Western Australia’s Metro Outer Development Assessment Panel approved the first-stage Alkimos shopping-centre proposal on 17 December 2025. The approval covers a specific development application at Marmion Avenue, subject to conditions; it is not approval evidence that the wider Alkimos Central precinct is complete or that the centre has opened.
What did the planning panel approve?
The decision concerned application DAP/25/02972 for Part Lot 9002 (2570K) Marmion Avenue, Alkimos. The Metro Outer DAP minutes record approval of the application and accompanying plans under the applicable Western Australian planning framework, subject to conditions. The approval is valid for four years from 17 December 2025. If the development is not substantially commenced within that period, the approval lapses. The panel’s minutes are the record of the planning decision.
This is a first-stage proposal within the broader Alkimos Central precinct, not a sign-off on every future development there. The application presentation identifies Centuria Capital Limited as the proponent and describes a retail, commercial and community-use centre beside Alkimos Train Station. What is planned for the first stage?
PerthNow reported that the $25 million first stage would include a supermarket, liquor store, childcare centre, medical centre, eight retail and commercial tenancies, seven cafes or food outlets, and 301 car-parking spaces. The report says the childcare centre could accommodate up to 103 places and the medical centre up to 10 practitioners. It also reports plans for 207 new trees and says only one commercial tenancy was approved to operate as a small bar. These are reported proposal details, rather than a guarantee that every use or tenant will be delivered exactly as described. PerthNow’s account of the proposal provides those figures.

Why are two different project values reported?
PerthNow describes the first stage as a $25 million project. In a separate announcement about the land deal, the WA Government called it part of a $33 million retail and services precinct. The figures come from different source descriptions of the project; the available material does not establish that one replaces or corrects the other. The government announcement uses the $33 million description.
Where is the site, and who is developing it?
The site is on Marmion Avenue, adjacent to Alkimos Train Station. The WA Government said Centuria had reached a land deal with the Cook Government to develop the first retail stage on land owned by DevelopmentWA. The announcement placed the site about 100 metres from Alkimos Station and 150 metres from the future Alkimos Aquatic and Recreation Centre. PerthNow also described it as within walking distance of the station and on part of a larger area slated for commercial development. The land-deal announcement gives the proximity figures.

When is the Alkimos shopping centre expected to open?
2027 is the stated expected opening year, not a guaranteed date. PerthNow and the WA Government announcement both gave 2027 as the expectation. DevelopmentWA’s current project timeline lists retail-precinct development as expected to commence in 2026 and stage one as expected to open in 2027, while warning that timeframes can change. DevelopmentWA’s Alkimos Central timeline is the source for those planned milestones.
The reviewed public information does not independently confirm whether construction had begun by 8 October 2026. Planning approval establishes permission subject to its conditions; it does not by itself show that works have started or that opening remains on schedule.

What was said about the proposal?
PerthNow reported that City of Wanneroo officers supported the application and considered design-review-panel concerns addressed. The news report quoted the officers’ recommendation report as saying: “The proposal will deliver a functional and well-designed centre that supports the long-term growth of Alkimos and establishes a foundation for future stages of the city centre,” and that it “provides a strong pedestrian focus, active street frontages, and potential for a high standard of landscaping and built form appropriate for an initial stage.” These are officers’ assessments as reported by PerthNow, not separate findings stated in the DAP decision minutes. PerthNow’s report attributes the remarks to the City officers’ report.
Butler MLA Lorna Clarke also welcomed the project when the land deal was announced, saying: “As a mum, I am so pleased to see more childcare, health services and green spaces coming to our Alkimos community,” and “With a close connection to public transport, Alkimos Central will make our area an even better place to raise a family.” Those remarks were political comment about the project.
