Wait and prepare if the project is discretionary, your design is still changing, financing is uncertain, or local bids contain unexplained premiums.
A national slowdown in remodeling activity does not promise that your town’s labor or material prices will fall. The useful question is not “Will costs be cheaper next year?” but “What will waiting change, and what risk will it add?”

What the current evidence actually says
Construction pricing is local. Crews, subcontractor backlogs, wages, freight, permits and the mix of materials in your project can outweigh a national trend. Recent indicators therefore need to be read as context, not as a quote for your address.

Statistics Canada reported that residential renovation costs rose 0.3% in the first quarter of 2025, following a 0.5% increase in the fourth quarter of 2024. Alberta increased 1.0% and Quebec 0.9%, while Ontario declined. The same release demonstrates regional divergence: a national average cannot tell you whether a particular city, trade or neighborhood is becoming cheaper.

U.S. spending may slow without making quotes cheaper
Harvard’s Joint Center for Housing Studies said in its July 23, 2026 Leading Indicator of Remodeling Activity release that annual spending on owner-occupied improvements and repairs is expected to keep losing momentum through mid-2027. LIRA is a national, four-quarter spending indicator. Harvard does not publish it at the state, regional or metropolitan level, so it cannot answer a local price question.
The National Association of Home Builders’ fourth-quarter 2025 Remodeling Market Index was 64. Its Current Conditions Index was 71, while its Future Indicators Index was 56. NAHB defines a reading above 50 as more remodelers rating conditions good than poor. Those results describe industry sentiment, not a guaranteed discount from a contractor in your market. NAHB Remodelers Chair Nicole Goolsby Morrison identified the tension directly: “However, rising costs and customer hesitation due to economic and policy uncertainty remain key challenges for the industry.”
Product demand forecasts are not installed-price forecasts
HIRI forecasts the U.S. home-improvement-products market to grow 2.6% in 2026, followed by an average 3.8% annual growth from 2027 through 2029. It projects consumer spending to rebound 3.7% in 2026, while professional spending growth cools to 1.0%. In a separate reading, the NAHB future-conditions measure slipped from 54 to 52 in the second quarter of 2026 even as current conditions remained above 50.
These figures can indicate moderating demand, but they do not specify your contractor’s wage rate, a local drywall shortage, a tile lead time or the price of opening a wall. A slower market can coexist with high bids if qualified crews are scarce or suppliers have raised costs.

Decide with five local tests
Score each option—start now, redesign, phase the work or wait—against the same five questions. This prevents a headline about the national market from dominating a decision driven by a leaking roof or an unaffordable loan.
| Test | Evidence to collect | What favors starting | What favors waiting |
|---|---|---|---|
| Urgency and failure risk | Inspection findings, active leaks, structural movement, electrical condition, equipment age and insurance or code notices | Delay is likely to increase damage, risk or mandatory costs | There is no material safety, weatherproofing or functional consequence |
| Price certainty | Comparable written scopes, allowances, exclusions, validity period and escalation language | Bids are close, detailed and valid long enough to arrange the work | Bids differ widely or rely on open-ended allowances |
| Cash and financing | Cash reserves after the project, interest rate, monthly payment, draw schedule and contingency | You can fund the contract and a contingency without compromising essential reserves | Approval is uncertain, the payment is strained or the contingency would be borrowed at a risky cost |
| Contractor and schedule | Licensed trade availability, references, permit timing, start date and material lead times | A suitable crew and required materials can be reserved under written terms | The only available crew is unverified or the schedule would leave the house exposed |
| Benefit of the work | Expected use, resale objective, energy effect and maintenance avoided | The benefit begins now or prevents a measurable loss | The design is unsettled or the benefit is mainly optional appearance |
When renovating now is the safer choice
Active leaks and water intrusion
Roof, flashing, foundation and plumbing leaks rarely become cheaper while they run. Moisture can damage framing, insulation, finishes and indoor air quality. Obtain an inspection, document the source, and contract the immediate drying and weatherproofing work separately from later cosmetic improvements if the full design is not ready.
Structural, electrical and life-safety hazards
Cracked load-bearing members, unsafe service panels, overheating circuits, failed gas appliances and missing egress are not market-timing projects. Use the appropriate licensed professional, follow permit requirements and ask for written confirmation of what must be corrected. A lower future quote is not valuable if the house remains unsafe during the wait.

Failing systems with predictable damage
When a furnace, boiler, water heater, sewer line or drainage system is showing verified failure signs, compare the cost of planned replacement with the cost of an emergency call, temporary accommodation and secondary damage. A phased plan can preserve cash: stabilize the failure now, then schedule finishes or layout changes after the essential system is reliable.

Insurance, code or permit deadlines
An insurer’s requirement, municipal order or permit condition creates a real deadline. Confirm exactly what documentation is required, whether a licensed installer is mandated, and whether the work must be completed by a stated date. Waiting without a written extension can turn a manageable repair into a coverage or compliance problem.
A complete scope with a defensible bid
Starting can make sense for discretionary work when drawings, selections and quantities are settled and at least three contractors have priced the same scope. The bid should identify what is included, what is excluded and how unknown conditions will be handled. A clearly controlled contract can be preferable to hoping that a future market will be lower.
When waiting is rational—and what waiting must accomplish
The design is still moving
Changing cabinets, window sizes, plumbing locations or structural openings after demolition creates change orders and schedule losses. Finish the design, select products that are actually available, and obtain the required approvals before asking for final pricing. Waiting is productive when it removes uncertainty from the scope.
Financing is uncertain or expensive
Do not commit to a project that depends on an approval you do not have or on a payment that leaves no reserve for hidden conditions. Compare the total cost of borrowing, not only the advertised rate, and test the payment against a higher-rate renewal or a period of reduced income. If financing is the obstacle, a shorter phase or a smaller scope may be better than delaying indefinitely.

