What is being built at Project Sterling?
Project Sterling is a utility-scale solar-plus-storage development by ContourGlobal near Topock and north of Lake Havasu City. The site is just off a historic section of Route 66 between Topock and Kingman, according to Solar Power World.

What does the construction milestone mean?
The project has moved through several kinds of work, so the dates describe different milestones rather than competing construction-start claims.
- December 2024: ContourGlobal acquired the project during development.
- 2025: The developer says substantial construction activity began off site, including procurement of major equipment.
- July 2026: Construction began on Polaris Road, the 5.2-mile access route between Route 66 and the site.
- September 2026: ContourGlobal’s project page lists construction start for the project.
- October 8, 2026: Solar Power World reported that construction of the solar and storage systems had begun, describing the main energy-system construction phase.
The timeline is reported across ContourGlobal’s project page, its 2026 PPA announcement, and the October 2026 trade report. Procurement, road work and on-site installation are related but distinct parts of delivering a project of this scale.

What work is planned on site?
The construction report describes civil works, roads and site logistics alongside installation of more than 760,000 solar modules and over 300 battery containers. Polaris Road provides the access connection from Route 66 to the site. These are project-scale construction activities, not consumer solar installations.

ContourGlobal says Tesla has a long-term power purchase agreement covering about 1 TWh of electricity annually, or around 90% of the project’s expected as-generated output. The agreement bundles electricity with renewable energy certificates. The contracted volume is not the same as the plant’s entire forecast generation.

ContourGlobal estimates annual production at more than 1.1 TWh in its PPA announcement. Its project page describes expected output as more than 1 TWh per year. Both are developer forecasts, not measured operating results.
The developer says Sterling is physically connected to the Western Area Power Administration grid and holds firm point-to-point transmission rights to access California’s CAISO market. That describes its stated grid and market access; it does not mean the project is already delivering electricity.

When is Project Sterling expected to operate?
ContourGlobal targets commercial operation in 2028. That is a schedule target, not an achieved date. The project remains under construction, and the available project announcements do not establish actual generation or independently verified local economic effects.
What the developer says about delivery
ContourGlobal CEO Antonio Cammisecra said the project was engineered around its customer’s needs and would deliver clean power “for up to 16 hours a day.” This is the company’s description of the intended service, not an independently measured reliability result.
