The session did not approve or reject the project. The committee will review documentary submissions and seek reports from state regulators and district authorities before making recommendations.
What the 16 October hearing decided
The hearing was an evidence-gathering session, not a final decision on the proposed Lum Syrman Limestone Block-A project. Commissioner and Secretary in-charge of Home (Political) Cyril V. D. Diengdoh chaired the panel at Committee Room IV in the Meghalaya Civil Secretariat, Shillong. The meeting had previously been planned for the Circuit House in Khliehriat.

People and organisations that had submitted representations were invited to attend with their original documents. Diengdoh said, “More than 15 or 16 groups appeared. People who have represented wanted to be heard, so we heard them today.”
Submissions included both support for and opposition to the proposed project. Diengdoh stressed that the panel had not reached a conclusion: “There is nothing one-sided. This is not the conclusion. All the facts will be examined, all the documents, all the reports from the Pollution Control Board, from the DC, from the SP, everything will be examined in toto.”

He added that the committee would proceed step by step, examining the documents and facts before taking a decision.
Why the committee was formed
The inquiry follows the disruption of an environmental public hearing held on 31 July 2026 for “Lum Syrman Limestone Block-A” of M/s Shree Cement Limited. The Meghalaya State Pollution Control Board records that hearing as conducted under the Environment Impact Assessment Notification, 2006.

The government’s terms of reference address two connected issues:
- What caused the 31 July environmental public hearing to be disrupted.
- What environmental, social, legal and criminal impacts could arise from the proposed project and the company’s activities.
The panel may consult additional stakeholders and is expected to submit a comprehensive fact-finding report. Its role is therefore broader than checking whether a single meeting followed procedure; it is also examining the project’s potential effects and the circumstances surrounding local objections and support.

Who appeared and what evidence is being considered
The committee heard more than 15 groups, although the chair’s public description was “more than 15 or 16,” rather than a precise attendance count. The submissions represented opposing positions, so the hearing record includes arguments for proceeding as well as objections.

Those reports are intended to be considered alongside the original documents submitted by organisations and individuals. The panel’s eventual assessment should therefore distinguish between documentary evidence, official reports, stakeholder claims and matters that remain unverified.
Land, customary rights and livelihood questions
A representation from the Jaintia National Council identifies the proposed block as covering 217.394 hectares. It asks the inquiry to examine land ownership and customary status, whether affected people gave valid consent, possible effects on agriculture and livelihoods, and allegations that people were pressured.

These are claims and questions placed before the committee, not findings that have been established. They are significant because a project assessment in a customary-land context must address more than technical environmental impacts. The panel’s fact-finding remit allows it to consider how land rights, local decision-making, farming and other income sources intersect with the proposed limestone operation.

Chief Minister Conrad K. Sangma said that all further work at the site would remain on hold until the committee completes its findings. The statement indicates a pause in site activity while the inquiry proceeds; it is not a cancellation of the project or an approval to resume work.

What happens next
- Document review: The committee will examine original representations and supporting records submitted at or for the hearing.
- Official reports: It will obtain inputs from the Pollution Control Board, the deputy commissioner and the superintendent of police.
- Stakeholder assessment: The panel may consult other stakeholders to test claims about the disrupted hearing, land and customary rights, environmental effects, livelihoods and public order.
- Fact-finding report: The committee is to compile a comprehensive report and recommendations for the government.
- Government decision: Any decision on further project activity must come after the inquiry’s findings; the 16 October session itself did not settle the project’s merits.
How to interpret the competing positions
Supporters’ submissions show that some stakeholders want the proposal considered or advanced, while opposing submissions raise concerns about procedure, environmental consequences, land status, consent and livelihoods. At this stage, neither side’s position has been adopted as the government’s finding.

Until those questions are answered, descriptions of the project as approved, rejected or permanently stopped would go beyond the reported record.
