Buy or rent a matched temporary-fence system, not an isolated number of panels. The correct order depends on the perimeter layout, surface or soil, panel format, feet or posts, couplers, gates, screening, wind exposure, handling method and project term. Have the supplier confirm compatibility and provide an approved quote or drawing; manufacturer dimensions and a rental company’s ballast practice are examples, not universal design rules.
What a temporary construction fence system includes
A temporary perimeter is a connected barrier. ASTM F3342-19 describes temporary fences as continuous enclosures and says panel units should be securely connected to one another, or to a supporting post, with a steel fitting that provides a positive connection. A panel count without the supporting hardware can leave gaps, weak joints or an unusable gate line.

Typical components
- Panels or fabric: framed welded mesh panels are common for movable lines; chain-link fabric on driven posts is another configuration.
- Feet, stands or bases: freestanding systems rest on molded or steel bases. Their slots and dimensions must match the panel frame.
- Posts: driven systems require ground that can accept posts safely and require underground-utility coordination.
- Couplers and clamps: these create the positive connection between adjacent units. Two-bolt top couplers are one supplier option, not a universal interface.
- Braces and ballast: braces, weights or both resist movement and overturning when the site or design calls for them.
- Gates: vehicle and pedestrian openings should be selected by required clear width, location, security and operating frequency.
- Screening: privacy or debris screen changes the wind load and therefore the support requirement.
- Handling equipment: stillages, unloading gear and relocation equipment can affect delivery cost and the installation method.
Choose freestanding panels or driven posts
The installation surface and the project’s need for mobility should drive this decision. Neither configuration is universally safer or stronger; each solves a different site problem.

Freestanding panel systems
Freestanding panels sit in compatible feet or stands, so they can be installed where drilling or driving is unavailable or undesirable. The cited rental provider describes this arrangement on pavement, concrete, gravel, grass and dirt. It is useful when a line may be relocated, when the owner cannot penetrate a finished slab, or when the perimeter must be removed without post holes.

Because stability comes from the base, connections, ballast and geometry rather than soil embedment, the supplier needs the surface type, slope, exposure, panel height, screen, corners and gate locations. A freestanding line may need additional support at open ends, corners, gates, extensions or exposed edges.
Post-driven systems
Driven posts can suit longer installations, uneven terrain or locations where a surface-mounted line cannot provide the required stability. They depend on suitable soil and a method for setting posts without damaging buried services. The UFGS sample specification directs the project team to identify underground utilities before post setting. Treat that as a procurement and preconstruction check, not as permission to drive posts before the site’s utility process is complete.
Driven systems are less convenient to move and may require restoration when removed. They can nevertheless be practical where the fence follows changing grades or where the approved design relies on embedded posts rather than freestanding bases.

| Question | Freestanding panels | Driven posts |
|---|---|---|
| Can the surface be penetrated? | Useful when penetration is unavailable or prohibited, including many paved areas. | Requires ground that can accept posts and a verified utility-clearance process. |
| Will the line move? | Usually easier to relocate, provided the bases and handling method are suitable. | Relocation requires pulling and resetting posts and may involve surface repair. |
| What controls stability? | Base geometry, positive connections, ballast, braces and site-specific design. | Post embedment, soil conditions, connections and the approved design. |
| What should be stated in the quote? | Feet or stands, compatible weights, couplers, braces, screen and relocation service. | Post type, setting method, utility coordination, removal and restoration scope. |
Select the panel format and verify compatibility
There is no single worldwide “standard” temporary-fence panel. Dimensions, tube size, mesh, foot slots and couplers vary by destination market and supplier. Start with the local specification and any panels already owned by your company; then have the supplier confirm that every accessory fits that fleet.
Examples of published formats
| Source and context | Published value | How to use it |
|---|---|---|
| AP Fencing supplier options, page accessed October 13, 2026 | Typical panel 2100 × 2400 mm; 32 mm or 38 mm outside-diameter tube options; welded mesh; two-bolt top couplers; molded ballast feet; optional diagonal braces. | Use only as that supplier’s options. Confirm the quoted frame, mesh, foot slots and couplers for your destination and existing fleet. |
| TAP North Carolina rental service, page accessed October 13, 2026 | 6 feet high × 12 feet long listed as standard freestanding panels. | Use for that local rental offer, not as a universal panel size or a substitute for a site layout. |
| ASTM International F3342-19 public listing, 2019 | Scope includes enclosure heights of 6 or 8 feet. | This describes the guide’s scope; it is not a certification that every 6- or 8-foot product meets a particular site requirement. |
Interfaces that must match
Ask for the outside diameter and wall of the frame tube, the mesh attachment, the clear opening in each foot, coupler type and bolt arrangement, brace connection and the approved ballast interface. Two panels that look alike can fail to seat in the same base or can require a different clamp. Mixing components without written compatibility confirmation can create a line that is difficult to install and impossible to inspect consistently.

