Taguig’s estimated value of approved residential construction projects fell 91.1% year over year in the second quarter of 2025, dropping from PhP2.79 billion to PhP0.25 billion. The number of residential permits declined only 5.9%, from 68 to 64. That difference is crucial: the data indicates a much smaller combined value among approved projects, not that 91% of residential projects vanished.
What happened to Taguig residential construction in Q2 2025?
The Philippine Statistics Authority (PSA) recorded PhP0.25 billion in estimated residential construction value from approved Taguig permits in Q2 2025, compared with PhP2.79 billion in Q2 2024. The year-over-year change was a 91.1% decline, while residential permit count moved from 68 to 64.

Because four fewer approvals cannot by themselves explain a 91% value reduction, the approved projects in Q2 2025 were, in aggregate, substantially smaller in estimated completion value than those approved a year earlier. The figures do not identify the size of any individual project.
Did Taguig issue substantially fewer building permits?
No. Residential permits fell modestly, by 5.9%, from 68 to 64. The sharper movement was in the value attached to those approvals, so permit counts and estimated permit value should be read as separate indicators.

| All private-construction estimated value | PhP3.36 billion | PhP1.15 billion | -65.8% |
Is the 91% drop a measure of actual construction spending?
No. PSA’s series is based on approved building-permit applications, not cash outlays, property transactions or completed buildings. The reported value is the estimated cost of a structure when completed, derived from the approved permit.
PSA defines a building permit as written authorization from the Local Building Official allowing a specific project to proceed after its plans and related documents comply with the National Building Code (PD 1096). “Total Value of Construction” includes estimated building, electrical, mechanical, plumbing and other costs.
The release covers new construction plus additions, alterations and repairs. It excludes work completed during the reference period and private construction carried out without an approved permit. Consequently, the Q2 figure describes approved, documented work entering the permit record; it is not a complete census of construction activity or spending in Taguig.

How did residential, non-residential and repair work compare?
The categories moved in different directions. Residential and non-residential estimated values declined, while additions, alterations and repairs more than doubled in value despite fewer permits.
| Category | Permits, Q2 2024 | Permits, Q2 2025 | Value, Q2 2024 | Value, Q2 2025 | Value change |
|---|---|---|---|---|---|
| Residential | 68 | 64 | PhP2.79 billion | PhP0.25 billion | -91.1% |
| Non-residential | 23 | 22 | PhP0.17 billion | PhP0.11 billion | -37.5% |
| Additions, alterations and repairs | 140 | 117 | PhP0.40 billion | PhP0.80 billion | +100.9% |
Repair-related permits declined 16.4%, from 140 to 117, yet their combined estimated value rose from PhP0.40 billion to PhP0.80 billion. This is a clear example of why a permit count cannot be used as a substitute for the value of the work approved.

Was the residential decline already visible in Q1 2025?
Yes, a similar value-versus-count split appeared in the preceding quarter. In Q1 2025, residential construction value was PhP0.28 billion, down 90.7% year over year, while residential permit count rose 30.0% to 65.
That Q1 result provides near-term context, but two quarters do not establish a long-term annual trend. The Q2 release alone cannot show whether the pattern continued beyond the reported period.

How significant was Taguig within Metro Manila?
Taguig accounted for 6.6% of approved permits in Metro Manila and 3.9% of approved construction value in Q2 2025. Those shares place the city’s results in a wider NCR context, but they do not change the permit-series limitations or explain the year-over-year movement.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why did residential construction value fall 91%?
The PSA release does not establish a cause. It does not say whether the change resulted from housing demand, financing, regulations, developer timing, project mix or another factor, and the available reporting does not establish whether the decline continued into 2026.

The defensible conclusion is narrower: approved residential projects in Taguig had far lower combined estimated value in Q2 2025 than in Q2 2024, while the number of approvals changed only slightly. Identifying the cause would require additional project-level, economic or subsequent-quarter evidence.
Frequently Asked Questions
Who compiled the Taguig permit figures?
The PSA NCR Provincial Statistical Office III compiled the special release from approved applications collected from Taguig’s Local Building Officials. The figures therefore reflect the city’s official permitting records supplied for the reference quarter.

Reference 2026-0023 is the PSA NCR special release covering Taguig private building construction statistics for the second quarter of 2025. It was published on 26 October 2026.
Can these totals identify which housing projects were delayed or cancelled?
No. The published statistics are aggregate counts and estimated values by construction category and residential type. They do not provide a project-by-project list or a status history for applications that were not approved.
Should contractors use the Q2 figure as a forecast for future workloads?
Only as a historical indicator of approvals recorded in that quarter. Because the series omits unpermitted work, completed work and projects not yet approved, it cannot by itself forecast Taguig’s future construction pipeline.
