To verify a conversion, prove four separate things: the authority has approved the proposed use at the exact property, the approval covers the work and operating conditions, building-control requirements have been satisfied, and the premises may legally be occupied or operated. A zoning map, estate-agent description, planning application, building-regulations notice and occupation certificate answer different questions. Treating one as a substitute for another is the most common—and most expensive—verification mistake.
This guide gives a jurisdiction-aware process. The examples use England, Singapore and New South Wales because their official systems illustrate the different records involved. Replace those routes with the planning, building-control and licensing procedures for the authority governing your property.

What land-use and building verification actually establishes
A conversion can involve a change from one use to another, a change in intensity, physical alterations, or all three. Before relying on an approval, identify exactly what you need to establish:

| Is this use permitted on this parcel or unit? | Planning authority decision, approved-use record or lawful-development certificate | Address, parcel, use description, decision date, plans and conditions |
| Does the proposed conversion require permission? | Local planning rules and change-of-use assessment | Material change, use class, intensity, operating pattern and effects |
| Does the construction comply technically? | Building-control body or building-safety regulator | Approved plans, inspections, notices, completion or regularisation evidence |
| Can people occupy or operate from it? | Occupation certificate and relevant licensing agencies | Use, fire, environmental, food, childcare, business and other permits |
Keep these questions separate in your file. Planning permission does not automatically approve structural safety; building-control approval does not grant a land-use change; and neither necessarily provides a licence to trade or occupy.

Step 1: Identify the exact property and the correct authority
Start with the property, not a general map search. Record the complete street address, unit or suite, parcel or lot reference, building name, floor, and any plan or title identifier. Note the current use and the proposed use in plain language—for example, “retail shop to restaurant with evening service,” rather than simply “commercial.”
Confirm planning jurisdiction
Find the local authority that controls planning decisions for the parcel. A large site can involve more than one authority, and a building may have separate records for different units or phases. Check whether a national regulator, heritage body, development corporation or special planning district also has a role.
List constraints that can require additional consent
- Heritage listing, conservation-area or historic-building controls
- Lease restrictions, estate-management rules or landowner consent
- Highway access, parking, drainage or environmental constraints
- Separate fire, food, childcare, environmental or business licensing
- Building-safety rules applying to the height or use of the building
A broad zoning designation is only a starting point. It indicates what may be acceptable in an area; it does not prove that this particular premises has permission for the proposed use.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesStep 2: Retrieve the actual planning or approved-use record
Search the authority’s official register using the exact address, parcel reference, applicant name and any known application number. Download the decision notice, approved drawings, supporting schedules and subsequent variation or discharge decisions. If the online record is incomplete, request the missing documents in writing.
England: local planning register and lawful-use evidence
In England, the local planning authority maintains the application register. Search historic as well as recent applications: the current use may depend on an older permission, a permission that was varied, or a certificate that established an existing use. Read the decision notice rather than relying on the register’s short description.
Government planning guidance states: “A change of use of land or buildings requires planning permission if it constitutes a material change of use.” Whether a change is material depends on the individual facts. A move within a use class can be treated differently from a move between classes, but the classification does not remove the need to check the actual rules and conditions.
Singapore: approved-use enquiry
Singapore’s Urban Redevelopment Authority provides an electronic approved-use enquiry route. Use the property details supplied by the owner or landlord, then obtain copies of the approved plans and written-permission records where available. URA assesses change-of-use requests against the Master Plan, prevailing guidelines, compatibility and potential disamenity effects. An approval may still leave you needing permits or licences from other agencies.

When the online record is not enough
Ask the authority for a certified or complete copy of the decision, plans and conditions. Include the application reference, address and the precise question you need answered: “What use is authorised for this unit?” is more useful than “Is this property approved?” Retain the authority’s written response with the records; an informal listing, map label or third-party summary is weak evidence.
Step 3: Compare the approved use with the proposed conversion
Create a side-by-side description before concluding that an approval covers your project. Record:
- Former or existing use
- Proposed use and any sub-use, such as a café within a retail unit
- Hours, customer numbers, deliveries, waste handling, noise and staff levels
- Physical work, including openings, extensions, plant, extraction, signage and access changes
- Likely effects on neighbours, traffic, parking, drainage, noise and public safety
Then compare those facts with the decision notice, approved drawings and local change-of-use rules. A conversion can be materially different even when the broad category sounds similar. For example, a shop becoming a late-night food premises may alter extraction, deliveries, noise and traffic enough to require a fresh assessment.
Do not infer permission from zoning compatibility
Zoning and an individual permission answer different questions. A zone may allow a type of activity in principle while the specific unit lacks approval, has a condition limiting the activity, or requires a separate consent. Obtain the property-specific decision or written confirmation from the authority.
Check whether the permission is still operative
Look for implementation deadlines, temporary or time-limited permissions, personal permissions, phased approvals and conditions that had to be satisfied before use began. Confirm that the approved plans match the building as constructed; a later amendment may have replaced the original drawings.
Step 4: Read every condition and linked approval
Conditions can define the real scope of a permission. Make a schedule with the condition number, requirement, deadline, evidence and person responsible. Pay particular attention to:
- Restrictions on hours, noise, deliveries, customer numbers or trading days
- Approved layout, access, parking, landscaping, refuse storage or extraction details
- “No occupation until” or “before works commence” requirements
- Materials, accessibility, fire-safety or drainage measures shown on approved drawings
- Temporary permissions, expiry dates and restoration obligations
- Requirements for additional permits, licences or landowner consent
In Singapore, change-of-use approval does not replace permits and licences from other agencies, and leased land may require landowner consent. Treat those as separate actions with their own evidence.