Include coating or material, inspection documents and any product data in the quote or approved drawings. If you already have a fleet, provide a sample panel or exact dimensions rather than relying on a product name. Also state the destination market: metric and imperial formats, tube dimensions and gate hardware may differ between regions.
Understand ballast, bracing and wind-screen effects
Ballast keeps a freestanding panel from sliding or overturning, but the required amount is a property of the complete system and site exposure. Panel size, base shape, surface friction, slope, corners, open ends, gate loads, screen, wind and the consequences of failure all matter. No universal ballast recipe is established by the available sources.

A local planning example, not an engineering rule
The TAP rental provider says it commonly plans one flat weight per unscreened panel and two flat weights per screened panel, then adjusts for gates, corners, open exposure, panel extensions and site conditions. That practice belongs to its North Carolina service and its equipment; it is not a specification for a different panel, base, climate or project. If a supplier repeats a similar rule, ask what panel, base, screen, wind basis and layout assumptions make it applicable.
Why screening changes the design
ASTM International’s public F3342-19 listing states: “Wind screens applied to a fence form a solid barrier.” It says a screened fence should be researched and designed to support wind load. A mesh panel that lets air pass is not equivalent to a panel covered by privacy fabric. Screening can increase overturning demand on every base and can transfer larger forces into couplers, braces, gates and end conditions.
The same ASTM listing cautions that the temporary fence described there is not capable of handling 110 mph wind gusts under the referenced ASCE/SEI 7-10 basis. This is a warning attached to that 2019 public listing, not a current wind rating for a particular product or a promise that an unscreened line is safe at that speed. Obtain the applicable wind basis and support design for the actual site.

When to require a documented support plan
- The fence carries privacy, dust, debris or advertising screen.
- The line is tall, exposed to open terrain or located at a corner that funnels wind.
- Gates, open ends or extensions interrupt the regular panel pattern.
- The fence borders public space, traffic, an excavation or an area where a failure could injure people or damage property.
- The contract, authority having jurisdiction or project engineer requires drawings, calculations or inspection records.
Do not copy a weight count or brace spacing from generic marketing. Request the supplier’s approved system details, identify the assumed wind exposure and surface, and have a qualified designer address unusual or high-consequence conditions.

A perimeter that cannot admit the required vehicles is not complete. Map every opening before calculating panel quantity and tell the supplier what must pass through it: delivery trucks, cranes, forklifts, emergency vehicles, workers with equipment and pedestrians. State the required clear opening, not merely “a standard gate.”
Vehicle and pedestrian gates
Separate pedestrian access from the main vehicle entry when the work plan calls for it. Give each gate a location, width, swing or slide direction, security requirement and expected frequency of use. Gate leaves may need different support from ordinary panels, and the adjacent bases or posts may need additional bracing. Include lock hardware and a plan for keeping the opening secure when it is unattended.
The UFGS sample specification calls for a lockable gate and says to lock it when construction personnel are absent. UFGS is a project-specification template with selectable choices, so the contract documents and local rules control the final requirement.
Public interfaces and sight lines
ASTM F3342-19 advises consulting contract documents, site plans and potentially local codes when selecting materials and installation methods. Its public listing also flags offsets from open excavations and visibility at street corners. The available text does not establish one universal clearance distance; use the dimensions on the approved drawings and instructions from the authority having jurisdiction.

