Yes—but only in a limited procedural sense. On 27 October 2026, the Supreme Court clarified that its 4 May status-quo order did not stop Bangalore Metro Rail Corporation Limited (BMRCL) from continuing Blue Line construction near Hebbal. The clarification does not decide who owns the disputed land, settle Lakeview Tourism Corporation’s challenge, or permit passenger service. BMRCL must still finish construction, install and integrate railway systems, conduct testing and obtain statutory safety approvals before trains can carry passengers.
What exactly did the Supreme Court allow?
The bench of Justices Sanjay Kumar and Sanjeev Sachdeva said BMRCL could proceed with the affected construction near Hebbal while the court considers two connected matters: Lakeview Tourism Corporation’s challenge to the land acquisition and BMRCL’s appeal against a Karnataka High Court order.

The clarification narrows the practical effect of the earlier order. It is not a final judgment on the acquisition. The Supreme Court has not ruled that the land was validly acquired, nor has it confirmed that the High Court’s decision must be overturned.
BMRCL told the court that 84% of Blue Line work was complete and that further delay would create losses for the state exchequer. The Times of India reported that the Karnataka High Court had called the acquisition controversy a “monumental fraud” and ordered a CBI investigation. That description belongs to the High Court’s reported order; it is not a final finding affirmed by the Supreme Court.

Why is Hebbal important to the Blue Line?
The disputed property is tied to the interchange where the airport corridor meets the KR Puram corridor. Urban Acres reported that 1 acre and 27 guntas from a 55-acre-and-13-gunta Lakeview project parcel was handed over for interchange construction after ₹20.31 crore was deposited with the Karnataka Industrial Areas Development Board (KIADB).
According to that report, the acquisition was completed on 23 January 2025. Lakeview approached the Supreme Court on 4 May 2026, when the court directed that the land be maintained in status quo pending further proceedings. The Karnataka High Court’s 10 April 2026 order had cancelled the acquisition. That challenge remains pending, so construction permission should not be read as a resolution of the underlying land dispute.

The “Blue Line” is being delivered in two connected sections along Bengaluru’s Outer Ring Road and onward to Kempegowda International Airport. Together, they are intended to link major employment districts, the airport and the existing Namma Metro network.

The figures are project updates attributed to BMRCL and reported by The Indian Express in 2026. They describe physical progress, not an operating approval or a guarantee that the target dates will be met.

When will the Blue Line open?
Phase 2A is the nearer-term opening. BMRCL’s reported plan was to begin trial runs by the end of October 2026 and aim for commissioning around mid-2027, provided the remaining work and approvals are completed. Trial running checks trains, signalling, power, platforms and operating procedures; it is not commercial service.
Phase 2B has separate targets because the corridor is longer and construction is at different stages. BMRCL’s reported schedule places the airport–Hebbal section at the end of 2027 and the Hebbal–KR Puram section in early 2028. Those dates remain targets rather than announced passenger-opening dates.

No. The Supreme Court’s clarification concerns permission to continue construction, not permission to run trains. Civil works, track and station completion, traction power, signalling, communications, depot and control-room integration, trial operations and statutory safety authorisation must all be completed before commercial service can begin.
Even after construction reaches a physical-completion milestone, the final opening may be staged by section. A date for one segment does not automatically mean that the complete Silk Board–airport journey is available.

What has delayed the project?
The Indian Express reported that litigation over tree felling caused about a one-year delay. It also reported that heavy traffic on the Outer Ring Road restricted construction to non-peak hours. Bengaluru Urban Development Minister Krishna Byre Gowda said the corridors were crucial to the city’s transport infrastructure but that these constraints had slowed work.
Those issues are separate from the Hebbal land case. The Supreme Court clarification removes one immediate legal obstacle to affected construction, but it does not eliminate traffic-management limits, remaining civil work or the approval process.
What does the order mean for the land case?
The order preserves BMRCL’s ability to keep building while the litigation continues. It does not extinguish Lakeview’s claim, reverse the Karnataka High Court’s acquisition ruling or decide whether compensation and acquisition procedures were lawful. A later judgment could still alter the legal position, so the construction decision should be treated as interim case management rather than a final ownership ruling.
What must happen before any opening?
- Complete outstanding viaduct, station, track, depot and interchange works.
- Install and integrate traction power, signalling, telecommunications, fare systems and operational controls.
- Run integrated tests and trial services across the relevant section.
- Resolve outstanding legal, environmental and site-access issues that affect construction.
- Obtain the statutory safety clearances and other permissions required for passenger operations.
- Publish an operating timetable and staged-opening plan after approvals, rather than relying on construction percentages alone.
Frequently Asked Questions
Does the Supreme Court order cancel the Karnataka High Court’s decision on the acquisition?
No. The clarification only explains that BMRCL may continue specified construction while the appeal and land challenge are pending. The Supreme Court has not yet issued a final ruling validating or cancelling the acquisition.

What does a court-ordered status quo usually protect in a land dispute?
It generally preserves the disputed position so a contested transfer or development is not treated as finally settled during litigation. In this case, the clarification distinguishes that interim protection from the permission needed to keep essential project work moving.
Will the airport section open at the same time as the Outer Ring Road section?
Not necessarily. BMRCL’s reported targets are segment-specific: Phase 2A is aimed at mid-2027, while the airport–Hebbal and Hebbal–KR Puram parts of Phase 2B have later targets. A through airport journey depends on the operational readiness of every required segment.
Why can a project be more than 80% complete yet still lack a train-service date?
A physical-progress percentage can include structures while systems, integration, trial running and safety certification remain unfinished. Passenger service cannot start until those separate technical and statutory steps are accepted by the competent authorities.
