STV and Technico Construction Services have been selected to modernize Hylan Houses, a 209-apartment NYCHA development in Bushwick, Brooklyn. The project is the New York City Public Housing Preservation Trust’s first use of progressive design-build at a NYCHA property. The team and the Trust will develop the project’s final scope, design, schedule and construction price collaboratively; the announced work is anticipated, not a finished construction specification or a final-price award.
What is planned for Hylan Houses
Hylan Houses consists of one 19-story building with 209 apartments. The Trust’s procurement notice says approximately 416 residents live there. The anticipated modernization categories include apartment renovations and building-system upgrades, alongside environmental remediation.

What progressive design-build means here
In progressive design-build, an owner brings a design-builder into the project early, then develops and validates the work with that team before advancing toward a final design and construction price. For Hylan Houses, the Trust, residents and design-build team are expected to work together on scope, design, schedule and cost.

That means the selection is a step toward defining the project, not evidence that a complete construction scope, fixed construction price or delivery schedule has already been set. The approach gives the team a framework to resolve project details collaboratively before finalizing those commitments.
Who was selected and how the team was chosen
STV and Technico Construction Services are the design-build team. Preservation Logistics LLC is identified for resident engagement and relocation coordination. According to NYCHA’s July 7, 2026 announcement, the Trust Board approved the project on June 10, 2026, and a contract with Technico was executed before the public announcement.

NYCHA says the selection followed a two-step procurement. A request for qualifications narrowed the field to three teams; a request for proposals went to those shortlisted teams in February 2026. The selection committee included resident representatives, property management and capital-project professionals, and evaluated proposals for best value to residents. Earlier resident engagement informed the request for proposals, and residents are expected to continue informing design decisions.

What is known about cost—and what is not
The Trust procurement notice lists anticipated direct hard construction costs of $385,000 to $415,000 per dwelling unit. This is a planning estimate in the notice, not the final contract value. Applying the range mechanically across 209 apartments would not establish the project’s total price: the notice presents a per-unit estimate, while the final scope and construction price remain to be developed.

A separate NYCHA estimate published in 2025 put Hylan Houses’ 20-year capital needs at nearly $90 million. That development-wide capital-needs estimate is distinct from the procurement notice’s anticipated per-unit hard-construction-cost range and should not be treated as the value of this contract. The public announcements do not give a construction start date, completion date or final schedule. STV says the team will work with the Trust and residents to develop scope, design, schedule and cost. Those details will need to be established through that process before the planned modernization can be described as a final construction package.

For residents, the immediate significance is that a team has been selected and resident participation is built into the planning approach, including engagement and relocation coordination. The selection marks the Trust’s first progressive design-build project at a NYCHA property, but it does not by itself settle which anticipated upgrades will be built, when work will begin or how much the finished project will cost. STV’s October 7, 2026 announcement describes the team’s planned collaborative development of the project.
