There is no single best flooring for audio quality. If a hard-floored room sounds bright or echoey, carpet or a rug can absorb some reflections. If the problem is footsteps reaching a room below, the floor-ceiling assembly and its tested underlayment matter more than a surface rug. Those are different acoustic problems, and flooring is only one part of the solution.
First identify which sound problem you want to solve
Reflections inside the room
Sound reflects from hard surfaces. In a sparsely furnished room, exposed hard flooring can contribute to a lively or reverberant feel. Soft finishes and furnishings absorb some sound energy, reducing some reflections and helping sound decay sooner. The result depends on the whole room, including its walls, ceiling, windows, furnishings and shape.
Footsteps or other impact noise traveling through the floor
Impact noise travels through the floor-ceiling construction. Making the room above less reflective does not usually stop footsteps from reaching the room below. For this problem, look at the complete assembly and its installation, not just the visible floor finish.
How the main flooring choices compare
| Option | Effect on reflections in the room | Impact-noise considerations | When it may make sense |
|---|---|---|---|
| Carpet with a suitable pad | Can absorb more sound than a hard finish; performance depends on frequency and the carpet-and-pad construction. | A soft finish can reduce some impact sounds, but does not guarantee isolation between dwellings. | When a soft finish is acceptable across the room. |
| Hard flooring with an area rug | The rug softens part of the reflective surface; coverage and construction affect the result. | It is not a substitute for a tested floor-ceiling solution. | When the hard floor needs to remain and a reversible change is preferred. |
| Hard flooring with acoustic underlayment | Do not assume underlayment provides the same room absorption as a soft covering. | It may help when specified and tested as part of the complete assembly for the relevant metric. | During renovation, after checking compatibility and building requirements. |
| Hard flooring without soft furnishings | A sparse room generally has more exposed reflective area. | Transmission depends on the underlying structure. | Consider adding rugs, curtains, upholstered furniture or purpose-designed acoustic treatment if the room sounds lively. |
What carpet absorption figures can—and cannot—tell you
OSHA’s technical manual table, drawing on its cited Room Acoustics source, lists heavy carpet on concrete at absorption coefficients of 0.14 at 500 Hz and 0.65 at 4,000 Hz. For heavy carpet over 40-ounce hairfelt or foam rubber pad, the table lists 0.57 at 500 Hz and 0.73 at 4,000 Hz. These are frequency-specific values for the stated assemblies, not universal ratings for every carpet, pad or installation. The manual notes that absorption depends on material density, thickness and sound frequency. See OSHA’s technical manual.

#1 Best Overall
- Marvel Mute Rubber floor underlayment is made of RECYCLED RUBBER IMPACT SOUND INSULATION to minimize impact transmission noise in floors and ceilings.
- OUr Flexible Recycled Rubber Roll is Perfect for use as underlayment for laminate flooring, vinyl plank and engineered hardwood
- Can be used in any area where impact noise transmission is a concern, ex, Classrooms, hospitals, dormitories, and apartments.
- Marvel Mute underlayment is made from recycled SBR tire rubber. GreenCircle certified
- Acoustical properties: IIC rating from IIC 50 to IIC 74 range based upon the floor-ceiling assembly and choice of floor covering.
For interior products, ISO 20189:2018 describes sound-absorption assessment and explains how such data can inform reverberation-time calculations and room-acoustic modeling. ISO’s listing says the 2018 edition was reviewed and confirmed in 2024. Absorption data addresses reflections in a room; it is not, by itself, a measure of how much impact noise passes through a floor.
Practical changes for an existing room
- For a hard-floored living or listening room, try a rug that covers a meaningful part of the seating or listening area. A compatible rug pad may be appropriate for the floor and rug.
- Address other reflective surfaces, too. Curtains and upholstered furnishings can contribute to a softer room sound; a rug alone may not address reflections from the walls, ceiling or windows.
- For a carpet-to-hard-floor renovation in a multi-unit building, check the governing building rules and the acoustic performance of the proposed floor-ceiling assembly before installation. NFCA warns that changing from carpet to a hard surface affects acoustic performance. Its guidance discusses assembly measurement and ASTM E2179 delta IIC; compare results only when the test method and construction match the question. Read NFCA’s technical guidance.
YourHome, an Australian Government resource, puts the distinction plainly: “Absorptive finishes reduce reflections inside a room; they do not usually stop traffic noise entering through a window or footsteps transferring through a floor.” Read YourHome’s acoustic-comfort guidance.

How to judge flooring and underlayment claims
- Ask what the measurement addresses: absorption in the room or impact transmission through a floor construction.
- Check the complete assembly, including the floor finish, underlayment, subfloor and ceiling where relevant—not an isolated product description.
- Confirm that the tested construction, installation and applicable metric match your project. A material name, thickness or single rating is not a universal promise of soundproofing.
- For a multi-unit building, confirm applicable building requirements before changing the floor finish.
