The Scarborough Beach Road and West Coast Highway upgrade is complete, and Surf CAT service began on 30 November 2025. The intersection now has dedicated bus lanes and updated pedestrian signals. If you are driving eastbound on Scarborough Beach Road, you can no longer turn onto West Coast Highway; motorists leaving the beach precinct can use Reserve Street, Manning Street or Brighton Road as alternatives, subject to current signs.
What changed at the intersection?
The Public Transport Authority (PTA) says the completed works were designed to accommodate Surf CAT and improve accessibility and congestion. Changes at the intersection include:
- Dedicated eastbound and westbound bus lanes on Scarborough Beach Road.
- Alternating pedestrian crossing phases and pedestrian countdown timers.
- Removal of the eastbound private-vehicle turn from Scarborough Beach Road onto West Coast Highway.
The turning restriction applies to that specific movement; it does not mean all eastbound traffic on Scarborough Beach Road is prohibited. The PTA also reports that two bus embayments were installed on West Coast Highway, north of Scarborough Beach Road. PTA: Surf CAT bus service
Can drivers still turn onto West Coast Highway?
No. Private vehicles travelling eastbound on Scarborough Beach Road can no longer turn onto West Coast Highway. The City of Stirling identified Reserve Street, Manning Street and Brighton Road as alternative routes for motorists leaving the beach precinct for the highway. How does Surf CAT connect Stirling Station and the beach?
Surf CAT runs daily between Stirling Station and Scarborough Beach, travelling via Ellen Stirling Boulevard and Scarborough Beach Road. The service began on 30 November 2025 and is free. The WA Government’s launch announcement described buses as scheduled every 10 minutes for most of the day, from early morning to late at night, with an end-to-end journey of about 20 minutes. What was the project budget and construction status?
The WA Government announced a $17.8 million budget allocation for the Surf CAT service and associated works, including bus lanes, two West Coast Highway bus embayments and intersection improvements. That is the announced allocation, not a verified final expenditure figure.

Construction updates from the City of Stirling described night work, lane closures, reduced speed limits and detours in December 2025. A maintenance notice dated 3 February 2026 said major asphalt works and line marking had been completed, with electrical work underway at that time.
