For healthy coneflowers, cutting them back in fall is optional. Leave stems and seed heads standing for winter bird food and garden structure, or cut them down for a tidier bed. If plants show disease or mite damage, cut them to the ground in fall and remove and destroy the debris.
When to cut back healthy coneflowers
Either fall cleanup or waiting until spring is suitable for healthy plants. The University of Vermont Extension’s purple coneflower profile describes both options: tidy the bed at the end of the growing season, or leave cleanup until spring.
Leave stems and seed heads through winter
Dried seed heads provide food for goldfinches and other birds, as noted by Iowa State University Extension and Outreach and Penn State Extension. Standing stems and seed heads also add winter presence, and Vermont Extension notes that stems may offer nesting spots for native bees.
Cut back in fall for a tidier bed
If you prefer a neater garden through winter, you can cut healthy coneflowers back in fall. This is a choice, not a required step for plant health.

How to limit volunteer seedlings
Coneflowers can freely reseed, according to Iowa State Extension. To reduce volunteer seedlings while still leaving some food for birds, remove some mature seed heads and leave others standing. Reseeding can vary; it is not guaranteed for every plant or cultivar.
When disease or mites change the advice
For plants affected by disease or mites, Penn State Extension recommends cutting them down in fall and removing and destroying the plant debris. Do not leave affected material in the bed.

If you leave cleanup until spring
Cut the old growth back before new growth begins. Penn State Extension gives this timing for purple coneflowers in its rain garden plant guidance.
