The best results come from matching the surface, coating system, fixtures, cleaning method and maintenance policy to the actual risk.
Federal Highway Administration (FHWA) guidance states the limit plainly: “Few, if any, barriers can be made graffiti-proof.” Treat anti-graffiti products as part of a managed design, not as a guarantee against tagging, breakage or forced removal.

What smarter products can—and cannot—do
Vandal resistance has two measurable design goals: make damage harder to cause and make legitimate repairs or cleaning less disruptive. A coating can limit paint penetration. A robust light casing can withstand impact. Concealed fixings can prevent a fixture from being quickly removed. None of these measures stops every determined act of vandalism.

FHWA notes that an anti-graffiti coating may be wasted when the normal practice is to paint over tags, because new paint may not adhere readily to the coated surface. Coatings make the most sense when the policy is to remove graffiti using an approved method and within a defined response time.

There is no general percentage reduction in vandalism or universal cost saving established for a particular product. The 2024 Illinois Center for Transportation report studied anti-graffiti systems used on Illinois projects over the preceding 14 years and surveyed six states in the North Central States Consortium. Those figures describe the study scope, not proof that one coating prevents a set percentage of incidents.
Begin with the surface, use and threat
Identify the substrate and its porosity
List every surface that may be tagged or damaged: concrete, brick, stucco, stone, metal, wood, EIFS, previously painted walls, glazing and equipment housings. Porous masonry absorbs paint differently from dense concrete or an already coated panel. A system suitable for one may fail, discolor or trap moisture on another.
Inspect for existing paint, sealers, efflorescence, cracks, oil, biological growth and friable material. Record whether the surface must remain breathable, whether its natural appearance is important, and whether a coating could affect an adjacent finish. Require the manufacturer to confirm compatibility with the exact substrate and existing layers rather than relying on a generic “masonry” label.

Map the use and likely abuse
Entrances, alleys, public toilets, transit-adjacent walls, schools and vacant buildings often face repeated tagging or impact. A sheltered interior wall has different weather and curing demands from an exposed parapet. Door hardware, light fittings, glazing and projecting trim may be pulled, struck or removed even when the wall itself is protected.
Set a performance brief before selecting products. Define the kinds of paint expected, the permitted cleaning equipment, acceptable appearance change, access for maintenance, and the time in which a tag must be removed. This brief prevents a coating from being selected solely because its purchase price is low.

Choose the coating model: permanent or sacrificial
| System | What happens during cleaning | Lifecycle implication | Key checks |
|---|---|---|---|
| Permanent (non-sacrificial) | The film is intended to remain while graffiti is removed repeatedly with the approved cleaner or washing method. | Higher initial cost may be offset by avoiding reapplication after each cleaning; labor, access and disruption still recur. | Confirm resistance to the specified remover, pressure limits, appearance, breathability and re-coating procedure. |
| Sacrificial | The coating is partly or wholly removed together with the graffiti. | Often lower initial cost, but the cleaned area requires reapplication, so repeated incidents create material, labor and access costs. | Confirm the replacement product, surface preparation, drying conditions and how color or sheen will be matched. |
Permanent and sacrificial labels describe the cleaning model, not a guarantee of success. The permitted remover, dwell time, brush or pressure-washing method must be stated in the product data. Using a stronger solvent or higher pressure than allowed can damage the coating, substrate or adjacent finishes.
Clear versus pigmented finishes
FHWA describes clear coatings for surfaces whose appearance comes from the natural material and pigmented coatings for natural, unpigmented concrete. A clear film may preserve brick or architectural concrete, while a pigmented system can provide a consistent color where the substrate is visually uneven. Require a sample panel so the owner can approve gloss, color, texture and any darkening before full application.

A coating can solve a graffiti problem while creating another one. FHWA warns that sealing a porous, sound-absorbing noise barrier can close the voids that provide acoustic performance. The same principle applies to building assemblies that rely on vapor movement, drainage or a textured finish. The design team should document those functions and obtain compatibility evidence before coating.
Make cleaning part of the specification
A coating without a cleaning plan is an incomplete vandal-resistance measure. Write the sequence into the maintenance manual and train the staff or contractor who will use it.
- Record the incident. Photograph the tag, note the paint type if known, and identify the coated surface and nearby materials.
- Check the approved method. Use the coating manufacturer’s current technical and safety data to verify the cleaner, dilution, dwell time, water temperature, brush type and pressure limit.
- Protect adjacent areas. Mask drains, planting, glazing, sealants, electrical equipment and uncoated surfaces. FHWA specifically flags overspray, odor, toxicity and protection of nearby areas as application concerns.
- Test a small inconspicuous area. Confirm that the graffiti is removed without lifting the coating, changing color or exposing the substrate.
- Clean and rinse correctly. Collect contaminated runoff where required by local rules. Do not substitute abrasive blasting or an aggressive solvent merely because it is faster.
- Inspect and document. Check for film damage, gloss variation, staining and water entry. Log the product, batch, method, date and person performing the work.
- Recoat when required. Sacrificial systems normally need replacement after cleaning; permanent systems may require spot repair or eventual renewal according to the manufacturer’s procedure.
For sites with frequent incidents, measure response time, labor hours, access equipment and material use. These project records provide a more reliable lifecycle comparison than a generic price claim.

