South Perth adopts 2025–2050 Urban Greening Strategy after community consultation

South Perth’s adopted 2025–2050 strategy expands its focus beyond tree canopy to include wider vegetation, biodiversity and long-term greening goals.

The City of South Perth adopted its Urban Greening Strategy at its July 2025 Ordinary Council Meeting. The plan replaces the 2018–2023 Urban Forest Strategy and sets out goals for protecting and expanding vegetation, improving biodiversity and guiding future planning. The City describes the consultation as extensive; the documented process included a two-day panel attended by 38 community representatives and more than 150 forms during the draft-feedback stage.

What Council adopted

The strategy is intended to guide future urban-greening planning and implementation across the City of South Perth. It broadens the previous strategy’s urban-forest focus: urban greening includes retaining and planting trees, shrubs and understorey vegetation to increase nature, provide shade and UV protection, and strengthen biodiversity. The City’s strategy overview describes the plan’s 2025–2050 horizon.

Its five pillars are Protect, Enhance, Manage, Connect and Support. The City says goals and objectives under those pillars are intended to inform action, investment and future planning. Mentioned action areas include green corridors, urban parks and foreshores, community education and incentive programs, policy and advocacy, and sustainable funding mechanisms.

What the strategy aims to achieve

The City’s stated goals for 2025–2050 include protecting the riverside environment; safeguarding vegetation, mature and newly planted trees, green spaces and remnant bushland; and expanding greening. Other goals are to apply nature-positive design in City projects and public spaces, provide the people, funding and practices needed for long-term management, build partnerships, support education and best practice, and encourage community ownership of local greening. These are intended outcomes, not a report of completed work.

How residents were involved

The City characterises the engagement as extensive. The documented process took place in three stages:

  1. Broad engagement: surveys and pop-up events were held in September and October 2024.
  2. Deliberative panel: 38 community representatives attended workshops over two full Saturdays, 8 and 22 February 2025, after an induction. Their remit was to recommend priorities balancing community and natural-environment needs. The City published the panel update on 5 March 2025.
  3. Draft feedback: residents could comment through a feedback form and drop-in sessions. The feedback period closed at 4pm on 27 May 2025, and the City reports receiving more than 150 forms. The Your Say South Perth project page sets out the engagement stages and feedback period.

The participant and form counts describe parts of the process; they do not establish that every resident took part or that every suggestion was adopted. The City says independent consultants Josh Byrne and Associates helped develop the strategy, with Aha! Consulting supporting engagement. In its 23 July 2025 adoption announcement, Mayor Greg Milner said, “We’ve gone to great lengths to ensure this Strategy captures the aspirations of our community. It is shaped by their ideas, feedback and lived experience and we thank the community for their high-level input and collaboration in the development of this Strategy,” Mayor Greg Milner said.

South Perth’s existing green assets and pressures

The City’s undated strategy overview reports these local measures. They are not all necessarily from the same measurement year, and categories may overlap, so they should not be added together:

  • 709 hectares of vegetation, described as about one-third of the City’s area.
  • 391 hectares of reserves and 14 designated nature spaces.
  • More than 21,000 street trees.
  • Nearly 400 hectares of urban forest across public and private land, including more than 100 hectares of natural areas with significant tree cover.
  • More than 26,000 trees managed by the City across bushland and foreshore reserves.

The City says canopy cover on public land has increased over the past 30 years while it has declined on private property; the overview does not give percentages for either change. It identifies development, population growth and climate change as pressures, alongside subdivision, tree vandalism, infrastructure works, ageing trees, water availability and community perception.

What is not yet specified

The strategy and adoption announcement establish direction and broad action areas, but do not state action-by-action budgets, quantified performance targets or delivery dates. The City lists cooler streets and reduced heat, cleaner air, improved public health, habitat and biodiversity, lower stormwater runoff and energy costs, and improved liveability among the benefits of greening. These are benefits the City identifies, not measured outcomes attributed to the newly adopted strategy.
