The Western Australian Planning Commission approved the redevelopment of the former Stirling Towers site on 5 November 2024. The project has moved beyond the decision stage: demolition and site preparation were completed in July 2025, and the state’s published schedule lists construction completion for the fourth quarter of 2027. The replacement is planned as 109 rental dwellings at 49–67 Smith Street, Highgate.
What did the WAPC approve?
The approval covers a 109-dwelling development at 49–67 Smith Street, Highgate, also identified in state project material as Lot 501 Smith Street. The City of Vincent records the application as multiple dwellings and dates the Western Australian Planning Commission’s approval to 5 November 2024. The project is now named the Smith Street Build-to-Rent Project and forms part of the WA Government’s Housing Diversity Pipeline. Unlike the former vacant buildings, the replacement is planned as managed rental housing; the government says the state will retain ownership through a ground lease model. How many homes and what types are planned?
The City of Vincent’s 2024 project record describes the approved proposal as 42 one-bedroom and 67 two-bedroom dwellings. Its published tenure and support breakdown is:

How does the replacement differ from the old Stirling Towers?
The WA Government described the former site buildings as a vacant 12-storey tower alongside a smaller three-storey building. The approved replacement is a 109-dwelling rental development with one- and two-bedroom homes and a specified mix of social, affordable and specialist disability housing.