Build resistance into fixtures and details
Use strong, non-corroding construction
The Australian Institute of Criminology recommends strong construction, non-corrodible materials and fixings, concealed fastenings, sensible siting, and regular maintenance. Avoid projecting edges, loose panels and parts that can be unscrewed or pried away. Where economically feasible, select durable fixtures without removable components and hardware that will not quickly rust after repeated washing.
Protect glazing and lighting
Police.uk advises vandal-resistant casings for lights and identifies security film as a way to make windows harder to smash. The guidance also lists anti-graffiti coatings as a way to reduce paint bonding. Specify glazing and films for the actual hazard: impact resistance, fragment retention, replacement access and compatibility with frames all need confirmation. A film that holds broken glass together does not make the pane impossible to break.
Design for access and surveillance
Place vulnerable equipment where staff can inspect it without unsafe ladders or road closures. Keep serviceable fixings accessible to authorized personnel but difficult to reach casually. Lighting, sightlines and avoidance of concealed recesses support prevention, while regular inspections ensure a small defect does not become an invitation to remove a larger component.
Compare systems with a whole-life checklist
| Decision area | Questions to answer before approval |
|---|---|
| Substrate fit | Is the surface porous, dense, previously painted, historic, damp or contaminated? What preparation is required? |
| Cleaning model | Is the system permanent or sacrificial? Which remover, pressure, temperature and tools are allowed? |
| Lifecycle effort | What are purchase and application costs, expected reapplication, cleaning labor, access equipment and disruption? |
| VOC and application constraints | What are the formulation, odor, toxicity, overspray controls, weather limits and local regulatory requirements? |
| Appearance and other performance | Will the finish change color, sheen, texture, breathability, sound absorption or historic fabric? |
| Durability of details | Are fixings concealed, materials corrosion-resistant, components impact-resistant and maintenance access practical? |
The 2024 Illinois report uses system type, substrate porosity, VOC content, removal technique and cost in selection flowcharts for transportation infrastructure. Those criteria transfer well as a decision framework, but a building project must confirm the different exposure, occupancy, fire, heritage and indoor-air requirements.
Example product data: how to read a manufacturer specification
ICD describes PerformaSil 200 as a one-component, water-based silicone elastomer coating for exterior concrete, masonry, brick, stucco, metal, stone, wood, EIFS and previously painted surfaces. The manufacturer says it can be sprayed or brushed, normally by airless spray, and that full graffiti-resistant performance develops after a 7–14-day cure.

The same page calls for a clean, dry surface, gives typical coverage of about 75 square feet per gallon at approximately a 20-mil wet film thickness, recommends two coats for maximum protection, and describes pressure washing or gentle soap-and-water cleaning. These are manufacturer specifications, not independent comparative testing. Confirm the current technical and safety data, substrate preparation, weather limits, permitted cleaner and re-coating method before writing the product into a project specification.
Coverage is an application estimate, not a guaranteed yield. Surface texture, porosity, spray loss, masking and the required film thickness can change actual consumption. A mock-up and measured takeoff are more dependable for budgeting.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Plan procurement, installation and handover
- Write the performance requirement. State the substrates, expected graffiti types, appearance limits, cleaning response and acceptable downtime.
- Request the complete data set. Obtain the current technical data sheet, safety data sheet, application instructions, VOC information, test methods and warranty terms.
- Verify local compliance. Check VOC, odor, runoff, waste and worker-protection rules for the project jurisdiction.
- Require a representative mock-up. Include the most porous, dense and previously coated surfaces, then perform a controlled cleaning demonstration.
- Coordinate trades. Protect glazing, sealants, landscaping, electrical equipment and drainage during preparation and spraying.
- Record as-built information. Note product, color, batch, coats, wet-film checks, weather, cure time and approved cleaning method in the handover documents.
- Set inspection intervals. Schedule checks for coating damage, corrosion, loose fixings, failed sealants and blocked drainage, not just visible graffiti.
Common failure modes and corrective actions
Paint remains bonded
The remover may be wrong, the dwell time too short, the coating under-cured or the graffiti unusually resistant. Stop escalating chemicals or pressure. Recheck the approved method, test a small area and obtain manufacturer advice.
The coating peels or turns cloudy
Likely causes include moisture, inadequate preparation, incompatible existing paint, excessive film build or cleaning outside the permitted conditions. Isolate the defect, identify the substrate and repair the underlying cause before recoating.

Tags are painted over instead of removed
This conflicts with the reason for specifying an anti-graffiti coating. Revisit the owner’s policy, train responders and ensure the approved removal equipment is available. If the operational policy cannot change, spend the budget on other robust details rather than a coating whose cleaning benefit will not be used.
Apply infrastructure lessons carefully to buildings
FHWA guidance and the Illinois transportation report are rooted in roads, bridges and noise barriers, where exposure, access and cleaning logistics differ from occupied buildings. Their lessons about porosity, cleaning, VOCs, overspray, cost and acoustic compatibility are useful, but they do not replace building-code review, heritage assessment, indoor-air controls or manufacturer confirmation for a particular assembly.
Australian crime-prevention guidance and Police.uk provide practical design principles rather than a tested ranking of products. Use them to create a coordinated package: resilient surfaces, concealed and corrosion-resistant fixings, vandal-resistant glazing and lighting, good sightlines, safe maintenance access and prompt repair.
The strongest specification is therefore not “vandal-proof.” It states what the surface must tolerate, how damage will be removed, which components can be replaced, who will respond and how performance will be checked over the building’s life.
