Sunscreen and Bug Repellent Combos: What CDC and EPA Guidance Says

CDC generally advises against sunscreen-repellent combination products and recommends applying sunscreen first and repellent at least 15 minutes later. Here is what the guidance says and how to check a combo label.

For most people, the safest approach is to buy sunscreen and insect repellent as separate products, apply sunscreen first, and apply repellent after it. CDC generally advises against combination sunscreen-repellent products, citing missing reliable data on how long they keep their SPF and how well they retain it, possible added allergic or irritant reactions, and a mismatch between how often sunscreen and repellent need reapplying.

This guide explains that guidance, lays out the correct order for separate products, describes how combination products are regulated, and gives a checklist for judging one if you still want to use it. It does not rank five named products. The official CDC, EPA and FDA sources available for this topic do not establish which combination products are on sale today or what their current labels say, so a top-five list would rest on claims we cannot support, and this guide does not claim hands-on testing.

Separate products are CDC’s default recommendation

CDC’s travel guidance for sun exposure and its public mosquito-bite advice both point to the same sequence. The public guidance puts it plainly: “If you are using sunscreen, apply sunscreen first and insect repellent second.” (CDC, “Preventing Mosquito Bites”)

When you use two separate products, follow this order:

  1. Apply sunscreen first to exposed skin, following the sunscreen label’s amount and coverage directions.
  2. Wait at least 15 minutes before applying repellent. This interval is specified in CDC’s Yellow Book guidance on sun exposure in travelers.
  3. Apply an EPA-registered skin repellent to exposed skin or clothing as its label directs.
  4. Reapply each product on its own schedule. Sunscreen and repellent do not share a timer, and neither label should be read as applying to the other.

Combination products compared with separate use

The table below sets out the points where separate and combination use differ in the official sources. Where a source does not address a point, the cell says so.

Why reapplication rarely lines up

Sunscreen and repellent wear off on different timelines. FDA’s sunscreen labeling guidance says to reapply at least every two hours and more often when swimming or sweating. Water resistance is a tested claim: FDA recognizes labels stating water resistance for 40 or 80 minutes, which describe test results under the stated conditions. They do not mean the product is waterproof or needs no reapplication.

Repellent protection also varies. EPA states that protection time depends on the product and conditions, so the repellent label is the only reliable guide to how often to reapply it. A combination product forces one reapplication interval onto two ingredients with different needs, which is the core of CDC’s objection.

How combination products are regulated

EPA explains that most skin-applied repellents must be registered before they are marketed. Registration means EPA has evaluated the product and approved it for safety and effectiveness when used as labeled. Some products may be exempt, and a combination sunscreen-repellent product falls under the minimum-risk exemption only if it meets all of that exemption’s conditions. EPA states that a combination product that does not meet all six conditions must be registered to be legally sold or distributed in the United States.

Registration is therefore the first thing to check on a label. A registered product carries an EPA registration number, and the label remains the authority on use.

A dated label example: Australian Gold SPF 30 Continuous Spray

EPA’s accepted label for Australian Gold SPF 30 Continuous Spray Sunscreen with Insect Repellent, accepted June 30, 2020, is a documented example of a physical combination product. Its label specifications are:

This label shows what a combination product can look like on paper. It does not establish that the product is sold today, that its formulation is unchanged since 2020, or how it performs in use.

Why this guide does not rank five products

A top-five ranking needs five named products, each with a current label, current availability in the buyer’s market, and comparable evidence on sunscreen and repellent performance. The official sources available here establish that combination products exist and describe how they are regulated, but they do not identify five currently available products or provide a comparable test set. Ranking them would mean inventing criteria or results. For that reason this guide offers a method for checking any combination product instead of a list.

If you choose a combination product, check these points

  • Sunscreen SPF and broad-spectrum status on the current label.
  • Water-resistance duration, and whether the label gives a tested 40- or 80-minute period.
  • Repellent active ingredient and concentration, such as the 20% IR3535 listed on the dated Australian Gold label.
  • Insects covered and any protection duration stated on the label.
  • Product form, such as lotion, spray or wipe, and the precautions printed on the label.
  • EPA registration number, confirming the product is registered rather than relying on an exemption you cannot verify.
  • Current formulation and availability, checked against the label on the package you buy, not an older listing or photo.

Read the label before you apply

EPA’s safe-use guidance begins with a single rule: “For the safe and effective use of pesticide products, always read the product label before using the product.” (EPA, “Using Insect Repellents Safely and Effectively”)

Beyond the label, EPA’s guidance covers these points:

  • Apply repellent only to exposed skin or clothing, as directed.
  • Avoid cuts, wounds and irritated skin.
  • Do not spray directly onto the face. Spray onto your hands first, then apply to the face.

These are general EPA directions. Where a product label gives different instructions, follow the label.