Buy or rent the complete service
Rental is often attractive for a single project or a changing site because the package may include panels, stands, clamps, gates, screen, ballast, wind braces, delivery, installation, relocation, removal and pickup. Ownership can make sense for a contractor with repeat demand, secure storage, inspection and maintenance capacity, and enough future work to use the inventory. Compare the whole service, not a panel purchase price against a rental line item.
Provider-specific rental terms
The TAP North Carolina page describes a standard six-month initial construction term followed by month-to-month renewals and an $800 standard rental minimum. The page says an actual quote depends on footage, location, delivery distance, term, gates, screen, ballast, braces, access and schedule. These are published terms for that local offer as of October 13, 2026 and can change; they are not a market benchmark.
What ownership adds
- Storage space for panels, bases, couplers, gates, weights and stillages.
- Receiving inspection, cleaning, repair and replacement of bent frames or damaged mesh.
- Inventory control so a project does not borrow incompatible feet or clamps.
- Transport and safe loading equipment.
- Responsibility for engineering support, reconfiguration and compliance on each site.
Ask both rental and sales suppliers to identify delivery, unloading, installation, inspection, relocation, removal, storage and damage responsibilities line by line. A lower equipment price can be outweighed by repeated mobilizations, missing ballast or a gate that is not included.

Use the following sequence to turn a perimeter sketch into a defensible request for quotation.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems- Record the project basics. Give the location, perimeter length or drawing, start date, expected duration, public interfaces and whether the line may move.
- Describe the surface or soil. Identify concrete, asphalt, gravel, grass, dirt, slopes and transitions. For driven posts, complete the project’s underground-utility identification before setting posts.
- Choose the installation approach. Ask for freestanding or driven-post alternatives when both are feasible, and state why penetration, mobility or stability matters.
- Set the panel specification. State height, width, frame tube, mesh, finish and destination market. If you own panels, provide exact fleet dimensions and a sample interface.
- Lay out corners and ends. Mark every corner, open end, slope, extension and interface with an excavation, road or neighboring property. These locations may need special support.
- Place gates. Show vehicle and pedestrian openings, required clear widths, swing or slide direction, locks and emergency access. Do not leave gate selection until after the panel count.
- Decide on screen. State whether privacy or debris screening is required. If it is, request the wind-load basis, ballast and bracing design rather than reusing an unscreened assumption.
- Specify support and handling. List feet or posts, couplers, braces, approved ballast, racks, unloading equipment and any relocation service.
- Request documents. Require product data, compatibility confirmation, approved drawings where needed, inspection records and the governing project requirements.
- Compare written totals. Check equipment, delivery, installation, relocation, removal, pickup, storage, term, minimum charges, damage terms and taxes or other local fees before selecting buy or rent.

Common ordering mistakes and corrections
Ordering by panel count alone
Symptom: the quote contains panels but no bases, couplers, gates or handling plan. Correction: issue a complete bill of components and require the supplier to show how each connection and opening works.

Assuming a familiar size is universal
Symptom: panels arrive with feet or clamps that do not accept the existing fleet. Correction: provide tube dimensions, foot-slot details and a sample or drawing, then obtain written compatibility confirmation.
Adding privacy screen after the ballast is set
Symptom: an originally unscreened line receives fabric without a revised support plan. Correction: stop the change, obtain the wind-load basis and revise ballast, braces, gates and end conditions as required.
Using a local weight practice as a guarantee
Symptom: one or two weights per panel is treated as safe everywhere. Correction: identify the exact system and site assumptions and follow the approved design; the TAP example is only a provider’s planning practice.
Leaving gates until installation
Symptom: trucks cannot clear the opening or a gate conflicts with traffic and emergency access. Correction: mark each opening and clear width on the perimeter plan before ordering panels.
Driving posts without utility coordination
Symptom: the crew cannot verify a safe setting path or discovers a buried service during installation. Correction: complete the project’s utility-identification process and use a surface-mounted alternative where penetration is not authorized.
Comparing only the advertised rental rate
Symptom: delivery, installation, ballast, screen, relocation or removal appears as a later charge. Correction: compare written, all-in scopes and term assumptions from each supplier.
Final buying decision
Select the system that matches the site and the contract: compatible panels and bases, a verified post method where applicable, engineered support for screen and exposure, correctly sized gates, and a written service scope. Treat published dimensions, local ballast practices, rental minimums and standards warnings in their stated context. When the consequences of movement or overturning are material, use the approved drawings and qualified design advice rather than a generic panel count or weight rule.
