, and a credible plan for what happens after the exhibition closes.
