Statesville City Manager Ron Smith gave City Council a project and community update on October 5, 2026. The city’s October roundup covers construction, recreation, airport and utility work, public WiFi, committee activity and upcoming civic dates. The City of Statesville posted the update on October 6.
Construction and facility projects
Police Department expansion and parking garage
Work continued on the Police Department expansion. Rooftop HVAC installation was scheduled for the week of the update, and brickwork was expected to finish soon. Elevator delivery delays moved the parking-garage completion target to the end of November.
Municipal Operations Center
The Operations Center design had been submitted to TRC. The city was moving toward a Guaranteed Maximum Price in spring, while financing was expected to be discussed during the Fall Session.
Cochran Street Recreation Center
Listed renovation work includes new flooring in the cardio and weight rooms, gymnasium floor repairs, wall padding and basketball-goal adjustments. Fitness equipment delivery was scheduled for late October.

Public Works and downtown streets
Work at The Flats was expected to finish by the end of the week following the update. The city was coordinating street furniture and plantings, and brick repairs were to follow the fix for a downtown water leak. North Race Street repaving was anticipated to take about two weeks and occur at night. Vehicles could not be parked on the road while repaving was underway.
Parks, airport and utility work
Newtonville Park
The pickleball courts were complete. Disc golf installation was scheduled for November, while trail expansion remained unfinished.

Airport projects
NCDOT awarded funding for the Airport Apron Expansion. Permitting updates were underway as the project was prepared for bidding; the city expected construction to take approximately three to four months.
The Victory Air Hangar project was awarded to Garanco, Inc. A preconstruction meeting was scheduled, and the city estimated a four-to-five-month lead time for the metal building.

Water and sewer projects
The city reported the Waterline Spline project 90% complete. DEQ approved its fourth partial in-service portion, and construction was underway on the Five Points stub connection.
For the 3rd Creek Sewer Extension, staking and clearing began the week of September 14. The notice to proceed was set for October 19, with mobilization planned one week earlier.

Inflow and infiltration study
Flow monitoring for the study was complete, and targeted manhole inspections had begun. The city’s update identified approximately $4.2 million in repair costs and a $1.7 million placeholder in the FY 2028 Capital Improvement Plan. These are estimates and planning figures reported in the city update.

Exterior access points were installed at Cochran Street Recreation Center, with work underway to extend guest-network coverage outdoors. WiFi was operational at Statesville Leisure Pool, and an extension was planned before the pool reopened.
A site survey at the soccer complex was scheduled for November 11. The city described the complex as the first full-rollout location for its free public WiFi service.