Bids show unexplained premiums
Three bids are useful only when they are comparable. If one is much higher, ask whether it includes engineering, permits, temporary protection, disposal, better materials or a realistic allowance that the others omitted. If all bids are high but the contractors cannot explain the labor or material drivers, pause, improve the scope and recheck the market rather than treating the highest number as inevitable.
No deadline forces the work
A kitchen style, enlarged patio or aesthetic finish can wait if the space remains safe and functional. Use the time to obtain samples, verify dimensions, monitor lead times and save the contingency. Waiting does not guarantee lower prices; it gives you an opportunity to make a better-defined decision.
How to collect evidence from your local market
- Define the same scope for every bidder. Provide drawings or a measured description, finish levels, appliance responsibilities, demolition assumptions, site access and the desired completion window.
- Request at least three comparable written bids. Ask each contractor to separate labor, materials, subcontractors, permits, disposal, temporary protection and taxes where applicable.
- Check credentials and recent references. Verify required licensing, insurance and permit experience. Speak with clients whose projects resemble yours in size and complexity, not only with a contractor’s easiest jobs.
- Ask suppliers and trades about lead times. Confirm whether quoted products are in stock, whether a substitute changes performance or appearance, and how long the quoted price can be held.
- Confirm permit and inspection steps with the authority having jurisdiction. Permit timing and required drawings can change the start date even when a contractor is ready.
- Record the local facts. Keep the bid date, validity period, crew availability, material lead times and the reason for every allowance. Recheck these items if you postpone the decision.
How to lock a quote without creating false certainty
A signed price is useful only when its boundaries are clear. Before paying a deposit, require these items in the contract:
- A line-by-line scope, drawings and a finish schedule that identify quantities and quality levels.
- A list of allowances with the assumed unit price, quantity and treatment of any difference.
- A payment schedule tied to completed milestones rather than calendar dates alone.
- A planned start date, substantial-completion target and the owner’s responsibilities for access, selections and approvals.
- A price-validity period and a statement of which materials, taxes and subcontractor costs are included.
- An escalation clause that names the trigger, evidence required, affected items, notice period and the owner’s right to approve, substitute or cancel the affected work.
- A written change-order process. No extra work should proceed on a verbal promise except emergency protection needed to prevent immediate damage.
- Responsibility for concealed conditions, damage discovered after demolition, storage, temporary weatherproofing and disposal.
Ask the contractor to identify any quote that is conditional on a supplier’s future price. If a hold period is short, order long-lead items only after confirming dimensions, storage, return rules and who bears the risk of damage.

Build a contingency that matches uncertainty
A contingency is not a blank check for design changes. Separate three amounts: the fixed contract price, allowances for selections not yet made, and an owner-held reserve for concealed conditions or scope decisions. Structural openings, older wiring, asbestos-containing materials, poor drainage and undocumented additions deserve more caution than a simple surface replacement. Keep the reserve accessible until inspections and demolition-related discoveries are complete.
Ask bidders how they priced access, protection of occupied rooms, winter conditions, disposal and working-hour restrictions. These practical details often explain a local premium more accurately than a national market index.
Should you lock in a quote before prices rise again?
Lock a quote when the scope is stable, the contractor is qualified, the validity period covers your financing and permits, and the escalation mechanism is specific. Do not lock merely because a salesperson predicts an imminent increase. A rushed contract with vague allowances can cost more than a later, better-defined bid.
Recommended Free Tools
If you need time, request a written option: a paid design phase, a small deposit to reserve a start window, or a material-order agreement with stated refund and storage terms. Have a construction lawyer review unusual escalation, cancellation or lien provisions in your jurisdiction.
Practical choices for common situations
| Situation | Best next move | Reason |
|---|---|---|
| Roof leak during wet season | Authorize source repair and temporary protection now; price the full replacement separately | Stops compounding damage while preserving time to compare full-scope bids |
| Cosmetic kitchen remodel with changing layout | Wait, finish design and selections, then rebid a fixed scope | Reduces change orders and makes contractor prices comparable |
| Electrical panel has documented overheating | Use a licensed electrician promptly and complete required inspections | Safety and fire risk outweigh speculation about future pricing |
| Three bids differ by a large amount | Normalize scope, allowances and exclusions before choosing | The spread may reflect omissions rather than a true market difference |
| Energy upgrade with uncertain financing | Confirm incentives, loan terms, expected use and payback assumptions before signing | A projected benefit cannot justify an unaffordable payment |
A simple decision rule
Start now when delay has a foreseeable cost greater than the value of additional information. Start with controls when the work is ready but prices could move: use a complete scope, comparable bids, a validity period and a defined escalation clause. Wait and prepare when the project is optional or unclear, but set a review date and specific tasks so the pause produces better information rather than passive hope.
At each review, update local bids, lead times, financing, permits and the condition of the house. A national spending slowdown may eventually ease competition, but only local evidence can show whether that has reached your project.