Step 5: Verify building-control approval separately
Planning establishes whether the use and development are acceptable in land-use terms. Building control addresses technical compliance: structure, fire safety, means of escape, accessibility, ventilation, energy performance, sanitation and other construction requirements.

Request the complete building-control file
Ask the council, registered building-control approver or relevant regulator for:
- Application reference and route used
- Approved or deposited plans and specifications
- Inspection history and site notices
- Requests for information and responses
- Completion, final or compliance certificate
- Regularisation certificate, if work was retrospective
- Records of unresolved defects, enforcement notices or outstanding fees
Match the file to the work actually carried out. A certificate for a rear extension does not necessarily cover an internal conversion, new extraction system or change in occupancy load.
England: choose the correct building-control route
Depending on the project and building, England may use full plans, a building notice, a registered building-control approver or a local-authority route. A building notice is a notification route, not the same document as a full-plans approval. Retrospective work may be eligible for a regularisation application through the local authority, but regularisation is not automatic and may require opening up or remedial work.
Higher-risk buildings
For an English higher-risk building, the Building Safety Regulator requires the client to apply for a completion certificate when the work is complete. The regulator reviews the submitted information against the original approval and recorded changes and may inspect. The certificate is issued only when the work and required documents meet the applicable criteria. Do not treat practical completion, a contractor’s sign-off or a planning decision as a substitute.

Before occupation, identify the document your jurisdiction requires after construction or a change of use. It may be called an occupation certificate, completion certificate, final certificate or compliance certificate. Check its scope: some cover a building or part of a building, while others relate only to specified work.
New South Wales
New South Wales guidance states: “An Occupation Certificate (OC) must be obtained to occupy and use a new building or part of a building, or change the use of an existing building.” Confirm that the certificate describes the relevant building or part and the intended use before anyone moves in or trading begins.

Other operational approvals
Depending on the use, verify separate fire, food, environmental, childcare, health, alcohol, accessibility or business permissions. A premises can have planning and building records yet still be unable to operate lawfully without an operational licence.
Step 7: Resolve missing, conflicting or uncertain evidence
Use a formal lawfulness route where available
In England, a lawful development certificate can address a specified existing use or proposed use. The application should contain a precise description, plans and evidence tied to the land. The certificate establishes only the use or operations described; it is not a general approval for future changes.
A refusal can mean that the evidence submitted was insufficient. It does not necessarily prove that the use is conclusively unlawful. Read the decision reasons and obtain professional advice before changing use or completing a transaction.
Ask for written confirmation
Where records are missing, send the authority a concise package: property identifier, current and proposed use, plans, dates, application references and the specific uncertainty. Request a written response and retain the correspondence. If documents conflict, ask which decision superseded the other and whether conditions were discharged.
Escalate proportionately
For a high-value purchase, complex conversion or enforcement risk, a planning consultant, solicitor or building surveyor can reconcile title, planning, building-control and operational records. Check that the professional is appropriately qualified and independent; professional help does not replace obtaining the underlying authority documents.

“An approval means we can open immediately.”
Check pre-occupation conditions and separate operational licences, including fire, food, environmental and business requirements.
A practical decision sequence
- Stop and define the proposal. Write the current use, proposed use, physical works, operating hours and intensity.
- Identify the authority. Confirm the planning, building-control and licensing bodies for the exact parcel or unit.
- Collect primary records. Obtain decisions, approved plans, conditions, building-control documents and completion evidence.
- Reconcile scope. Match every record to the same address, unit, plans, use and dates.
- Test the change. Ask whether the difference is material under the local rules and whether conditions permit it.
- Verify technical completion. Confirm inspections, certificates and any regulator completion process.
- Verify occupation and operation. Obtain the required occupation certificate and separate licences.
- Resolve gaps before committing. Seek written authority confirmation or a lawful-use application; make unresolved approvals a documented transaction risk.
Jurisdiction notes and limits
England, Singapore and New South Wales use different terminology, authorities and legal tests. England’s planning register and lawful-development-certificate process cannot be transplanted to Singapore, and a New South Wales occupation certificate is not an English completion certificate. Singapore’s approved-use guidance was updated in July and August 2026; check the current URA instructions immediately before submitting an enquiry or relying on an older record.
If your property is elsewhere, use the same logic—property-specific land-use decision, conditions, building-control evidence, completion and occupation or operating permissions—but obtain the names and forms from the local authority. Never rely on a cross-border checklist as legal advice for a particular site.
The Bottom Line
Approve a conversion only when the exact property’s land-use decision, conditions, building-control record, completion evidence and right to occupy or operate all align. If one layer is missing or describes a different use, treat the conversion as unverified until the responsible authority resolves it in writing.
