Sugar Land has approved a nearly $15.9 million construction contract to stabilize and preserve the Imperial Sugar Char House, moving the long-vacant refinery site into its first major construction phase. Bellows Construction is scheduled to mobilize in December 2026 after a November 5 groundbreaking. The work is preservation, not the final redevelopment: the city is still evaluating master-development partners and has not approved the district’s ultimate mix of uses. Published completion estimates conflict—Houston Business Journal cites May 2028, while KPRC cites March 2028—so no completion month should be treated as final until Sugar Land updates its schedule.
What did Sugar Land approve for the Imperial Sugar site?
On October 20, 2026, City Council approved a nearly $15.9 million contract with Bellows Construction for preservation work on the Imperial Sugar Char House. Urbano Architects is the design architect. The amount is commonly rounded to $16 million, but the reported contract value is approximately $15.9 million.

Sugar Land acquired the site in June 2025 after the refinery had stood vacant since its 2003 closure and private redevelopment efforts had stalled for more than two decades.
When does the Char House renovation start?
A groundbreaking ceremony is scheduled for November 5, 2026, at 4:30 p.m. Construction mobilization is planned for December 2026. The city’s current project information confirms the December start but does not publish a final completion month.

What work is included in the $15.9 million contract?
The preservation package is intended to stop deterioration, stabilize the structure and keep the Char House suitable for future adaptive reuse. Reported work includes:
- Installing a permanent roof.
- Repairing exterior walls and the rear liquor gallery.
- Making selective steel and masonry repairs.
- Upgrading mechanical and electrical systems.
- Restoring windows in a historically appropriate manner.
- Restoring the Imperial signage and moving it back to its historic location.
Preservation is proceeding before the master plan is settled because leaving the building exposed would increase deterioration and limit future reuse options. The city also says the work supports continued eligibility for historic tax credits reviewed by the Texas Historical Commission and the National Park Service.
When will the Imperial Sugar redevelopment be finished?
There is not yet a single confirmed completion date for the Char House preservation work. Houston Business Journal has estimated May 2028, while KPRC has reported March 2028. Those are different published estimates, and the city’s currently available project page identifies the start of construction without selecting either month. The dates should therefore be read as planning estimates rather than a guaranteed reopening or completion deadline.

The wider Imperial Sugar redevelopment will take longer and remains undefined. Sugar Land released a request for qualifications on February 25, 2026, and is evaluating potential master-development partners. A final development agreement, financing package for later phases and approved land-use program have not been announced.
What could be built in the district?
Sugar Land’s adopted vision is “An authentically Sugar Land district designed for our future.” It is a framework for evaluating proposals, not an approved site plan. The four pillars are:
Tell the Story
Historic buildings should be adapted while retaining the refinery’s industrial character and cultural heritage.

Those pillars leave the final balance of commercial, residential, cultural and public uses open. They also leave questions about delivery risk, long-term maintenance and the timing of each phase for the master partner and city to resolve.
Who owns and finances the project?
Sugar Land owns the property and is using a public-private model: the city guides and controls the site while a future private master partner is expected to help shape and execute the broader district. The preservation contract is part of a larger financing package backed by a $50 million Certificate of Obligation issued by the City of Sugar Land in 2026. That borrowing supports land acquisition, Char House preservation, and site and infrastructure improvements. The city reports that $31.5 million of the certificate proceeds was used to purchase the land, with repayment contractually tied to the Sugar Land Development Corporation and Sugar Land 4B Corporation.

No. The Char House and surrounding property remain closed until the city determines that access is safe. Portions of the broader site containing the Fort Bend Children’s Discovery Center and the Heritage Museum’s second floor remain open, but that does not mean the construction area or Char House is accessible.

What should residents watch next?
- The November 5 groundbreaking and December mobilization are the next confirmed construction milestones.
- The city’s selection and contracting of a master-development partner will determine the broader schedule and uses.
- Updated project information should resolve whether the preservation target is March or May 2028.
- Future proposals can be assessed against historic authenticity, public access, gathering space, mobility, funding risk and maintenance responsibilities.
Frequently Asked Questions
Why is Sugar Land preserving the Char House before choosing a master developer?
The city says early stabilization prevents further deterioration and protects the building’s ability to support adaptive reuse. Completing preservation work also helps maintain eligibility for historic tax-credit review while the larger development decision proceeds.
How much of the city’s borrowing went toward buying the Imperial Sugar property?
Sugar Land’s project FAQ says $31.5 million from its 2026 certificate of obligation was used for the land purchase. The same $50 million borrowing program also covers preservation and site or infrastructure improvements.

What does the Imperial Sugar vision mean for Oyster Creek?
One adopted pillar specifically calls for stronger Oyster Creek connections and better movement through nearby neighborhoods. It is a design criterion for future proposals, not a funded construction commitment yet.
Will the Char House be open during construction?
The building and surrounding property are closed until the city determines they are safe. Separate portions of the site that house the Fort Bend Children’s Discovery Center and the Heritage Museum’s second floor remain open.
