The documented initiatives focus on industrial automation for producing steel reinforcement cages—rebar assemblies used inside concrete structures. In December 2024, NEOM’s investment arm announced an agreement with GMT Robotics and a separate joint venture with Samsung C&T worth more than SAR1.3 billion (about $350 million). The deals are intended to support The Line and other NEOM developments, although the available announcements do not prove that the systems are operating at full scale or that completed buildings have been constructed with them.
What NEOM actually announced
There were two separate announcements, and they should not be merged into one generic claim that Saudi Arabia spent $350 million on robots.

- December 12, 2024: The NEOM Investment Fund signed an investment agreement with GMT Robotics, a European construction-technology company associated with automated rebar processing. The amount of NEOM’s investment was not disclosed.
- December 19, 2024: NEOM and Samsung C&T announced a joint venture with an initial investment exceeding SAR1.3 billion, approximately $350 million, to develop and deploy construction automation in Saudi Arabia.
The Samsung venture is intended to establish rebar-cage assembly factories in NEOM and create more than 2,000 skilled local jobs. Its output is meant to serve the extensive construction requirements of The Line and other NEOM projects. That wording makes The Line an intended customer, not proof that every robot is already working on The Line itself.
What the robots do
Reinforcing steel, commonly called rebar, strengthens concrete. In conventional construction, workers cut and bend steel bars, position them according to engineering drawings, and tie or weld them into cages before or during installation.

The announced automated process moves much of that repetitive work into a controlled production environment:
- Steel bars are cut and shaped to the required dimensions.
- Robotic equipment positions the bars according to a digital design.
- Automated welding and tying systems join the bars into cages or other reinforcement assemblies.
- The finished cages are inspected and transported to a construction area.
- Workers and other equipment integrate the reinforcement into foundations, columns, walls or other concrete structures.
This is specialized factory automation, not general-purpose autonomy. The systems do not remove the need for structural engineers, programmers, maintenance technicians, quality-control staff, crane and logistics operators, concrete crews, site supervisors or conventional heavy machinery.
Why rebar is a logical target for automation
Rebar-cage assembly has several features that suit industrial robotics. The work is repetitive, the required geometry can be defined digitally, and production can be standardized before materials reach a busy construction site.

Factory production may also reduce workers’ exposure to heat, dust, lifting and other hazards associated with manual steel assembly in a desert environment. Machine-guided positioning and welding could make tolerances easier to monitor, while automated cutting may reduce offcuts and rework.

Prefabrication has a logistical cost: large cages must be moved safely from a factory to the correct construction zone. The benefit therefore depends on more than the robot cell. Engineering software, procurement, scheduling, transport, cranes and site installation all have to work together.
What the headline numbers mean
NEOM said the Samsung-related system could deliver:
- Up to 80% fewer manual workforce hours for the relevant rebar-assembly process.
- Up to 40% lower rebar-cage assembly costs.
- More than 2,000 skilled local jobs through planned factories.
These are projected or expected benefits reported by NEOM, not independently audited results from operating NEOM sites. The 80% comparison refers to global-average metrics for traditional installation methods. It does not mean that building an entire NEOM structure—or the entire city—will require 80% less labor.

Likewise, the 40% figure applies to rebar-cage assembly. It should not be presented as a 40% reduction in total construction costs, project costs or the cost of The Line.

Who is investing?
The phrase “Saudi Arabia invests” is broadly understandable but institutionally imprecise. The direct investor identified in the announcements was the NEOM Investment Fund, NEOM’s strategic investment arm.
The parties have different roles:
- Saudi Arabia is the state and political sponsor of the wider development.
- The Public Investment Fund is the sovereign wealth fund associated with NEOM.
- NEOM is the development entity.
- The NEOM Investment Fund led the GMT investment agreement and participated in the Samsung initiative.
- Samsung C&T and GMT Robotics are industrial and technology partners in the announced automation program.
The distinction matters because a disclosed corporate joint-venture investment is not the same thing as a separately identified Saudi government budget line.
How this fits NEOM’s industrial strategy
The robotics initiatives are consistent with NEOM’s effort to position itself as more than a real-estate development. NEOM has described Oxagon as an industrial and manufacturing hub with priorities including automation, robotics, artificial intelligence and advanced production.
Its design-and-construction strategy also identifies robotics, automation, materials science and engineering innovation as areas for development and deployment across the construction value chain. The technology and digital sector similarly presents AI and robotics as strategic capabilities.

That provides a credible industrial rationale for investing in rebar factories: NEOM could become a customer for the output while also trying to establish local manufacturing, technical training and supplier networks. A stated strategy, however, is not evidence that a factory has reached commercial production or that the projected savings have been achieved.
What could prevent the promised gains?
Robotics is most effective when the work is standardized and the production volume is high. NEOM’s construction program would need sufficiently consistent designs, reliable steel supplies and enough demand to keep expensive automated facilities productive.
There are also practical trade-offs:
- Capital cost: robotic cells, buildings, software, commissioning and maintenance require substantial upfront spending.
- Design flexibility: bespoke or frequently changing structures can reduce the efficiency of a standardized production line.
- Maintenance: downtime may interrupt the supply of reinforcement, and specialist technicians and spare parts are essential.
- Desert conditions: heat and dust can create additional demands for equipment, sensors and electronics.
- Logistics: prefabricated cages must be transported from factories to widely separated work sites.
- Integration: automated production must connect accurately to engineering models, scheduling, procurement and site installation.
Automation may reduce manual hours in one workflow while increasing demand for engineers, technicians, programmers, inspectors, factory workers and logistics specialists. It is therefore not accurate to describe the program simply as replacing construction workers.
Announcement is not the same as deployment
The official announcements confirm agreements, intended investment and planned applications. They do not establish the number of robots purchased, the capacity of a completed factory, a commissioning date, full-scale production volumes, independently measured savings, accident-rate improvements or completed NEOM buildings built using the system.

That distinction is central to understanding the story. A signed agreement can launch a serious industrial program, but its eventual value depends on whether the factories are built, commissioned, supplied and used consistently on live projects.
What changed in NEOM by 2026?
The robotics commitments also need to be viewed against changes in the wider NEOM program. A Reuters-republished report in March 2026 said NEOM terminated or affected several construction contracts in the first quarter of 2026, with the value of affected work potentially exceeding $5 billion. The report described broader project reprioritization and a shift away from some earlier tourism and futuristic-urban ambitions.
That reporting does not establish that the GMT or Samsung robotics initiatives were cancelled. It does mean their eventual scale and role should not be assumed from the original 2024 announcements. If construction priorities, designs or schedules change, demand for dedicated rebar-production capacity could change as well.

NEOM is making a serious attempt to industrialize part of construction through automated rebar fabrication. The Samsung venture has a disclosed initial investment above SAR1.3 billion, while the GMT investment amount remains undisclosed. The technology could reduce repetitive manual work, improve factory control and create skilled technical jobs if it reaches reliable production.
But the evidence supports a narrower conclusion than the futuristic headline suggests. NEOM has announced specialized robotic welding, tying and rebar-cage assembly for The Line and other developments. It has not demonstrated a fully robotic city, autonomous construction crews, independently verified savings or an unchanged megaproject timetable.
